About this file

The document is a Request for Proposals from the Harrisburg Housing Authority (HHA) located in Pennsylvania for vacant unit cleaning services. HHA seeks to procure comprehensive unit cleaning services across all HHA and HHA-affiliate-owned or managed residential communities within the City of Harrisburg. The selected contractor(s) will be responsible for furnishing all labor, tools, equipment, materials, and supervision necessary to clean vacant units to HHA's specified standards. Written questions are due by 5:00 PM CST on January 26, 2026, with sealed proposals required by 2:00 PM CST on January 29, 2026. The public bid opening will occur on January 29, 2026, at 2:00 PM CST, followed by committee evaluations scheduled from January 29 through February 4, 2026, with Commissioners Court recommendation expected February 10, 2026. Proposals may be submitted in paper form to the Purchasing Department or through the Gregg County Bonfire online portal.

The RFP will be evaluated on a 100-point scale, with 35 points each allocated to Respondent Profile/Experience and Proposed Cost, 20 points for RFP Instruction Compliance, and 10 points for Safety Record/Practices. Pricing will be submitted on an hourly rate basis for labor and equipment, with allowances for additional fees for nights, weekends, holidays, emergency trips, and equipment usage. Gregg County has established provisions providing preference for local vendors, allowing local bidders whose proposals are within five percent of the lowest responsible non-local bidder to be awarded the contract under Texas Local Government Code 271.905. All awarded contractors must complete a Certificate of Interested Parties Form (HB 1295) within ten business days of notification and comply with federal and state certifications regarding boycotts of Israel, energy companies, and firearm entities. Insurance requirements include Commercial General Liability set at $1,000,000 minimum combined single limit, Automobile Liability at $600,000 minimum, and Workers' Compensation with $500,000 employer's liability limits. Bonding requirements vary based on contract value, including a 5 percent bid bond for contracts over $100,000, performance bonds for contracts over $50,000, and payment bonds for contracts over $25,000.
