DESIGN-BUILD SCOPE OF WORK

COMPLETE THE CONSTRUCTION OF NEW WELCOME CENTER

AT THE

KEYSTONE JOB CORPS CENTER

I. GENERAL

The project is to provide design and construction services to complete construction of the Welcome Center at the Keystone Job Corps Center, Drums, PA. The project was a training opportunity for the center’s Building Construction Technology students, but construction was suspended and the facility remains incomplete. Design of the facility was finished in 2009 and original construction drawings are available at http://www.solicitationattachments.com/keystonewelcomecenter. Currently, completed construction includes only the building’s 2,600 gross square feet envelope, rough in of interior walls, nominal mechanical, and limited electrical and plumbing. Placement of various exterior concrete slabs was also finished but may not be adequate. The underground sanitary sewer system was installed as part of the construction and must be validated as adequate and code compliant. Limited reporting in the sanitary system’s installation and condition is available.

The work includes, but is not limited to, miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, connection to all utility lines and site/security lighting. The design-build project when complete will produce a code-compliant, fully functional facility. The extent of work is described in Parts IV of this Scope of Work (SOW).

“Contractor Quick Reference Checklist,” Attachment 1, is a required form that identifies a simplified but not an all-inclusive list of issues that the Contractor needs to address as due diligence items during the design phase. The JCH-814 paragraphs shown provide an initial design reference; however, reference to other sources may be required to address the issue fully.

“Quality Control, Testing, and Inspection Services Requirements”, Attachment 2, outlines the minimum quality control, testing, and inspection procedures and practices which are required to ensure the completed construction meets or exceeds both the contract requirements and the Government-accepted contractor design.

II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Contractor shall conform to:

1. Code of Federal Regulations

a) Safety and Health………………………………………..OSHA CFR Part 1926.62

b) Disability/Accessibility…………………………………28 CFR Part 36

The design must be in strict conformance with the Architectural Barriers Act Accessibility Standard (ABAAS) of 2007 from the General Services Administration.

The Contractor shall conduct a thorough research of these guidelines and, without http://www.solicitationattachments.com/keystonewelcomecenter

C-5 exception, comply to the fullest extent, including those guidelines pertaining to the visually and hearing impaired.

No deviations from these guidelines are allowed. However, if the Contractor, at any Design Review Submittal, demonstrates that the compliance requirements would be technically infeasible or that compliance will cause an undue burden as defined by the guidelines, the Contractor is obligated to notify the Contracting Officer, in writing, for a final decision on such requirements.

(These standards can be printed from the website at http://www.access.gpo.gov/nara/cfr/cfr-table-search.html).

c) Life Safety Code………………………………………………………NFPA-101

The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.

2. National and State Building Codes

The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the National Building Code used in the local area, laws and local ordinances. The most recent version of the IBC shall be used for all seismic related design, and the version shall be coordinated with the local jurisdiction on the version for the non-seismic design. Deviations and interpretations shall be subject to the approval of the Contracting Officer. Consider whether special requirements should be included because of the geographic location, i.e. hurricane, heavy wind, or storm features for the United States Northeast Region.

3. Permits and Licenses

The Keystone Job Corps Center is leased from Luzerne County, Commonwealth of Pennsylvania.

The Contractor shall research, and be responsible for obtaining and paying for, all regulatory, permitting and licensing requirements required to perform this work in Drums, Pennsylvania and in accordance with JCH-814, Section 1.7. No drawings or specifications shall be submitted for building permits unless express notification in writing is received from the Contracting Officer (CO).

B. JOB CORPS GUIDELINES

1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and

Engineers.

Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," including Amendment 1 dated September 2015, is a companion document to this scope of work. This reference will from this point forward be referenced as “JCH-814.” The JCH-814 can be found at

C-6 http://www.solicitationattachments.com/jch814. It presents the Contractor additional design criteria not specifically stated in the Scope of work. Where conflicts occur between the requirements of the contract and JCH-814, the requirements of the contract will take precedence.

C. OTHER STANDARDS

1. Life Cycle Cost (LCC) Analyses

LCC shall be utilized as the basis for recommendations in making the selections of energy sources, systems and equipment, and building materials. However, the design must be consistent and in accordance with the extent of the scope of work and the budget. At the 15% Schematic submittal, the LCC analyses for the mechanical systems and fuel shall be submitted with recommendations for review, and shall be approved and revised as necessary as equipment is selected and specified. The LCC's shall be run on NIST's BLCC and Discount software programs. On request, the Department of Labor will furnish this software to the Contractor free of charge. The BLCC program shall be run on the OMB A-94 guidelines, using the discount factor from the latest edition of OMB Circular No. A-94 under “Real Interest Rates.”

(The BLCC software is also available on the Federal Energy Management Program website at http://www1.eere.energy.gov/femp/information/download_blcc.html under the heading “BLCC 5.3(latest version)” for a Windows version).

2. Sustainable Design and Building Requirements

The Contractor shall provide materials and equipment that comply with the – GREEN “CHEAT SHEET” JOB CORPS SUSTAINABILITY GUIDELINES which is available for download and reference at http://www.solicitationattachments.com/jch814/green_sheet_20171205.pdf
