DESIGN-BUILD SCOPE OF WORK

TO REBUILD THE SWIMMING POOL BUILDING 1512-A

AT THE

EARLE C. CLEMENTS JOB CORPS CENTER

I. GENERAL

The work involves services for the design and construction of a new Swimming Pool Building to replace the failed facility at the E.C. Clements Job Corps Center. The contractor will protect the existing deck and pool during the demolition of the partially failed swimming pool building, recycling all waste as is possible while compiling a 30% design of a replacement building for review. The failed building has a total of approximately 10,000 gross square feet with an additional 2,000 square feet that will most likely have to be demolished and replaced.

The work includes, but is not limited to, connection to all exis t ing utility lines and site/security lighting. The extent of work is described in Parts IV & V of this scope of work (SOW). A reference document is attached that was the design set of drawings for the recent renovation dated September 26, 2016. This set of drawings will be used as a reference document to note the condition and expectation of the new construction.

“Contractor Quick Reference Checklist,” Attachment 1, is a required form that identifies a simplified but not all inclusive list of issues that the Contractor needs to address as due diligence items during the design phase. The JCH-814, September 2013 paragraphs shown provide an initial design reference; however, reference to other sources may be required to fully address the issue.

“Suggested Language for Quality Control, Testing, and Inspection Services”, Attachment 2, provides suggested language for consideration to ensure the Contractor develops and uses effective quality control, testing, and inspection procedures to ensure construction meets contract requirements.

II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Contractor shall conform to:

1. Code of Federal Regulations

a) Safety and Health………………………………………..OSHA CFR Part 1926.62

The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.

d) Disability/Accessibility……………………………………28 CFR Part 36

The design must be in strict conformance with the Architectural Barriers Act Accessibility Standard (ABAAS) of 2007 from the General Services Administration. The Contractor shall

C-5 conduct a thorough research of these guidelines and, without exception, comply to the fullest extent, including those guidelines pertaining to the visually and hearing impaired.

No deviations from these guidelines are allowed. However, if the Contractor, at any Design Review Submittal, demonstrates that the compliance requirements would be technically infeasible or that compliance will cause an undue burden as defined by the guidelines, the Contractor is obligated to notify the Contracting Officer, in writing, for a final decision on such requirements.

2. National and State Building Codes

The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances.

Deviations and interpretations shall be subject to the approval of the Contracting Officer.

B. JOB CORPS GUIDELINES

1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and

Engineers Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers" is a companion document to this scope of work. The JCH-814/2013 can be found at http://www.solicitationattachments.com. It presents the Contractor additional design criteria not specifically stated in the scope of work. Where conflicts occur between the requirements of the contract and JCH-814, September 2013, the requirements of the contract shall take precedence.

2. Equipment Manual

The Contractor will be responsible to preserve and reinstall all existing equipment and coordinate with the Engineering Support Contractor (ESC). The U . S . Department of Labor will determine and identify the actual equipment storage required.

C. OTHER STANDARDS

1. Sustainable Design and Building Requirements http://www.solicitationattachments.com/

C-6

The project shall use design methodologies, materials, systems and components that will minimize negative environmental impacts, increase energy efficiency and make use of renewable energy technologies. Within budget constraints, it shall embody best current sustainable design and building practices. The project team is to propose the highest possible implementation of these strategies for consideration by the Department of Labor, the Regional DOL office, and the Job Corps Center.

The project shall also meet required energy use and sustainability goals as described below and as noted in the JCH-814, September 2013.

2. Energy Conservation

All new work is to be designed in accordance with energy conservation opportunities and applicable federal directives. In response to energy conservation concerns, all proposed construction shall conform to the current edition of the Model Energy Code

3. Environmentally Preferable Products

The Contractor shall evaluate options for the use of environmentally preferable products and environmentally preferable building design and shall include a description of recommended options in the DESIGN NARRATIVE (see JCH-814, September 2013 for narrative requirements).

D. SPECIFIC INSTRUCTIONS

1. Center Operation

The center shall remain in operation throughout the construction phase. The Contractor shall, as part of this contract, coordinate with DOL’s Engineering Support Contractor (ESC) and evolve a set of construction documents that will minimize disruption of center operations during construction.

At no time during this construction duration, up to and including the acceptance of the substantial completion walk-through, will the Contracting Officer (CO) accept requests for additional security measures. DOL shall not be held to have incurred any liability for loss of, and/or damage to, materials, tools, and equipment of the Contractor by contract or otherwise. DOL shall not in any way be liable or responsible for damage or loss to work due to trespass or theft.

The Contractor’s design shall meet the programmatic requirements as outlined in this scope of work and in the JCH-814, September 2013.

The specified construction materials must be of quality that is consistent with the intended use of the facility, the center, and reflect local availability and construction skills. Newly developed materials and methods should be considered and discussed with DOL for inclusion in the project.

C-7

Although this scope of work may identify specific elements of construction, it is the Contractor's responsibility to provide any and all elements which are incidental to provide a fully complete and functional facility.
