Solicitation No. 1630J6-17-R-00002 Amendment No. 2
1. Outreach and Admissions: please confirm the approximate minimum annual arrival goals for the anticipated contract in light of the current contractor having a smaller annual recruitment goal and the recent reduction of 224 planned On-board Strength for the seven
(7) Civilian Conservation Centers (CCC).
Job Corps is still addressing the current shortfall and increasing arrivals to account for recent changes to the student conduct policy. The On-Board Strength designed for the seven CCCs is still pending. Job Corps will publish the goals for the CCCs as soon as this is resolved.
2. Career Transition Services: please confirm the anticipated number of Graduates and Former Enrollees annually for post-center Career Transition Services.
Post-center Career Transition Services shall be provided for:
1,512 Graduates
308 Former Enrollees
3. Refer to Section L.6.D (Exchanges and Communication Restrictions). This section advises contractors to communicate strictly with the Contracting Officer (CO) listed in Block 10 of SF Form 33. The CO listed in Block 10 is Diane McKenzie. However, all other instructions per the RFP are directed towards John Chang. Please advise or clarify if SF Form 33 or RFP needs to be updated.
Chin-Jen (“John”) Chang is the Contracting Officer. Please send correspondence to:
chang.chin-jen@dol.gov.
4. Refer to Sections B.1, C.3.A, C.3.B, F.4.A, and F.4.B. Please verify the quantities noted in the pre-proposal conference supersede those quantities listed in the initial issuance of the RFP. Namely, will sections B.1, C.3.A, C.3.B, F.4.A, and F.4.B be updated to reflect the pre-proposal conference quantities?
The following updated quantities now apply to the RFP:
Outreach/Admissions = 3618 Total o 2379 Males 2336 Residential Males 43 Non-Residential Males o 1239 Females 1091 Residential Females 148 Non-Residential Females
Career Transition Services = 1380 Total o 1143 Graduates o 237 Former Enrollees
5. Refer to Sections B.3: Pricing Schedule; and H.31: Reimbursement of Training Costs.
Are the costs for transition-in (phase-in) firm-fixed price or cost reimbursable? Are the costs for transition-out (phase-out) firm-fixed price or cost reimbursable? Are both of these costs to be priced as part of the proposal with the Government determining the not-to-exceed amount after contract award? Are the training line items (0008, 1008, 2008, and 3008) to be priced per the schedule? Are these line items subsequently funded based on approval of the contractor’s training request?
mailto:chang.chin-jen@dol.gov
The costs for transition-in (phase-in) and transition-out (phase-out) are firm-fixed price.
Both of these costs are to be priced as part of the proposal. Furthermore, the training line items are to be priced per the schedule and will be subsequently funded based on approval of the contractor’s training request.
6. Refer to Sections B.2 (Firm Fixed Price Contract Type), B.3 (Pricing Schedule), and F.2 (Type of Contract). Will the Pricing Schedule be subsequently clarified? Specifically, can the Government address the following:
Will an attachment of an Excel spreadsheet of the Pricing Schedule (with formulas) be provided? The Pricing Schedule in Section B.3 of the published RFP is the only document that will be provided.
7. Refer to Sections B.3 (Pricing Schedule) and G.3.g (Billing) for O/A and CTS. How does the Government intend to define the QTY and pricing related to CLINs 0005 & 0007 (six-month price) in the Pricing Schedule? Assuming the 6-month reference is a reference to Quarter 2 survey, the divisor for the goal is based on those who complete the Q2 survey.
In addition, this survey is administered by a third-party that is not in control of the contractor. Can the Government clarify the following concern:
If the contractor is restricted to bill only completed surveys, how can the contractor obtain revenues for those students who are placed but did not respond to the survey? The contractor may file appeals with the national office on negative surveys if there is contradictory information.
8. Refer to Section G.3 (Billing for O/A and CTS). Please provide clarification:
Does “90 Day Arrivals” need to be revised to “90 Day Retention”? Yes
What length of time periods should be included in the reports? Every 30 days.
Is the 6-Month Survey (Final Graduate) still relevant or should the language be updated to reflect Q2 survey? Yes. The Q2 Survey has replaced the 6-Month Survey.
Why is “Final Graduate” referenced instead of “Graduates” and “Former Enrollees”? The terms “Graduate” and “Former Enrollees” will be used.
9. Refer to Sections B.3 (Pricing Schedule) and G.3 (Billing for OA and CTS). Please clarify the following:
Section B.1 states the O/A arrivals are minimums as are the CTS Graduates and Former Enrollees. Will the contractor receive payments for arrivals or placements exceeding the goals? The contract will receive payment for all arrivals and all placements.
Can the operator invoice for quantities above what is listed under the O/A and CTS firm-fixed price CLINs if the actual arrivals and placements exceed the goals for O/A and CTS? See above response.
The contractor is to ensure Career Transition Services for a minimum of 1380 students. The contractor is to bill only for those successfully placed short-term and long-term per the Performance Outcome Measurement System (POMS) metrics. Will the Government ensure that 1380 students are available for placement by the contractor? Will the Government guarantee the minimum number for CTS?
The Government will not guarantee the minimum number for CTS.
Similarly, O/A retention (90-days) is directly related to Job Corps center operators and their efficacy in retaining students. Per this RFP, however, the OA/CTS contractor’s ability to bill 40% of its O/A revenue is directly tied to the 90-day retention metric. This metric is only partially controlled by the OA/CTS contractor.
Much of the retention is determined by the Job Corps center operators. How will the Government ensure the Job Corps center operators are effective in their O/A retention plans? Are the Job Corps center operators incentivized sufficiently to ensure good 90-day retention policies and procedures?
No additional incentives are planned to ensure that O/A operators are more effective in their O/A retention plans.
10. Refer to Section G.3.A: Payment. Per the language in the RFP, it appears the contractor is unable to bill the government until the COR has reviewed and confirmed valid arrivals, final acceptances of O/A, initial placements, and final placements of CTS. The certification process by the COR is indicated as five business days. What is the Government’s remedy if the COR is unable to confirm the above metrics within 5 business days and thus delay the contractors’ ability to bill and receive payment?
If CORs are unable to confirm within 5 business days, contractors may proceed to submit their invoices and reconciliation will be conducted by the end of the next billing period.
11. Refer to Section H. The RFP does not indicate whether Service Contract Act (SCA) wages are applicable in this stand-alone OA/CTS contract. Can the Government confirm that the SCA is applicable to this stand-alone OA/CTS contract regardless of the contract type?
The Service Contract Act is applicable to this RFP and the resulting contract.
12. Refer to Section L.6.G. Concerning font size, the RFP states that the proposal shall be formatted in 12 point or larger. Please clarify if graphics, charts, and tables may be smaller than 12 point as long as they are legible.
Yes. Graphics, charts, and tables may be smaller than 12 point as long as they are legible.
