Questions to the Draft Request for Proposal (RFP) released as an attachment with the PreSolicitation Announcement on December 13, 2024.

SOO C.3.1.1.d has been updated to provide an estimated total user count.
Are there any roles that have been identified by the government as Key Personnel, or are they to be identified at the discretion of the winning bidder in line with the PWS?
Special Contract Requirements
H.1.1
Section H.1.0 has been updated to provide the minimum Key Personnel roles to be proposed and included as instructed in Section L.5.4.b. Additional Key Personnel roles proposed should be reflective of the contractor's staffing plan and identification of proposed critical positions.
What types of file formats and graphics are available for use in the UUI system? SOO C.3.1.1.e
File formats and graphics must be open, meet security requirements, and allow GSA to take ownership.
How many users are expected to attend training sessions for Go-Live? SOO C.3.3.2
SOO C.2.1.2.b provides the number of sites; these sites are included in the UUI integration.
C.3.1.1.d provides the approximate number of active users at the identified sites. C.3.1.1.d has been updated.
How many trainers in each of the SME groups will be included in the Train the Trainer sessions? SOO C.3.3.2
C.3.3.2 has been updated to provide clarfication.
The CLIN structure provided in the draft RFP does not seem relevant to the requirements. Will you provide an updated draft with a corrected CLIN structure?

The initial years of this effort are funded through the emerging and sustainable technologies appropriation under the Inflation Reduction Act of 2022 (IRA). The use of these funds requires that each CLIN description begin with wording such as "IRA Emerging & Sustainable (E&S) Technologies". The request in Section L.6.1.b for offerors to propose a schedule of payments that reflect proposed milestones from the contractor's Technical Roadmap, if accepted and awarded, will be modified to include the wording in the "..." as well.

Can the government please provide some additional rationale behind requesting COTS product solutions? Would the government consider open-source solutions that are not based on COTS? SOO C.2
For financial and schedule efficiencies, GSA seeks solutions that can be built upon versus built from scratch; this does not preclude solutions that contain or leverage open source solutions.
Does the government have any preference for solutions used in the commercial Real Estate industry? SOO C.2
The solicitation does not dictate any preference for commercial real estate solutions.
Can the government confirm the scope of the UUI solution? The Purpose and Background section C.1 indicate it will act as an orchestration engine, while the Business Objectives C.3.1 indicate the solution would focus on a “view only” function and is not expected to enable users to execute actions in the underlying systems. That is, in order to take action on the information displayed in the UUI, the user/operator will have to go into the original source system to execute an action. Please clarify.

While some references in C.3.1 include view/read-only functions, SOO references, such as but not limited to C.3.1.1.e, outline the minimum read-write functions desired.
Can the government provide additional information on the integration capabilities and methods for each of the operational systems for orchestration and visualization purposes? SOO C.3.2
Integration capabilities and methods of the UUI solution should be reflected in the contractor-provided SOW. The contractor-provided SOW should reflect a historical knowledge and understanding of prior experience with the systems to be integrated.
12 Can GSA confirm where/in what environment Kahua is hosted? SOO C.3.1.1.b
Kahua is a cloud-based hosted Fed-Ramp approved application.
Is the intent to directly integrate room booking software into the UUI, or, is it to use the UUI in conjunction with a separate room booking tool, to push down zone or room temp changes, from the UUI SOO C.3.1.1.f
The UUI interface solution should enable temperature changes but not room scheduling.
The DRAFT RFP speaks to IAQ/IEQ data points that would generally be gleaned from specific sensors of that type. Does this scope area envision the addition of these sensors? SOO C.3.1.4
The scope area does not include these sensors.
This area references EVSE data; is the expectation that this will be gleaned directly from MUSE (i.e. is this data currently in MUSE?) SOO C.3.2.1.d
EVSE data can be retrieved through the Power Monitoring Expert (PME) which is a part of
MUSE.

Will there be guidance, in the final RFP, on the expected number of building to be integrated, per year? SOO C.3
Please reference C.2.1.2.b. This number may be expanded up to approximately 200 buildings using the optional service CLINs in Section B. Additionally, regions will have an option to fund their own integrations using that optional service CLIN as well.
Will the “OPTIONAL SERVICE:” CLIN in the option years allow for supplemental integration/restoration labor and/or supplemental technology (e.g., advanced metering infrastructure) installation when existing building conditions require it? SOO C.3

The DRAFT RFP references in several places that an on-premises solution is required. Can you confirm that GSA will not entertain a cloud hosted solution (provided it is hosted in an approved environment?) SOO C.3
Please reference C.2, Scope, "The contractor shall provide an on-premise, government site-hosted, enterprise-wide". While this precludes a cloud-based solution, it does not preclude a virtual solution which can be contained within the GSA environment.
19 Can GSA confirm the current version of Maximo used in NCMMS? SOO C.4.2.10
This information may be available at the time of contract award.
In terms of integration data, should bidders assume a standard number of buildings for each system? I.e. will the 140 buildings referenced elsewhere be chosen based on BAS, Kahua, GSALink, NCMMS and MUSE already being integrated to those buildings? SOO C.4.2.10
Integrated buildings will have GSALink, BAS, and NCMMS; MUSE and Kahua integrations will vary with each site.
The referenced documents “GSA Smart Buildings Program Guide”, “GSA Smart Building Implementation Guide”, and “GSA Data Normalization” are not available from the linked location. Will you provide these documents for review?

How would the government prefer CLIN 0001 be priced if the amount of sites is unknown and not yet agreed upon?

24 What is the existing GSA UUI software platform? SOO C.3.1.1.a
There is not a current UUI in place.
Are hyperlinks acceptable for systems such as the CMMS Work order system or is the intent to replicate available data in the UUI?

Please reference the answer to Question 10 as well as the guidance such as the language within SOO C.3.1.1e "NCMMS (read and write capability) - Update work order from UUI
(e.g. reassign a work order, edit date, add log comment, change priority)". The UUI's reporting function solution should include both replication and hyperlinks.
Is a Training Plan required as a part of bid submission or a deliverable after award? SOO C.3.3.2
Please reference L.5.1.d.iii which has been modified to confirm an outline is sufficient for proposal purposes. A full deliverable will be required after contract award.
27 What platform(s) does GSA use for SSO & MFA? SOO C.4.2.6
Please reference C.4.2.7.
Will GFE be equipped and licensed with all required programming and/or software tools (e.g. Niagara 4 Workbench, etc.)? SOO C.4.4
Any licensed feature and/or software that is necessary for developing, executing, and/or maintaining the vendor's solution must be provided by the vendor and included in the vendor's proposal pricing. Virtual desktops will be provided in order to access GSA's systems and will not include any additional licenses or tools.
Is a Phase Out Plan required as a part of bid submission or a deliverable after award? SOO C.4.9.6

Is it the government’s intent to determine what roles are considered Key Personnel or will that be at the discretion of the bidder? H.1.0

The subcontracting plan is listed as having no page limit in L.5.10.a but no other plans specify this. Does this mean that the page count for this plan does not apply to the 100 page limit on the technical volume? L.5
The "no page limit" allowances under Small Business Participation, L.5.9., and Subcontracting Plan, L.5.10., will not count against nor towards the 100 page limit on the technical volume.

33 Is GSA looking for “off-the-shelf" software to meet the RFP? SOO C

Would GSA consider a procurement for a two-phased source selection to allow for oral presentations to ensure that both bidders and GSA have a firm understanding of requirements and offerings? M
Please reference FAR 15.306 and Section M.0.2(c) of the solicitation, "...the Government reserves the right to conduct discussions or even presentations/demonstrations".
In order to properly address pricing, what are timeline expectations for each phase? SOO C.2.1.2
The contractor-provided SOW includes deliverables, milestones, and a technical roadmap which should be reflected in the contractor's suggested performance-based schedule of payments. Each proposal will be evaluated based on the best overall value. At minimum, Phase 2 completion is desired during or before the period of performance of Option Year 2.
Will there be a requirement for Small Business subcontractor participation? If so, what is the required %? SBPCD Template
For this requirement, these is not a minimum mandate for Small Business Participation target; companies who have a business practice of doing this work in-house will not be asked to restructure working teams. However, when subcontracting is considered, proposals that commit to subcontracting with small business concerns shall be considered more favorable than proposals that utililze subcontracts and are less committed to subcontracting with small business concerns.
Does the government anticipate phase 1 to encompass the Base Year and Phases 2&3 to be executed in OY1? SOO C.2.12

Occupancy density is listed as a required insight. What are the sources that supply occupancy data? Is occupancy data real-time or historical? SOO C.3.1.1.d
As occupancy density functionality is implemented, it will be supplied real time.
Does GSA offer <vendor proprietary> Cloud services to host the UUI solution, or does it have to be strictly on-prem in GSA data center? SOO C.2 & C.3

If the vendor is allowed to use GSA cloud – Are there any exceptions to what AWS/Azure services can be used to deploy UUI solution? SOO C.2

Can GSA confirm that all BAS devices are available over BACNet with priority arrays for setpoint adjustment? SOO C.3
There are site integrations that are not available on BACNet.
Does GSA provide floor plan in any of the following formats: BIM | CAD | PDF | Image format (JPEG or PNG) SOO C.4
PDF will be the standard file format provided.
Will GSA enable UUI to call external APIs for external dataset such as weather? SOO C.3
This may be enabled for allowable datasets such as weather.
What is GSA’s Identity Management Solution for UUI to connect for Single-SignOn? (e.g.. Azure AD, Okta, OneLogin) SOO C.4

What are the GSA requirements to upgrade the UUI platform version for patches, and feature updates? SOO C.3

How does GSA track SLA of UUI platform when it is hosted in GSA Cloud/Data center? C.3.1
There is not a difference identified between tracking on-prem and tracking in a cloud/data center.
Will vendor have access to UUI platform inside GSA network to access and monitor the performance of the platform? C.4.4.3
Please reference C.4.4 and the information regarding virtual desktops.
We suggest that occupancy data be included in original scope, as it is relevant to nearly all use cases and important contextual data.
Can you provide information on current physical security/access control systems in use and people counting/presence sensor deployments? C.3.1.1
Occupancy data will not be available at all integrations within this contract. Occupancy sensor projects are on-going and transitioning to sites presently.
50 What is the expected total user count for all user-types?
Please reference question 2.
51 What is the total square footage of the 140 building portfolio?
The estimated approximation of the C.212.b referenced sites is roughly 80M SF.
