DESIGN-BUILD SCOPE OF WORK
VOCATIONAL TRADES EXPANSION
AT THE
RAMEY JOB CORPS CENTER
I. GENERAL
The work involves services for the design and construction of two new buildings to accommodate the expansion of the existing Electrical trade and incorporation of a new Advanced Solar trade, and the rehabilitation of existing facilities to accommodate the expansion of the existing Carpentry trade at the Ramey Job Corps Center. The expansion will total approximately 6,000 gross square feet and the rehabilitation will total approximately 2,400 gross square feet. The work includes, but is not limited to, miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, connection to all utility lines and site/security lighting. The extent of work is described in Parts IV & V of this Scope of Work (SOW).
The design will comply with identified and targeted standards established by the Leadership in Energy and Environmental Design (LEED) rating system; however, no LEED Certification is required.
“Contractor Quick Reference Checklist,” Attachment 1, is a required form that identifies a simplified but not all inclusive list of issues that the Contractor needs to address as due diligence items during the design phase.
The JCH-814 paragraphs shown provide an initial design reference; however, reference to other sources may be required to fully address the issue.
“Quality Control, Testing, and Inspection Services Requirements”, Attachment 2, outlines the minimum quality control, testing, and inspection procedures and practices which are required to ensure the completed construction meets or exceeds both the contract requirements and the Government-accepted contractor design..
II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS
A. LEGALLY MANDATED STANDARDS
The Contractor shall conform to:
1. Code of Federal Regulations
a) Safety and Health………………………………………..OSHA CFR Part 1926.62
b) Historic Preservation …………………………………..…….…….36 CFR Part 800
c) Disability/Accessibility …….…….…………………………….….28 CFR Part 36
The design must be in strict conformance with the Architectural Barriers Act Accessibility Standard (ABAAS) of 2007 from the General Services Administration. The Contractor shall conduct a thorough research of these guidelines and, without exception, comply to the fullest extent, including those guidelines pertaining to the visually and hearing impaired.
C-5
No deviations from these guidelines are allowed. However, if the Contractor, at any Design Review Submittal, demonstrates that the compliance requirements would be technically infeasible or that compliance will cause an undue burden as defined by the guidelines, the Contractor is obligated to notify the Contracting Officer, in writing, for a final decision on such requirements.
(These standards can be printed from the website at http://www.access.gpo.gov/nara/cfr/cfr-table-search.html).
d) Life Safety Code……………...…………………………………………NFPA-101
The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.
2. National and State Building Codes
The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances. The most recent version of the International Building Code (IBC) will be used for all seismic related design, and the version will be coordinated with the local jurisdiction on the version for the non-seismic design. Deviations and interpretations will be subject to the approval of the Contracting Officer. The most recent versions of the IBC and the International Existing Building Code (IEBC) will be used for wind provisions as follows (hyperlinked documents):
a) Wind Provisions in the 2015 International Building Code® (February 2017)
b) Wind Provisions in the 2015 International Existing Building Code® (February 2017)
3. Permits and Licenses
The Ramey Job Corps Center is a leased facility, whose Lessor is the Commonwealth of Puerto Rico Education Department.
The Contractor shall research, and be responsible for obtaining and paying for, all regulatory, permitting and licensing requirements required to perform this work in Aguadilla, Puerto Rico and in accordance with JCH-814, Section 1.7. No drawings or specifications will be submitted for building permits unless express notification in writing is received from the Contracting Officer (CO).
Drawings and calculations shall be stamped by a licensed Professional Engineer.
Coordinate all appropriate permits with the Lessor, the local Department of Natural Resources and Energy, and the local permitting office (Administración de Reglamentos y Permisos ARPE).
B. JOB CORPS GUIDELINES
1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and
Engineers.

C-6
Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," including Amendment 1 dated September 2015, is a companion document to this scope of work. This reference will from this point forward be referenced as “JCH-814.” The JCH-814 can be found at http://www.solicitationattachments.com/jch814. It presents the A/E Contractor additional design criteria not specifically stated in the scope of work.
Where conflicts occur between the requirements of the contract and JCH-814, the requirements of the contract will take precedence.
C. OTHER STANDARDS
1. Life Cycle Cost (LCC) Analyses
LCC will be utilized as the basis for recommendations in making the selections of energy sources, systems and equipment, and building materials. However, the design must be consistent and in accordance with the extent of the Scope of Work and the budget. At the 15% Schematic submittal, the LCC analyses for the mechanical systems and fuel will be submitted with recommendations for review, and will be approved and revised as necessary as equipment is selected and specified. The LCC analyses will be run on NIST's BLCC and Discount software programs. On request, the Department of Labor will furnish this software to the Contractor free of charge. The BLCC program will be run on the OMB A-94 guidelines, using the discount factor from the latest edition of OMB Circular No. A-94 under “Real Interest Rates.”
