Welding Trailers at Mississippi JCC and Shreveport JCC
Note: the example plans shown in the SOW are only one example of a possible arrangement.
General questions (applies to both trailers, see below for specific questions for the welding trailer and the storage/mock-up trailer)
1. Is this required to be quoted by a small business? No, this procurement is unrestricted.
2. Can Vinyl graphics be used for the exterior art work in lieu of painted? Yes
3. These two trailers will be very heavy with the generators, fuel, welding equipment and HVAC Equipment. We suggest that the Depart of Labor require a weight and balance study must be included with the proposal. This weight and balance study will ensure the Department of Labor will be delivered trailers that have adequate axles, tires and suspension to carry the expected load with a safe margin. Prospective vendors are responsible for performing any necessary design, study, analysis, etc. to go along with their proposed solution and ensure that the entire design including axels, tires, suspension meets required DOT and state requirements for trailers within an acceptable safety margin. It is expected that any such study, etc. be included in the vendor’s quote.
4. We would require that you let us know which building code requirements are needed to be met and what those parameters are for the mobile weld trailers? The trailers should be designed to comply with the International Building Code (IBC) 2016 edition and National Fire Protection Association Life Safety Code (NFPA 101) 2015 edition for Crystal Springs, MS, or Shreveport, LA as applicable. These should be in addition to any criteria required by DOT or states for tractor-trailers.
5. We will not determine which building code requirements are to be met for a specific region and how that is to be done... we require that you supply that information after which we will consider that in our cost calculations. See above
Welding Trailer Questions/Comments (see below for Storage/mock-up trailer):
1. I. - regarding the approximately 9’ trailer width – the standard trailer width of 102” is acceptable
2. II.A.b – regarding Disability/Accessibility – an ADA compliant ramp or ADA chair lift is required.
3. II.B.2 and II.B.4 – PDF as-built plans and specifications are acceptable
4. IV.A – To be responsive, quotes should ensure the equipment specified is included in the quote including, but not limited to, welders, torches, hand tools, etc. This is a turnkey project; Job Corps expects to be able to begin training in the welding trailer upon delivery.
5. IV.B.1 – a dovetail ramp or other ramp such that the full truck area is openable full height with the ramp out of the way with cable assist, pressure latches, treadplate, and vinyl hinge covers; and allows a welding cart or bottle cart to be loaded via the ramp onto the trailer, and is ADA compliant (see #2 above). A standard width of 102” is acceptable. A floor height between approximately 18” and 22” is required (a standard semi-floor height of 44” is not acceptable)
6. IV.B.1 - Polished aluminum outside wheels are an acceptable alternative to custom chrome
7. IV.B.1 – Hydraulic or combination electric/hydraulic landing gear is an acceptable alternative to electric landing gear
8. IV.B.1 – regarding additional leveling jacks - 4-piont hydraulic landing gear would be an acceptable alternative to additional leveling jacks are required
9. IV.B.1 – air brakes are an acceptable alternative to electric brakes
10. IV.B.1 – regarding the steel dovetail ramp - see #2 and #5 above. The provided prints are an example of one possible arrangement of the layout. Other configurations meeting the other specifications will be considered
11. IV.B.1 – a winch box is not required
12. IV.B.1 – regarding the ramp extension –ramp extensions may be provided at the vendors discretion (see #2 and #5 above regarding accessibility and ramp)
13. IV.B.1 – regarding the entry door – the side entry door should be on the same side as the welding table. At the rear, the style of the rear door may be double swing doors or may be a swing up garage door type or other type at the vendor discretion as long full height, the doors shown on the example plans forward of fifth wheel are access doors to the generator area on the example plans
14. IV.B.1 – regarding the gooseneck items - a standard semi-trailer floor height is too high for Job Corps requirements thus it is anticipated that an RV type trailer would be required thus the gooseneck terminology.
15. IV.B.1 – a step camper fold-up is required
16. IV.B.1 – regarding the insulation - the insulation specified is the minimum required, vendors may elect to exceed these minimum requirements
17. IV.B.1 – regarding the generators – there are 2 generators specified; when not connected to utility power only one of the two would be running at any one time. The larger of the two would supply all of the loads, i.e. welders, classroom, lighting, HVAC, etc. The smaller of the two would provide all of the loads except the welders; this might be used for example when students are in the classroom portion of training.
18. IV.B.1 – regarding the rear ramp cold curtain – it is likely that the rear ramp will be open during most welding training scenarios, so to minimize the loss of heat or cold, it is desired to have a “cold curtain” which will partition the welding area from the outside and elements such as noise, odor, sound, sight, and heat/cold. Another name for this is a “strip curtain”. Clear heavy duty would be preferable.
19. IV.B.1 – the awnings are for the rear and side entrances
20. IV.B.1 – front and rear chocks are required
21. IV.B.1 – a ladder is required for roof access
22. IV.B.3.e – two generators are required (see #16 above). The location of the generators is to be determined by the vendor consistent with the other requirements.
Storage/mock-up trailer Questions/Comments (see above for Welding trailer):
1. Can you define with make and model, the welding equipment required in the storage trailer?
The RFP speaks to no welding equipment in this small 40’ trailer. No specific welding equipment is required in the storage/mock-up trailer. Job Corps intends to provide its own welding equipment.
2. Please define generator size needed to run welding equipment. No equipment defined means we cannot size a generator for this small storage trailer. Job Corps intends on performing only cutting and Oxy-Fuel welding in the storage/mock-up trailer so there will be no electric welding equipment. There is a requirement for 110v receptacles in the trailer to power common hand tools. This would be in addition to the HVAC, lighting, etc. loads.
3. RFP speaks to a 40’ trailer. Is it 40’ box with 8’ overhang equaling a 48’ trailer or a 40’ trailer overall meaning 32’ box and 8’ overhang? Job Corps requires approximately 40’ of box space (30’ for the storage area and 10’ for the mock-up area). So a 40’ box with 8’ overhang (equaling a 48’ trailer) would be acceptable
4. Does the coupler need to be a 2 5/16” ball coupler or a kingpin? Kingpin
5. What is the tow vehicle for this storage trailer? DOL does not have a dedicated truck/tractor but plans to contract out any future movements. The coupler for the storage/mock-up trailer should be the same as the welding trailer. That will speak to above #4 question as well.
6. How big will the welding area in the storage trailer be? The welding area in the storage/mock-up trailer will be approximately 10’ with a single table approximately 3’ depth x6’ width along the wall to be able to accommodate larger and/or more complicated mock-ups. It is speaking to 8 stations with no definition of this storage trailer welding area. There is just a single station in the storage/mock-up trailer; it is the welding training trailer that has the 8 stations.
7. How big is the storage room in the storage trailer. The storage area of the storage/mock-up trailer should be approximately 30’ in length. Inside width is 97” what length needed? See previous
8. Will the storage area be in the rear or the front of the storage trailer? The storage area of the storage/mock-up trailer should be in the front.
9. Will the welding be in front or the back of the storage trailer? The welding area of the storage/mock-up trailer should be in the back/rear.
10. What is a pier plan and blocking pier points? Job Corps may elect to support the storage/mock-up trailer using a more permanent support than the axles and leveling jacks and it would likely use a pier and ground anchor support system (similar to what might be use for a mobile home).
The pier plan would identify those blocking points (locations) on the trailer which have been designed to be supported by piers.
11. What type of steel flooring is desired in storage trailer? Non-slip durable stainless steel flooring in mock-up area, non-slip durable steel in storage area. Steel should be durable in both areas so as not to puncture or gouge if a 3”x3” 50 lb. steel plate were dropped from a distance of 3’.
12. How many awnings on the storage trailer and where? 2 awnings, 1 at rear and 1 at exterior man door.
13. How many exterior man doors? 1 exterior man door (see RFP scope of work page A-17 for additional entry door information); this exterior door should be in the storage section and located on the same side as the single welding table.
14. How many doors between welding area and storage? Zero. There should be no partition nor door nor wall between the storage/mock-up and welding areas, only the curtain surrounding the welding table. Job Corps intention is to construct/manufacture its own storage racks/bins that could run along the entire length (40’) of one wall and partially along the other wall which will have the exterior door and the welding table near the rear. See RFC scope of work for the additional items needed for this trailer.
15. How much weight is intended to be stored on the storage area of trailer? Axle sizing will be critical of load of trailer and content. It is mandatory that a payload be desired in order to size axles. For design purposes, it can be assumed that the maximum weight in the storage area would be approximately 10,000 lbs total on shelving/racks/bins along the 2 walls running lengthwise. It is desired that the contractor coordinate with Job Corps on any limitations imposed by the trailer design which may be placed on the future shelving and storage which Job Corps plans to self-install after delivery such as weight distribution and tie-down restrictions for the storage of Job Corps welding materials; and any standard operating procedures for moving the trailer.
16. Define equipment in whole for storage trailer. Unlike the welding trailer where specific welders, cutters, grinders, tools, etc. are specified, Job Corps will provide its own welders, etc. for the storage/mock-up trailer. Single phase and 3-phase receptacles should be provided in the welding area. Please also review the RFP scope of work section IV.B.1 on pages A-15 through A- 19 for additional requirements for the storage/mock-up trailer.
