Executive Summary
The facility survey for the Excelsior Springs, Job Corps Center (Excelsior Springs JCC) was completed from July 27, 2015 through July 30, 2015. The information presented in Volume II, Supporting Data, represents the current status of the campus.
The information includes the following:
Existing site layout Overall status of existing building and structures Space utilization by building and function compared to recommended standards Status of environmental elements of the Center’s operations Details on the site and buildings and structures based on architectural, electrical, and mechanical survey and supporting documentation Presentation of the status of historical deficiencies and compilation of deficiencies documented through this survey Supporting documentation, as presented in the appendices of the Center review meeting; survey brief and student questionnaire; life safety IA/IIA transmittal;
active warranties; and Federal Real Property Council (FRPC) Measures Matrix
Section 1.0 of this volume addresses site layout and plans, while Section 2.0 presents details on the buildings and structures. Section 3.0 presents historic deficiencies and their status as well as new deficiencies identified in this survey. The appendices provide additional information as noted below:

RADON EXPLANATORY NOTES
The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than
4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.

There is a single master meter located at the base of the elevated storage tank. The condition of the elevated water storage tank was studied by Pittsburg Tank and Tower Maintenance Company and found to be in need of repairs and rehabilitation. The tower lacks safety railings and stairs, has several leaks, and its structure is beginning to rust. During the July 2015 facility survey the Center stated the water tower bowl was cleaned to remove all sediment deposits. In case of an emergency, a shut off valve allows the center to by-pass the tower water supply and tap into the municipal water distribution system.

AT&T provides three T1 lines to the center which terminate in the Main Telephone/Switchboard Equipment room on the first floor of Administration Building 12. Job Corps Data Center provides and maintains digital voice communication (VoIP) with one T1 line and data network LAN and WAN with two T1 lines. The fire alarm systems in buildings throughout the center are connected to the main fire alarm control panel in Security Building 40 and monitored in Gate House Building 3. CCTV cameras have recently been installed in Buildings 6, 55 and 56. The Swope Satellite site is provided with a security system that includes CCTV cameras, black and white monitors, motion detectors and a metal detector. The site fire alarm/security control panel is also located in the reception area. The fire alarm system is connected to the local fire station which has approximately 3-5 minutes response time. The door alarms in Building 45 are monitored at the local police department.
Southwestern Bell provides two T1 lines to the satellite site and Job Corps Data Center provides and maintains the VoiP and data networks.

Interior roof drains are supplemented with scuppers and downspouts. The roof membrane and parapet flashing show signs of premature deterioration and in some areas have come lose from the wall. The cornice above the first floor windows has a flat metal roof. The condition and life expectancy of the roof is based on visual observation during the July 2015 Facility Survey.
The entry canopy roof was built by CTST and is covered with asphalt shingles.
