16. Question: “The spec table of contents calls for sections 230578 & 233713 to have been included, but it looks like they were not.”

Answer: There was a typographical error in the Table of Contents, Section 230578 should have been numbered 230548. These specification sections were unintentionally omitted and are attached as Amd 1 Exhibit 3: 7309 230548 SF - VIBRATION AND SEISMIC CONTROLS FOR HVAC and Amd 1 Exhibit 4: 7309

233713 FL - DIFFUSERS, REGISTERS, AND GRILLES.

17. Question: “Sheet A101 and Sheet A102 indicate work outside the defined phases or options.

Please indicate to which line item you want that work assigned.”

Answer: If work is located outside of the dashed lines indicating Phases of Construction, Offerors shall place work within the most logical Phase, unless otherwise required (see Question 56 this Amendment 1.) It is the Offeror’s responsibility to ensure all work require by the Solicitation is included within their Bid. Which Phase work items are contained (as bidded by the Contractor) under shall be provided to the Government after award in a detailed breakout by the successful Contractor.

18. Question: “What is the purpose of breaking the Base bid into 11 line items? The multiple line items will often generate miss-bidding on the part of the sub. Take a doors and hardware vendor. They seldom look at the plans and almost never look at the bid form the GC is required to submit. If the door schedule does not reflect the bid form break-out, we are very likely to receive a quote with a single number.

This break-out is something you can require during a schedule of values submittal.”

Answer: All work shall be provided for within the Schedule of (Bid) Items and if there is not clear understanding which Phase to place work, place under the most logical location. See above answer, Question 17.

19. Question: “Will post walk questions be allowed? The walk might generate questions.”

Answer: The intent of requesting questions prior to the Pre-Bid Meeting is to prompt interested offerors to review construction documents thoroughly prior to the meeting. It is often times not productive if people attend the meeting without having reviewed these and folks ask questions resulting in the mere referral to a spec section and/or drawing set.

Questions are always welcomed. We will make a determination whether we will respond to questions that are received too close to the bid opening date based on the content of the questions.

20. Question: “Do we have to submit bids on each or all of the alternates? If don’t submit pricing on the alternates and we are lowest bidder would we be awarded the project?”

Answer: The intent of the Solicitation is to require all items to be priced. Section M-3, Price Evaluation from the specification, describes how the low bid will be determined. If you do not price an option, you will not be able to be considered because we will not be able to evaluate your company with respect to that clause.

Submit a bid on each item or your bid will be considered non-responsive and will not be considered for award.

21. Question: “If said swing space will be needed will it be the Agencies responsibility to handle or that of the Primary selected for the award?

The solicitation but did not speak of the need or no need to move existing personnel during construction. Rarely do solicitations spell that out and we as CORT work backwards to follow the path and see if needed an if so who the responsibility of setting it up would fall under” Answer: The Solicitation/Invitation for Bids does not intend for the requirement of “swing space” other than that which has been indicated by the Phased design, within the confines of the existing building.

22. Correction: Solicitation Correction Only: J-3 Supplemental Design Clarifications, Page 26 of 39, change “Attachment 8 Supplemental Design Clarifications” to “Attachment 9 Supplemental Design Clarifications.”

23. Question: Print E001, general notes, 27, Provide 3 cables per outlet 271500-1,1.4, A4, Provide 2 cables per outlet, which is it, 2 or 3 cables per?

Answer: Drawing Sheet E001, Delete General Note 27 and replace with the following:

“27. CAT-6A DATA CABLE BUILDING STANDARD: UL LISTED CAT6A F/UTP 0.29” O.D. AT 40% FILL MAX: (3 IN 3/4” EMT) (20 IN 2” PVC) (80 IN 4” PVC)' MEETING TIA-568-C.2 CATEGORY 6A

TV RUNS LONGER THAN 25 FEET, PROVIDE POWER EXTENDER AT TV END. PROVIDE CAT-6A

CABLES STANDARD AT EACH OUTLET PER PLANS. CONTRACTOR RESPONSIBLE FOR

QUANTITIES.”

Refer to Sheets E310, 311, and 312; the number adjacent to each communication outlet reflects the number of cables to be provided for that respective outlet.

24. Question: The documents conflict in areas. Mainly these two things:

1. CAT6A (10 GB) or CAT6 (1 GB)

2. Shielded cable & Connectivity vs non-shielded cable and connectivity

Answer: Owner has ran CAT 6 cabling in “Modular” building from outlets to rack shown on E312; awaiting for contractor to provide final terminations at rack on punch-down as noted. CAT 6 cabling is compatible with CAT 6A jacks & punch-down specified. Extended warranty N/A for “Modular” building. There are no planned outlets at this time for “Shop” building; just fiber, rack & other shown on E312. Extended warranty N/A for “Shop” building.

25. Question: Is this project on an Indian Reservation?

Answer: This project is not located on an Indian Reservation. See Solicitation Section H-9 Site Ownership.

26. Question: Will we be required to hire and utilize Indian/Native American labor? Are we required to solicit from Native American vendors?

Answer: There are clauses included within the Solicitation which require consideration for Indian hiring.

They are:

52.222-26 Equal Opportunity (APR 2015) - Alternate I (FEB 1999) Notice. The following terms of this clause are waived for this contract: Indian Preference for hiring is allowed under this contract.

28. Question: Is there any interest in upgrading/replacing the existing fire alarm system, or is this going to be a re-locate and expand scenario? There’s nothing in the specs I could find regarding the fire alarm system, and all the sheet notes point to relocating the existing system.

Answer: The intent for altering the fire alarm system includes only specific alterations which are shown throughout the plans, specifically E-300 series sheets.

29. Question/Comment: Attached are specs for the storefront 084113 as there are some mistakes and I have highlighted them so they will match the existing storefronts. The existing newer frames are an Offset glazing system, Dark Bronze and the vent window is a zero sightline window.

Answer: (Corrected Specifications not provided.) Section 084113 – 2.3.A.3. Replace “Center” with “Offset”. Section 084113 – 2.8.A. Replace “Clear” with “Dark Bronze”. Add General Note, “Field verify existing storefront style and finish, match adjacent.”

30. Question: I am also requesting a substitution request for Arcadia Inc. for the storefront and the doors. The odd thing is that in specs 085113 Aluminum Windows the Arcadia window is listed. The Arcadia product is an equal to the Kawneer or any of the other manufactures that are listed.

Answer: No pre approvals for submittals are being considered. Please see Supplemental Design Clarifications.

31. Question: What quality and quantity of cabling is required at a standard communications outlet?

The specifications state CAT6 the plans call for CAT6A? Section 271500-Sub-section 1.4 A-4 calls for (2) CAT6 cables. The Electrical Cover Sheet E001 Note #27 calls for (3) CAT6A cables? Sheet E202 note #13 calls for (2) cables typical?

Answer: Refer to answer to Question 11.

32. Question: Is an extended Warranty Required?

Answer: In regards to what component? Provide warranties required by the specifications.

33. Question: What Manufacturer is Approved. The specs call for a Systimax Warranty section 271500 sub-section 1.9. Then in sub-section 2.4 and 2.5 it calls out several other manufacturers?

Answer: Refer to answer to Question 3.

34. Question: Who is responsible for Patch Panels? Section 271500 subsection 2.3 A-1 states the owners forces will be providing and installing then? Sheet E501 Flag Note #2 says that the patch panels should be provided?

Answer: See Amd 1 Exhibit 2 7309 271500 - Communications Cabling REV 1 and answer to Question 9, this Amendment.

35. Who is terminating the copper and fiber cabling? The Specifications repeatedly call for the Owners forces to terminate all copper and fiber at the closet. Section 271500 Sub-Section 1.4-a and sub-section 1.5 a, b calls for leaving a 15’ coil at the cabinet or rack for termination by owners forces?

Sheet E205 note #11 calls for leaving the fiber coiled for termination by owner’s forces?

Answer: See Amd 1 Exhibit 2 7309 271500 - Communications Cabling REV 1 and the answer to Question 5.

36. Question: Sheet E310 Flag Note #1 calls for cabling to the speakers are the speakers New or Existing?

Answer: Plans per Flag Note 1, E310 show PA speaker punch-down and wiring to speakers provided by contractor. Speakers and PA system are by owner, not included in this contract.

37. Question: Sheet E310 Flag Note #5 calls out up to (90) occurrences of cabling that needs to be replaced but are not shown? How many cables per occurrence and what length should be assumed?

Answer: Some cabling does not have existing raceways due to construction modification that occurred in the 1990s. These locations are not identified. The contractor shall anticipate one raceway per occurrence and the length should be assumed to be the floor to ceiling height.

38. Question: Sheet E312 Flag Note #4 calls for Fibertronics enclosure, Commscope Fiber, Leviton Patch Panels? This cannot be warrantied with an extended warranty.

Answer: The intent is to have continuity throughout a manufacturer’s family of parts. Install equipment that will ensure warranties are achievable.

39. Question: Sheet E501 Flag Note #2 the components called for cannot be used together for an extended product warranty. Components must be from a matching manufacturer or manufacturing partner.

Answer: The intent is to have continuity throughout a manufacturer’s family of parts. Install equipment that will ensure warranties are achievable.

40. Question: Spec Section 271500 Sub-Section 2.6-B calls for 50 micron fiber. Sub-Section C calls for it to have an orange jacket? 50 Micron cable is an industry standard aqua Color but can be purchased in other colors. Which color is requested?

Answer: See Amd 1 Exhibit 2 7309 271500 - Communications Cabling REV 1. Color required is Orange.

41. Question: Spec Section 271500 Sub-Section 2.8-B, 1 calls for Plastic Faceplates except (Stainless Steel Where Present)? How should this be quoted? Stainless steel faceplates are much more expensive than plastic. Is there an approximate Number of faceplates to quote as Stainless Steel?

Answer: The faceplates (and other materials) should be included within the Construction Phase, as shown on the Schedule of (Bid) Items. There is no “approximate Number of faceplates” provided in the Solicitation. Field verify.

42. Question: Spec Section 271500 Sub-Section 3.8 B-C cannot be fulfilled if other people are performing terminations.

Answer: All terminations shall be performed by the Contractor.

43. Question: Could we please get the asbestos & lead paint reports for this facility and any approximate locations and quantity of asbestos & lead paint.

Answer: See the construction documents and the Asbestos Report attached as “Amd 1 Exhibit 5:

Asbestos Abatement – Taholah, Queets & Chemawa Close Out Report. There is no known lead based paint present.

44. Question: Is there any medical gas that may need to be rerouted and/or decommissioned? I noticed a dental clinic and most of the ones I have been in have at least a vacuum system and a couple bottles of oxygen and nitrous hooked up to a header. I also was curious about any chemical waste piping, mainly around the film processor area, that we may encounter.

Answer: See Sheet M101, Flag Note 2. No other central medical gas systems are present. Film processor drainage piping to be abandoned is anticipated to be normal waste piping.

45. Question: Will there be future opportunities for pre-bid site visit?

Answer: There is an opportunity to visit the site on Wednesday, November 25, 2015. The interior of the building will be open for viewing at 8:30 – 9:30 interior tour, afterward; there will be additional opportunity to walk the outside area. Please check in at the front reception area beginning 8:00 AM PST and RSVP to Gene Kompkoff no later than Tuesday, November 24 at noon. His email address is Gene.Kompkoff@ihs.gov.

46. Question: Note 7 on M001 states that drawings that are not stamped and signed should not be used for bidding unless expressly approved in writing by Meier. The drawings do not appear to be signed. Has Meier approved these drawings for bidding?

Answer: The drawings have been electronically stamped and are approved for bidding purposes.

47. Question: Asbestos abatement is typically done by specialists. Hazardous materials are typically removed from the space prior to other trades starting work. Is the intent to have subcontractors abate asbestos as it is found, as seems to be indicated by the Bldg Hazardous Materials Notes on M002? The scope of abatement work will not be known until after the contract has been awarded. The government may not receive comparable bids when the scope is unknown.

Answer: The successful Contractor is responsible for abating all Asbestos.

48. Question: Please define the comfort criteria for temporary heating and cooling where FC-4-8 and FC-4-9 will not be available to serve phase 3 until phase 4 is done? For example, can the temperatures rooms be controlled by a central temporary thermostat and therefore some rooms may be a few degrees warmer or cooler than others? Or will a more elaborate temporary system be required that will keep all rooms in the affected area within a degree or two of the setpoint.

Answer: Temporary heating and cooling shall meet the following conditions: Relative Humidity: 30 – 60%; CO2 Concentrations < 1,000 PPM; Summer Temperature Range: 72.5°F – 80°F; Winter Temperature Range: 68°F – 76°F.

49. Question: Structural details for supporting rooftop units Sections A through E on S503 are not referenced elsewhere in the plan set except generally by the Mechanical roof plan M210. Even though the structural drawings are referenced by the mechanical roof plan it appears that the work is to be installed below the roof. On what basis will approval be granted for the delegated design of the structural steel design and unit support?

mailto:Gene.Kompkoff@ihs.gov

Answer: The work is installed below the roof. Install supports per the structural drawings. There is no delegated design intended for the support structure.

50. Question: Detail 1/A111 shows a curb for a standard exhaust fan. The detail does not pertain to anchoring of the VRV heat pumps to the roof. Can additional details be provided, so bids are based on the same information?

Answer: Supports per the design documents shall be deemed adequate.

52. Question: Are as-built drawings of the mechanical systems available?

Answer: No.

53. Question: What is the make and model of the existing Chiller?

Answer: The make and model of the existing Chiller is: YORK YCAZ33B3.

54. Question: Is your MOD 1 the changes, I do not see anything for voice/data, all I see is moving camera.

Looking at MOD 1 it looks like there are two sets of prints with different info.

E310, E311 and E312 are those the prints to bid off?

E202, E203 and E205 are those the prints I bid off?

Answer: Assuming this question relates to communication, see Sheets E310, E311, and E312.

55. Question: Several contractors and subcontractors are asking for approvals prior to bid/award.

Answer: Please see the Supplemental Design Clarifications where it states that pre-approval for products will not be provided.

56. Question: 1- Are the new ADA ramps to the Southeast to be included in Base Bid Phase 1 or in option #1?
