PROJECT SUMMARY
During the period from January 2 through January 19, 1992, removal of asbestos containing materials was performed at three Indian Health Clinics; Chemawa Clinic in Salem, Oregon, and the Queets and Taholah Clinics in Washington. The abatement work was performed by Certified Asbestos Abaters of Auburn, WA. Air monitoring and on site project management was provided by PBS Environmental Inc., of Portland, OR.
CHEMAWA CLINIC
Removal of asbestos-containing hard fittings from fiberglass insulated pipes and pipe insulation from inside radiators was performed at this clinic from January 2 to January 9, 1992. The insulation was removed using negative air glovebags. Workers wore protective coveralls and half-face negative pressure respirators during insulation removal.
Asbestos waste was double-bagged and labelled for proper disposal.
Pre-abatement air samples were taken throughout the Clinic before removal. Fiber concentrations ranged from below the analytical limit of detection to 0.001 flcc. Samples collected inside the various work areas during removal ranged from below the limit of detection to 0.04 f/cc. Although fiber concentrations exceeded 0.01 on several occasions, all samples remained below the OSHA action level of 0.1 f/cc .
Hard fittings suspected to contain asbestos remain above plaster or gypsum ceilings and behind wall cavities. Those which could be seen are identified in the post abatement drawing for Chemawa Clinic. During the project, PBS collected several bulk samples of the hard fittings. The sample results revealed that the non-friable substance beneath the mudded fittings contained asbestos, and in its current condition poses no significant health risk. Since it is difficult to identify which fittings contain the asbestos material , PBS recommends that it be assumed that all remaining fittings contain asbestos and proper precautions be taken if these areas are to be impacted.
TAHOLAH CLINIC
From January 10 to January 12, 1992 asbestos-containing materials were removed from the Taholah Health Clinic in Taholah, WA. Materials removed included hard-fittings on fiberglass insulated runs in the crawlspace, mechanical room and attic, and contaminated soil from the crawlspace. All asbestos materials were double-bagged and properly labelled for disposal.

During the removal workers wore half-face negative pressure respirators and protective coveralls. Pipe insulation was removed using negative pressure glovebags. A personal decontamination chamber was constructed adjacent to the crawlspace entry. The chamber consisted of two airlocks and a shower for decontamination.
Pre-abatement samples were collected in each area and ranged from below the limit of detection to 0.002 f/cc. During removal airbome fiber concentrations ranged from below the limit of detection to 0.245 f/cc. Final air clearance samples collected in each area were below 0.005 flcc, as required by the specifications.
Asbestos-containing pipe insulation may still exist behind wall cavities. Flooring throughout the clinic is also suspected to contain asbestos. When impacting these area proper precautions should be used.
QUEETS CLINIC
From January 13 to January 19, 1992 asbestos-containing pipe fittings, flooring materials and cement asbestos board was removed from the Queets Clinic in Queets, WA.
During the removal of each material, workers wore protective coveralls and negative pressure half-mask respirators. The pipe fittings were removed using negative pressure glovebags. The flooring materials were removed under full isolation. Workers used a personal decontamination chamber for entry and exit into the work areas. Asbestos waste was double-bagged and properly labelled for disposal.
Pre-abatement samples were collected and ranged from 0.002 flcc to 0.012 f/cc. During the removal airborne fiber concentrations ranged from below the limit of detection to 0.139 f/cc. Final air clearance samples collected in each area were below 0.005 flcc, as required by the specifications.
Remaining asbestos-containing materials are noted in the post abatement drawing included with this report. The materials include flooring beneath stationary cabinets and pipe insulation above the basement suspended ceiling and inside wall cavities. Proper precautions should be taken if impact of these materials is anticipated.

AIR SAMPLING PROCESS
Air samples are taken to determine representative fiber levels in the air, as an index to the potential asbestos content of the air. This is done to insure the safety of the abatement workers, other personnel in the building, and to decide if the building is safe for public use after asbestos removal.
The sampler is a pump and filter arrangement through which the air is pulled. The fibers in the air are then deposited on the filter where they can be subsequently analyzed under a microscope.
EQUIPMENT
High volume air sampling pumps are a.c. - powered and used when large volumes of relatively clean air need to be sampled. These pumps typically operate at flow rates of about 10 liters per minute. Low volume pumps are battery operated and are primarily used for personal monitoring. They operate at
1.0 to 2.5 liters per minute flow rates.
PERSONAL EXPOSURE MONITORING
According to the OSHA code, an employer must perform monitoring to determine the exposure level for each employee, or at least the exposure for each type of task on the abatement project. Breathing zone air samples are collected to represent full shift exposure. This could be one sample or a series of samples representing a period of 6 to 7 hours or more.
AREA MONITORING
Ambient air samples are collected outside of the work area to detect possible elevated fiber levels as a result of abatement, and to document that the project did not contaminate the space. "Clearance" samples are a type of ambient air sample , and are taken prior to removing plastic isolation to confirm that the space is safe to reoccupy without respiratory protection. The EPA recommended clearance level is 0.01 f/cc.
QUALITY CONTROL PROCEDURES
Air sampling pumps are calibrated before and after use to determine accurate flow rates. Microscopes are also frequently adjusted for proper operation. All equipment undergoes routine maintenance to insure optimal functioning.
PBS analysts have completed air sampling training courses and participate in an internal quality control program as well as interlaboratory and national sample exchange programs. This variety of quality control practices insures the highest possible proficiency.
"Blanks" are unused filter cassettes that are periodically analyzed to determine the level of background fibers on the filters. All samples undergo chain-of-custody documentation. Records are kept of equipment calibration and maintenance.
