The purpose of this amendment (Amendment 0001), is to 1) post answers to the questions of the solicitation that were received IAW the instructions of the solicitation (this concludes the Questions and Answers, as no more questions will be accepted), and 2) incorporate changes to the RFP for Finch-Herny Job Corps Center. Solicitation 1630J3-18-R-00001 is hereby amended, as follows:
1. Under Section G, Contract Administration Data, Paragraph G.15, delete Page 35 in its entirety and replace it with the revised Page 35, herein attached. Paragraph G.15 is revised accordingly to delete the following paragraph. All other paragraphs of G.15 remains.
No Job Corps funds shall be provided to pay compensation to any individual, either as a direct cost or as an indirect cost, or proration at a rate in excess of the Executive Level I pay rate. (Applicable Executive Pay Schedules are available at: http://www.opm.gov/ ). Proration means that the amount charged for a less than full-time employee cannot exceed an annualized rate equal to the authorized Executive Level 1 rate. Compensation is defined as salaries and cash bonuses exclusively. This does not include fringe benefits. This applies to all functions within the Job Corps contract, including subcontracted services.
2. Under Section L, Paragraph L.6, (F) is revised as follows:
F. Signature Requirements; Proposal Preparation Costs
The SF 33 Face Page of this solicitation and all other documents requiring signature must be signed by an official authorized to bind the offeror. This solicitation does not commit the Government to pay any costs incurred in the submission of proposals or for studies or designs for the preparation thereof, nor to contract for the article or services. The Contracting Officer is the only individual who can legally commit the Government to the expenditure of funds in connection with this procurement.
NOTE: OFFERORS DUNS NUMBER SHALL BE ON THE SF 33 UPON THE OFFERORS
SUBMISSION OF THE SIGNED SF 33 WITH THEIR PROPOSAL PRIOR TO THE
CLOSING DATE OF THE RFP.
3. Under Section L, Paragraph L.6 (I), Proposal Format (I), delete Page 84 in its entirety and replace it with the revised Page 84, herein attached.
On Page 84, the table column labeled “Number of Copies”, is revised accordingly to delete the following for Past Performance and Business Management Proposal: “Two hard copies of written proposal, four copies of slide presentation, and one electronic version (PDF)”. Row (c.) of the second table on Page 84, “Page Numbering:” is revised accordingly to include Relevant Experience.
4. Under Section L, Paragraph L.7, Subfactor 2F is revised as follows:
SUBFACTOR 2F – Phase-In/Phase-Out Plans: Phase-In and Phase-Out plans shall include the period of time required for each action, staff requirements, and major steps to be accomplished during these periods. Costs associated with the phase-in and phase-out plans shall be submitted as part of the Business Management Proposal.
The Government recognizes that if the incumbent contractor is not the successful Offeror, the successful Offeror will then assume responsibility over the Job Corps center operations. The incoming contractor will have a phase-in period to become familiar with the center, as well as time to interview and hire staff necessary to operate the center. The successful Offeror will be http://www.opm.gov/ required to take over complete operation of the center once the phase-in period is complete.
There will be only one contractor responsible for center operations at any given time. Phase-In preparations shall not cause any unreasonable disruption/interference with the departing contractor's operation. When the new contractor assumes operations, the former contractor shall not cause any unreasonable disruption/interference upon departure.
NOTE: During oral presentations, offerors must present both a detailed phase-in and phase-out plan on the slides for Subfactor 2F. Failure to include a detailed plan shall be considered non-responsive to Subfactor 2F.
5. All other terms and conditions remain unchanged.
Questions & Answers
1. Q: Page 16 of the RFP does not identify any of the Career Technical Trades as National Training Contractors, by way of an asterisk. However, according to the types of trades listed, and during the walk-through, it appears probable that some of the training programs are National Training Contractors. Please clarify.
A. None of the Career Technical Training Programs are provided by National Training Contractors.
2. Q: On page 81 of the RFP, the paragraph listed below indicates that Resumes, Position Descriptions, Staff Schedules are to be included in the Oral Presentation Slides. Since this information embodies a large amount of information, we wish to verify if Resumes, Position Descriptions, and Staff Schedules are to be included in the slides. Please clarify.
STAFFING CHART, RESUMES, POSITION DESCRIPTIONS AND SCHEDULES ARE NOT
COUNTED AGAINST THE LIMITATION AND SHALL BE PRESENTED DURING THE ORAL
PRESENTATION AND ON THE SLIDES. ANY TABLE OF CONTENT, DIVIDER/ HEADER
SHALL BE CLEARLY STATED SO AS NOT TO COUNT AGAINST THE LIMITATION.
A. Refer to RFP Section L, Para. L.6 (H)
3. Q: On page 84, copied below, it implies that the cost proposal (Business Management Proposal) is to be included in the slide presentation. Is the intention that the entire Business Management Proposal is to be presented on slides for the oral presentation? Please clarify.
Business Management Proposal Written No limitation Two hard copies of written proposal, four copies of slide presentation, and one electronic version
(PDF)
A. Slides are not required for Past Performance or Business Management Proposal. This has been addressed in this Amendment.
4. Q: On page 81, the Oral Presentation is listed as Technical, Staff Resources and Relevant Experience, along with Questions and Answers. On page 84, Past Performance is listed as requiring a slide presentation, as is Business Management. The expectations for components and slides required for the Oral Presentation is confusing, as a result. Please clarify.
A. Slides are not required for Past Performance or Business Management
Proposal. This has been addressed in this Amendment.
5. Q: Page 17, Career Transition Services. Please clarify that the area served includes students who attended Finch Henry JCC. Also, if there are other CTS providers who will serve students returning to or relocating to Mississippi, please identify.
A. The area served includes students who attended Finch Henry JCC. There are other CTS providers; they will have no impact on the CTS goals for Finch Henry.
6. Q: Page 81, Oral Presentation. Please clarify if the government is requesting that the J4, and all position descriptions be included in the oral presentation slides.
A. See Question #2.
7. Q: Page 84, Proposal Format table. Please clarify how many copies of the past performance and business management proposal the government is requesting. The table asks respondents to provide 4 copies of the slide presentation for past performance and BMP and these sections do not require a slide presentation.
A. Slides are not required for Past Performance or Business Management Proposal.
This has been addressed in this Amendment.
8. Q: Page 103 states “OFFEROR’S ORAL PRESENTATIONS COVERING FACTORS 1
THROUGH 3 INCLUDING ALL SUBFACTORS AND ELEMENTS OF THIS
SOLICITATION WILL BE EVALUATED BASED ON THE SLIDE PRESENTATION.
HARD COPY AND WRITTEN PROPOSALS WILL NOT BE EVALUATED OR
CONSULTED FOR THESE FACTORS, SUBFACTORS AND ELEMENTS NOR SHALL
THE OFFEROR MAKE REFERECE DURING THE ORAL PRESENTATION THAT
THEY ARE IN THE HARD COPY AND WRITTEN PROPSALS IF THEY ARE NOT
PRESENTED ON THE SLIDES DURING THE ORAL PRESENTATION.” What is the purpose of submitting a written technical, staff resources, and relevant experience proposal if they will not be evaluated or consulted? Please clarify.
A. The written proposal at the time of award will be incorporated into the contract.
9. Q: Page 81 -82 states “…STAFFING CHART, RESUMES, POSITION DESCRIPTIONS
AND SCHEDULES ARE NOT COUNTED AGAINST THE LIMITATION AND SHALL
BE PRESENTED DURING THE ORAL PRESENTATION AND ON THE SLIDES. ANY
TABLE OF CONTENT, DIVIDER/ HEADER SHALL BE CLEARLY STATED SO AS
NOT TO COUNT AGAINST THE LIMITATION.” Can we assume these same documents do not count against both the slide limitation and written page limitation?
A. Refer to RFP Section L, Para. L.6 (H) and (I)
10. Q: Page 4, Section B.2. The government notes, “Changes reflected in OBS shall be based on per student price blocks of ten.” Many of the costs in operating a center do not directly change as OBS changes; therefore, adjusting the contract strictly based on cost per student in blocks of ten is not reflective of what costs will change due to lower/higher OBS. Some costs are fixed regardless of OBS. Will the government consider other methods to adjust the contract other than OBS per student price in blocks of ten?
A few examples reflecting costs that are fixed in nature rather than variable and are not tied in a consistent ratio of OBS are the following:
• Utilities;
• Salaries in Line 15 (Center Director, Finance Director, Property Specialist, Buyers, etc.);
• Facility Maintenance Costs (labor and supplies);
• Security (labor and supplies), which are tied to the layout of the facility, as well as OBS.
Please advise accordingly, as not all costs in operating the center are directly proportional to the OBS.
A. No.
11. Q: Page 16, Section C.13. Are any of the Career Technical Training Offerings (Painting, Welding, Carpentry, Bricklaying) offered by National Training Contractors (NTCs)?
A. No.
12. Q: Pages 18, Section E. Does the center have any video/surveillance camera? If so, how many, where are they located, and where are they monitored?
A. Yes. 32.
13. Q: Page 19, Section C.3.E.7. The RFP includes the contract clause about financial management according to the PRH. Currently the PRH does not address financial management of a Firm-Fixed- Price OA/CTS contract. As the OA/CTS CLINs are fixed price, please confirm the contract will be granted a PRH waiver for budget, expense, vacancy and staff compensation reporting. These changes may also require FMS revisions.
A. The Program Office of Job Corps requires the submission of the required FMS reports for Firm-Fixed Price contracts.
14. Q: Page 27-28, Section G.3.1. The Technical Performance Incentive Fee section describes the potential for contractors to earn a “technical performance excellence bonus” in addition to the regular technical performance fee.
(1) The Center Operations fee chart does not include a section for the calculation of this Performance Excellence Bonus. Please provide the applicable percentage and clarify whether the form will be revised. This will be calculated by the government should a contractor qualifies for a “Technical performance excellence bonus”.
(2) Please confirm the incentive fees are not applicable to OA/CTS, as they are firm fixed price CLINs.
A. N/A, the OA and CTS services are Firm Fixed Priced CLINs.
15. Q: Page 28, Section G.3.2. The cost incentive fee section seems to have omitted some critical information. FAR 16.405-1, Cost-plus-incentive-fee contracts, states: “This contract type specifies a target cost, a target fee, minimum and maximum fees, and a fee adjustment formula.”
(1) What are the adjustment formula, factors and percentages?
(2) Will the form be revised or another form included outlining the target costs by year for center operations?
A. See the table under G.3.1
16. Q: On page 81 of the solicitation, Section H. Oral Presentation, states that “Offerors shall not reference back to the written proposal if the information is not presented in the slides and will be ground for non-responsive.” Does this mean that the offeror cannot refer the Technical Evaluation Panel to the Technical Approach (which is an 85-page written narrative that presents detailed descriptions and examples of the actual delivery of the technical approach) for additional examples or for a more extensive discussion of a Sub-factor and Element, than the time allotted for the Oral Presentation will allow?
A. Refer to RFP Section L, Para. L.6 (H)
17. Q: On page 81 of the solicitation, Section H. Oral Presentation, states that “Offerors shall not reference back to the written proposal if the information is not presented in the slides and will be ground for non-responsive.”
A. Refer to RFP Section L, Para. L.6 (H)
18. Q: Does “…if the information is not presented in the slides and will be ground for non-responsive” mean that the government expects the oral presentation slide to contain the exact language (words) on the slide that the offeror uses in the oral delivery. In most cases, a slide presentation will contain bulleted items, not narrative text. Does this mean that the offeror can only speak words that are on the slide? Will using examples that are not specifically bulleted on the slide, but are outlined in the Technical Approach, be considered a deviation from the requirement outlined in the solicitation and therefore considered “non-responsive”?
A. Refer to RFP Section L, Para. L.6 (H)
19. Q: On page 81 of the solicitation, Section H. Oral Presentation, states that “…staffing chart, resumes, position descriptions and schedules are not counted against the limitation and shall be presented during the oral presentation and on the slides.” Does this mean that the offeror can present an unlimited number of slides, as long as they depict the staffing chart, resumes, position descriptions and schedules? Will the 30 minute time limit for this section of the oral presentation allow for review of each slide?
A. Refer to RFP Section L, Para. L.6 (H) and (I)
20. Q: On page 84 of the solicitation, Section I. Proposal Format, indicates that the offeror shall submit the Technical Approach, to include written and presentation slides, with a page limitation of 85 pages written narrative and 60 slides and a Narrative of Oral Presentation, written, with a 20-page limitation. Does the government expect the Narrative of Oral Presentation to be a summary of the 85-page Technical Approach or function as a script for the oral presentation? Please clarify: Other than page number requirement, what distinguishes the Technical Approach Narrative from the Oral Presentation Narrative? Or, what is the purpose of the 20 page Oral Presentation Narrative?
A. Refer to RFP Section L, Para. L.6 (H) and (I)
21. Q: On page 84 of the solicitation, Section I. Proposal Format, indicates that “For Technical Approach and Staff Resources, each presentation slide must identify the corresponding page number in the associated written narrative.” Please clarify whether the government regards the 85-page Technical Approach and the 20-page Staff Resources written narrative as the “associated written narrative” or is the “associated written narrative” the 20-page Narrative of Oral Presentation?
A. Refer to RFP Section L, Para. L.6 (I)
22. Q: There was not a schedule of center vehicles provided in the FBO posting. Will a schedule of vehicles be provided?
A. The center has; one Car; seven 7-passenger vans; four 8 passenger vans; four Buses; 1 Truck and four electric Cars ( 2 are in the shop for repair, 1 on access)
23. Q: Under section G.15 (Funding and Financial Administration) on page 35 it states “No Job Corps funds shall be provided to pay compensation …. in excess of the Executive Level I rate”. We have received notification from the Office of Cost Determination that Job Corps compensation is not to be paid in excess of Executive Level II rate. Please confirm Executive Level I is the maximum compensation rate for this contract.
A. Refer to Section H, Para. H.27. This has been addressed in this Amendment.
24. Q: Factor 5 d. (Narrative Cost Detail – Center, OA and CTS) page 94 states “a narrative justification for each line item of the ETA 2110, Attachment J.3, is required for all contract years”. There is no J.3 schedule provided in the FBO posting for OA/CTS since OA/CTS is to be proposed as “firm, fixed price”. Since OA/CTS is to be proposed as “firm, fixed price” is a narrative justification for each line of the ETA 2110 (J.3 not provided) required for OA/CTS?
A. J-3 is a sample form. Offeror will use the same table to submit the OA CT.
25. Q: In section G, item G.3.2 (Billing and Payment of Cost Incentive Fee) it states that “upon completion of the contract year, the Contracting Officer will determine the amount of cost incentive fee earned by the contractor…” How long after completion of the contract year will it take to determine the amount of cost incentive fee earned and issuance of contract modification?
A. That will depend on the contractor submission of all vouchers at the end of the contract year, at which time the government will do the reconciliation within approximately 90 days.
Once reconciliation is completed, if there is a cost incentive fee due, then a modification will follow.
26. Q: Section L.6 I Proposal Format: page 83 – Slide Presentations, Table of Proposal Requirements per section, Number of Copies includes “four copies of slide presentation” for Past Performance and Business Management Proposal Volumes. Are slide presentations required for the Past Performance and Business Management Proposal Volumes?
A. Presentation slides are not required for Past Performance or Business Management Proposal. This has been addressed in this Amendment.
27. Q: C.3 Program Content - National Training Contractors (NTCs), C.13 Career Technical Training (CTT) – page 16. The CTT programs table does not indicate programs offered by National Training Contractors (NTCs). Please confirm that no CTT programs at Finch Henry are offered by NTCs.
A. None of the center’s CTT Programs are offered by NTCs.
28. Q: Attachment J-12, Utilities - Actual Consumption. Will actual utility consumption information be provided in addition to the cost summary page?
A. Yes.
29. Q: Section L Proposal Format, page 84 - Pages consecutively numbered within each section. For Technical Approach and Staff Resources, each presentation slide must identify the corresponding page number in the associated written narrative. Please confirm that “associated written narrative” refers to the corresponding bound written proposal, and not the Narrative of Oral Presentation.
A. Refer to RFP Section L, Para. L.6 (I)
30. Q: Section L Proposal Format, page 84 - Pages consecutively numbered within each section. For Technical Approach and Staff Resources, each presentation slide must identify the corresponding page number in the associated written narrative. Are Relevant Experience slides excluded from this instruction?
A. No. This has been addressed in this Amendment.
31. Q: O/A – Recruiting and Admissions, State of Mississippi, page 12 - Youth screened for the Finch-
Henry Job Corps Center shall come from: the state of Mississippi. The contractor shall provide Outreach and Admissions services in the state of Mississippi… Will there be a specifically defined Geographic Assignment Plan to address the size of the state and other Job Corps Centers (2) in Mississippi?
A. Yes.
32. Q: D. Career Transition Services (CTS), page 17 - The Contractor shall provide or arrange for post-center CTS for all eligible students, returning and relocating to the State of Mississippi. Will Finch Henry CTS be responsible exclusively for placing graduates and former enrollees exclusively from Finch Henry JCC?
A. The Contractor shall provide or arrange for post-center CTS for all eligible students:
returning to the following geographic area: ___State of Mississippi and relocating to the following geographic area: ___State of Mississippi.
33. Q: Section L.6, H. Oral Presentation, e. Paper and Electronic Copies, Page 83 - During the Offeror's Oral Presentation, is the offer required to read the script exactly as submitted with the proposal? Can there be any deviations and/or examples provided of the expressed content?
A. Refer to RFP Section L, Para. L.6 (H)
34. Q: Section L.6, I. Proposal Format Table, Page 84 - In the table, the Business Management Proposal states, "Two hard copies of written proposal, four copies of slide presentation, and one electronic version (PDF)." Please clarify if slides are required for the BMP.
A. Presentation slides are not required for Past Performance or Business Management Proposal. This has been addressed in this Amendment.
35. Q: J-12 Finch Henry Utilities Fuel Usage - The J-12 attachment provided a full cost of 2016 and only a partial cost of 2017 utilities usage and cost. Will the Government provide a full detail of Utilities Fuel Usage Cost for the remainder of 2017 and the current and updated cost of 2018?
A. Yes.
36. Q: C.3 Program Content/E. Management/6. Procurement and Property Management - The Contractor shall establish and maintain the Job Corps vehicle fleet in accordance with PRH 5.13 and Appendices 506, 507, and 508. Will the Government provide a list of the Center's Vehicle Fleet?
A. Yes.
37. Q: Section J - List of Attachments (J-3) - Section L.7 Factor 5d - Narrative Cost Detail - Center, OA and CTS states a narrative justification for each line of the ETA 2110, Attachment J-3 is required for all contract years. Section J - List of Attachments shows that an ETA 2110 (J-3) for OA and CTS was included but only a Center Operations ETA 2110 form is provided. This may be because OA and CTS are Firm Fixed Price Requirements. Will the government provide an ETA 2110, Attachment J-3 for OA and CTS OR confirm the absence of it was intentional AND that a narrative justification for each line of the ETA 2110, Attachment J-3 for OA and CTS is not required?
A. See response to question 24 above
38. Q: Page 5 (CLINS) 0012, 0013, 0014 (Subsequent CLINS) - The solicitation splits out the Graduates from the Former Enrollees. The post-separation report combines the two categories, under WIOA regulations is based on “Placements.” Can the CLINS be combined to include Graduates and Former Enrollees together? If not, will a request for a report enhancement for the Post-Placement Survey add the categories of Graduate and Former Enrollees be revised?
A. No, please refer to the RFP
39. Q: Pages 12 & 17 - The solicitation states that enrollees will come from the state of Mississippi. Will the Gulfport and Mississippi Job Corps Centers have an attached OA and CTS component attached to the Center?
A. The plans have not been finalized.
40. Q: Pages 12 & 17 - If OACTS is attached to each of the MS centers, will zones be assigned to each of the centers?
A. The plans have not been finalized.
41. Q: Page 12 - If there are no zones assigned to each center for OA, how will prospects be assigned?
A. The plans have not been finalized.
42. Q: Page 17 - If the three centers in Mississippi have an attached OACTS, how will the stand-alone MSTN files and property be transitioned?
A. To be determined.
43. Q: Page 17 - Will CTS only be assigned for those students who attended the Finch Henry Job Corps Center and remained in Mississippi?
A. The Contractor shall provide or arrange for post-center CTS for all eligible students:
returning or relocation to the geographic area of Mississippi.
44. Q: Page 12 - As a result of the very low influx of current enrollees and low OBS, can the arrivals exceed and be vouchered over the 345 arrival goal?
A. No.
45. Q: Page 40 - The specified salaries required in the RFP are significantly lower than those required in the Contingency Operator RFP, especially for the Academic and CTT staff. Isn’t it in the best interest of the Government for the salaries for the Continued Operation of Finch Henry be at a consistent level as was specified for the Contingency Operator?
A. Yes.
46. Q: RFP Section L.6.l - Chart concerning the proposal section, format, page limitation, and number of copies clarification question. In the number of copies column, it indicates that there are slides required for past performance, and the business management proposal (four slides each section). Can the government clarify whether there are slides required for these two sections?
A. Presentation slides are not required for Past Performance or Business Management Proposal. This has been addressed in this Amendment.
47. Q: RFP Section L.6.l - This question pertains to the chart shown. Since there are only two hard copies for the written proposal and four copies of the slides for the Technical, Staff Resources and Relevant Experience, would the government want the offeror to put two copies of the sides into each bound volume?
A. Refer to RFP Section L, Para. L.
File details come from the government source that posted it.
