About this file

This is a Request for Proposals document from the Harrisburg Housing Authority (HHA) in Pennsylvania soliciting bids for comprehensive vacant unit cleaning services. The HHA seeks qualified contractors to furnish all labor, tools, equipment, materials, and supervision necessary to clean vacant residential units to HHA-specified standards across all HHA and HHA-affiliate-owned or managed residential communities within Harrisburg. Written questions must be submitted by 5:00 PM CST on January 26, 2026, with sealed proposals due by 2:00 PM CST on January 29, 2026, via paper submission to the Purchasing Department or through the Gregg County Bonfire online portal. The public bid opening is scheduled for January 29, 2026, at 2:00 PM CST, with committee evaluations occurring from January 29 through February 4, 2026, and Commissioners Court recommendation expected February 10, 2026. The contract will be awarded on an as-needed basis for on-call services.

The RFP evaluation will be conducted on a 100-point scale, allocating 35 points each to Respondent Profile/Experience and Proposed Cost, 20 points for RFP Instruction Compliance, and 10 points for Safety Record/Practices. Pricing will be submitted on an hourly rate basis for labor and equipment, with allowances for additional fees for nights, weekends, holidays, emergency trips, and equipment usage. The county provides a local vendor preference under Texas Local Government Code 271.905, allowing local bidders within five percent of the lowest responsible non-local bid to be awarded the contract. Awarded contractors must maintain Commercial General Liability insurance with a $1,000,000 minimum combined single limit, Automobile Liability at $600,000 minimum, and Workers' Compensation with $500,000 employer's liability limits. Bonding requirements include a 5 percent bid bond for contracts over $100,000, performance bonds for contracts over $50,000, and payment bonds for contracts over $25,000. All contractors must complete a Certificate of Interested Parties Form (HB 1295) within ten business days of contract notification and comply with federal and state certifications regarding boycotts of Israel, energy companies, and firearm entities.
