RADON EXPLANATORY NOTES

The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than

4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.

Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;

(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Services to the Center are both overhead and underground from pole-mounted and pad-mounted transformers throughout the Center. The overhead and underground services enter the center at multi points from power poles along Gatlin Street on the southern perimeter and along Lexington Street on the western perimeter of the campus.

Underground services are distributed to the dormitories and gymnasium on the east side of the campus via Substation 1 and Substation 2. Substation 1 serves Dormitory Buildings 177, 178, 179 and Power Plant Building

180. Substation 2 serves Dormitory Buildings 191, 192, Heating Plant Building 194 and Gymnasium Building 40.

The central group of buildings is served by either pole-mounted transformers or pad-mounted transformers located outside the respective building. Similarly Buildings on the west campus are served by either pole-mounted or pad-mounted transformers. The service equipment in the substations includes high voltage switchgear, pad-mounted transformers, low voltage switchgear and meters. Most buildings have their own meter while others are zoned. The Navy owns and maintains all pole and pad-mounted transformers, switchgear and meters. The Navy has recently replaced most of the existing analog meters with new digital meters which can be remotely monitored via GPS.

AT&T provides seven T1 lines to the adjacent naval air base for the Center. These lines are then brought to the center and terminate in the main telephone/server room in Administration/Security Building 60. The network and data/communication systems equipment, including portable UPS modules, are all located in this room. Job Corps Data Center (JCDC) provides and maintains internal distribution Voice over IP (VoIP), LAN and WAN networks.

Four T1 lines are dedicated to staff network and the other three to student network. Fiber optic cabling is utilized for interconnections between the server and buildings. The building fire alarm systems are stand-alone. The Navy takes the ownership of the fire alarm and sprinkler systems on the Center. Satellite dish is provided in all dormitories and other recreational facilities. The Center's security system is limited to door alarms for unauthorized ingress/egress detection in all dormitories, and CCTV cameras in Gymnasium Building 40, Child Care & Development Building 48 and Administration/Security Building 60. The cameras are locally monitored from within the respective buildings via black and white and color monitors.
