H. Oral Presentations

a. Time Limit – The total time allotted for the oral presentation schedule is 4 hours.

However, the offeror’s oral presentation shall not exceed 3 hours. The remaining time of one hour is allotted for Clarification Questions/Answers and Breaks. During the presentation, the Technical Evaluation Panel (TEP) members will not interrupt the offeror to ask questions (except to request the repetition of inaudible words or statements or the explanation of terms that are unknown to them) or otherwise engage the offeror in any dialogue. A question and answer period will follow and may cover the entire proposal.

These questions will not constitute “discussions” as defined in FAR 15.306. Deviation from the slide presentation, or substitution of slides after the receipt of proposals or during oral presentations is prohibited.

b. Offeror Attendees – A maximum of 5 presenters will be allowed into the presentation room at any one time. There is no limit on the number of presenters the Offeror can use.

However, the Center Director must be a presenter. The Offeror shall provide a list of attendees and their presentation topic with its proposal (this does not count against page limitation).

c. Topics – The offeror’s oral presentation will address the following:

d. Presentation Media – Offerors are free to structure their oral presentations using 8½” x 11” view-graphs (slides, transparencies) or computer-generated media (PowerPoint). If the offeror chooses to utilize an electronic projection or view graphs, they must provide their own equipment. The number of view- graphs (slides, or other media) shall not exceed the page/slide limitations described in the Proposal Format section. Use of these visual aids is at the offeror’s discretion. An offeror who chooses to utilize their own presentation software, the offeror must be responsible for all audio/visual equipment necessary for conducting their Oral Presentation.

e. Paper and Electronic Copies – The offeror shall submit a final version of their planned Oral Presentation materials as part of their written submission. The offeror shall also provide an electronic copy of the final presentation slides along with a written narrative that reflects the oral presentation.

f. Recording the Presentation – The oral presentation will be audio recorded by the Government. The recording will be available to the Technical Evaluation Panel for their review during the source selection, and be maintained as part of the source selection record.

Copies of the audio and/or video recording will not be provided to the offeror.

g. Scheduling – The Oral Presentation will be scheduled as soon as practicable after the proposal submission due date, by the Contracting Officer. The Government reserves the right to reschedule presentations at the sole discretion of the Contracting Officer.

h. Location - The Oral Presentation site will be arranged “conference style.” The location will be the Job Corps Region 5 office located at 230 S. Dearborn Street, Chicago, Il 60404 or other announced location.

I. Proposal Format

Proposals submitted in response to this solicitation shall include a transmittal letter and the sections listed below. The transmittal letter shall identify the solicitation number, the name of the firm submitting the proposal, the proposal sections and any other materials that are attached.

Relevant Experience may include Relevant Experience of operating a Job Corps Center or other relevant experience operating an at-risk youth training or residential program; demonstration of relationships with surrounding communities, employers, labor organizations, State boards, local boards, and applicable one-stop centers; demonstration of successfully connecting at-risk youth to the workforce, including providing academic and technical training; and demonstration of sound financial controls.

All proposals shall be clearly labeled on the outside of the box or envelope referencing the response to the solicitation number. The offeror should annotate on the upper right hand corner of the outside of each section with the corporate name, section title, and “copy # of #.” For example, the first copy of a corporation’s technical approach would be labeled: “corporation – Technical Approach, Copy 1 of 4,” in the upper right hand corner of the outside cover of that bound section.

Slides for the oral presentation may use whatever format the Offerors deems reasonable.

Written sections of the proposal shall be formatted as follows:

a. Page Size:

8 ½” x 11” with at least 1” margins on all sides.

However, the organizational chart may exceed the 8½” to 11”. If the chart exceeds 8 ½” x 11”, then the Government will consider it as one page.

b. Font Size:

12 point or larger.

Graphs and charts must be at least 10 point or larger font and must be legible.

c. Page Numbering: Pages consecutively numbered within each section

d. Page Count:

Title pages, tables of contents, and section dividers not included in count; appendices, graphs and charts are included in the page count, unless otherwise specified.

e. Format: Two-column format is allowable

Offerors are cautioned that they must not exceed the page limitations cited above. Any pages that exceed the page limitations cited above will not be read or considered in the evaluation.

Please note, that the page limitation for the staff resources section excludes the staffing chart provided in accordance with Section J of this RFP, resumes, staff schedules, and position descriptions.

The Technical Approach, Relevant Experience, and Staff Resources narrative sections shall be bound separately; the Past Performance and the Business Management Proposal sections shall also be separately bound. All proposal sections shall be submitted in accordance with the specifications listed above. The oral presentation section, if applicable, shall also be separately bound.

All of the proposal volumes shall be submitted both in hard copy as described above and on electronic media (USB Flash Drive), in searchable PDF format). When submitting attachments J.1 and J.3 on USB Flash Drive, offerors shall use EXCEL 2007 or a more recent version.

Unnecessarily elaborate proposals, brochures or other presentations beyond those sufficient to present a complete and effective response to this solicitation are not desired and may be construed as an indication of the Offeror’s lack of cost consciousness. Elaborate art work, letters of commendation, expensive paper and bindings, and expensive visual and other presentations are neither necessary nor sought. Additionally, copies of Job Corps provided materials, job descriptions for each position, copies of newsletters or magazines, copies of certificates or awards, are not needed.

Electronic Submission of Proposal

(a) By submission of a proposal on electronic media, the offeror must ensure that the submission is readable, in the format specified in the solicitation, and has been verified as free of computer viruses. Prior to any evaluation, the Government will check all files for viruses and ensure that all information is readable. In the event that any files are defective (unreadable), the Government may only evaluate the readable electronic files.

Further, if defective (unreadable) media renders a significant deficiency in the offeror's proposal, the Government may consider the proposal incomplete and not consider such proposals for further evaluation.

(b) The offeror must ensure that:

(1) The electronic and paper copies of its proposal submitted in response to the solicitation are identical;

(2) It has verified that its electronic proposal is readable on the hardware and software operating system format specified below:

(3) It has verified that the electronic proposals are free of computer viruses using standard commercial anti-virus software.

(c) A proposal that fails to conform to the requirements of paragraphs (a) and (b) above may be subject to interception or delay at Governmental electronic communications portals. This interception or delay may result in the proposal being lost, deleted, destroyed, or forwarded in such a manner that the proposal arrives at the target destination past the time and date of the deadline for submission established in the solicitation. In the event that a proposal is lost, deleted, or destroyed due to the offeror's failure to conform to the requirements of paragraphs (a) and (b) above, such proposal will be considered to have never been delivered to the Government. In the event that a proposal is delayed due to the offeror's failure to conform to the requirements of paragraphs (a) and (b) above, the proposal will be treated as late in accordance with the provision of this solicitation entitled Late Submissions, Modifications, and Withdrawals of Proposals.

I. Organization of Proposals:

DOL will evaluate proposals in accordance with the evaluation factors outlined in L.7 Proposal Content of this solicitation.

DOL will not require evaluators to search other proposal volumes for information, nor will DOL require its evaluators to search other sections within a volume. If information is not placed in the appropriate volume and tab, that section will be deemed “Unacceptable” and an offeror’s proposal may be removed from the competition. Therefore, the Offeror shall ensure that each proposal volume is complete in itself, well-written, and submitted in accordance with the instructions discussed herein. Each volume shall be written on a stand-alone basis. Cross-referencing within and across proposal volumes shall not be permitted. The DOL personnel must be able to evaluate each volume independent of the other volumes. Offerors must tab each specific factor, subfactors, and elements; and provide a clear and concise response or your proposal will be considered “Unacceptable” for that specific factor, subfactor, or element.
