· Does the 4% vacancy threshold include the specific positions listed in G.12?

· Only the minimum labor grade salary and not the fringe rate is included in this clause?

· Will be assessed at 50% of the minimum salary for each day of the vacant positions from day 31-60?

· Will be assessed at 100% of the minimum salary for each day of the vacant positions from day 61 until that vacant position is filled?

· There is no penalty for vacancy rate under the 4% vacancy rate threshold?

Categorization of staff with regard to DOL determined minimum wage groups:

· Are offerors allowed to have staff in the security department supporting Security Guards who are not themselves categorized as Security Guards?

· Are offerors allowed to have staff in the dormitories supporting student living and development and Residential Counselors that are not categorized themselves as Residential Counselors.

Overnight dorm and security staff typically have minimal face-to-face interactions with students since students are asleep during this time. These staff are essentially hall monitors, serving a non-Counseling function. Is it the government’s intent that all overnight security and residential staff meet the educational requirements of PRH Change Notice 16-16, given staff’s limited face-to-face interaction with students?

The RFP states the allowable cost for phase-out “will be limited to earned but unpaid leave, and any other costs determined to be reasonable, allowable and allocable by the Contracting Officer.” Severance costs, travel, hotel lodging and per diem for corporate transition team members, document destruction, archiving, etc. have historically been determined to be reasonable, allowable and allocable as a direct contract expense and not a G&A cost by the Government. Please clarify what the Government will continue to determine these as reasonable, allowable and allocable Phase Out costs.

Does the Center and/or its Alternate Training Site have any video/surveillance camera? If so, how many, where are they located and where are they monitored?

At the ATL, the cameras are in the hallways, the welcome center, the area outside the welcome center and in front of the building. The cameras are monitored from the welcome center at both locations.

We respectfully request a 3 week extension to the proposal deadline to provide offerors the opportunity to participate in the Pre Proposal Conference, obtain community linkages, review Clarification responses and develop a Written Technical, Orals Presentation and Cost Proposal. The current deadline (1/29/18), and delay in clarification responses, places an unreasonable expectation on offerors.
