1.0 BACKGROUND
The United States Border Patrol (USBP) requires technical design, engineering, geophysical and geotechnical services to provide the design, planning, management, and execution of all critical tasks required to provide up to thirty-two (32) boreholes of up to forty-two (42”) in diameter up to one hundred (100’) feet deep. Additionally, the vendor will be required to provide casing and monuments to maintain five (5) boreholes as permanent observation wells. Optional tasks that may be required include:
cone penetration testing (or an excepted alternative), technology deployment services, and technology support services.
The completion of the work will also require the rental and operation of several different types of light and heavy equipment that may not be specifically called out in the SOW but should be planned for during the technical design and pre-project planning phase of this effort. Executing the work safely and efficiently will begin with close coordination with CBP/local USBP representatives, property managers, utility locators, DigAlert, concrete/asphalt contractors, drillers, heavy equipment providers and operators, and rental equipment providers. The vendor will be responsible for all aspects of executing the SOW outlined below, including (but not limited to): scheduling deliveries and pickups of equipment, spoils management, vertical and horizontal safety barriers, traffic control, site security, site restoration, final inspection of the completed sites and providing as-built and geotechnical reports. The work will be completed at specific locations as directed by USBP personnel within the Roosevelt easement within a
5.00 mile radius of the West Port of Entry, Calexico, CA (1 E 1st St, Calexico, CA 92231).
2.0 SCOPE
2.1 Base Tasks
2.1.1 Technical Design and Pre-project Planning
Due to the overall complexity of the project, the contractor will need to execute technical research and design activities in addition to the coordination of multiple suppliers, vendors, and subcontractors (See below) prior to field work taking place. The contractor shall plan for these activities in order to ensure efficient execution of the remainder of the scope once on-site activities begin.
2.1.2 Cased Borehole Drilling
The Contractor shall drill five (5) observation wells to a depth of sixty (60’) feet at specific locations as indicated by USBP/CBP representative. Each observation well will be completed by drilling an eight (8) inch diameter precision borehole, lowering an uncapped and continuous six (6) inch schedule 40 PVC well casing (threaded) into the borehole with a surface termination twelve (12”) inches below the finish grade. At surface termination, the borehole casing shall be capped with a watertight Torquer locking well cap. To provide space for the Torquer plug, the manhole cover will be set approximately six (6”) inches above the casing termination and approximately six (6”) inches below the finish grade. Threaded well casing, with O-rings present for a watertight installation, shall be used and all joints will be secured following the manufacturer’s torque recommendations for permanent installations. The annulus between the casing and the borehole shall be filled with native soil (i.e., spoils from drilling) which have been sieved to remove any material larger than three (3”) inches. Water may be necessary to reduce voids and promote even settling of the soil. The top of each borehole shall be housed in a sequentially numbered plastic manhole cover (EMCO Wheaton Retail A0721-001) which is flush-mounted in a thirty-six (36”) inch by thirty-six (36”) inch concrete monument twelve (12”) inches thick. 3M GP programmable RFID marker ball shall be buried so that it is covered by the monument and consistently placed under a designated corner (i.e., SW, NW, etc.) so that it may be easily located. The Contractor is required to purchase RFID marker balls and a 3M locator/reader. The deviation of the installed observation wells shall be confirmed by inclinometer measurements performed by the Contractor and shall not deviate more than 5% from vertical. The method of computing deviation from vertical shall be to divide the closure distance by the measured depth at 1/10th foot depth intervals. The deviation data will be presented in Bull’s Eye plots, Closure plots and in an Excel file. All recorded drill log data along with locations of each borehole to sub-centimeter accuracy GPS coordinates shall be delivered at completion of project.

NOTE: While equipment selection is left to the discretion of the Contractor. It is recommended that the use of a dual rotary air-driven drill rig be considered for this project given the challenges of the geology and the site conditions. Bentonite, drilling mud, or other cementing agents/binders may not be used in the execution of this project.
2.2 Optional Tasks
2.2.1 Optional Task 1: Cone Penetration Testing (CPT)
The Contractor shall perform ten (10) CPTs to a depth of one-hundred (100’) feet at specific locations as indicated by USBP/CBP representative. The contractor shall deploy magnetometer-based sensors, electrical resistivity sensors, seismic sensors, or a probe-based camera at the direction of USBP/CBP representative to record data as a function of depth. All recorded data along with locations of each test to sub-centimeter accuracy GPS coordinates shall be delivered at completion of project. If the geology is not suited to CPT, another exploratory geophysical technique may be proposed such as traditional geotechnical borings with sampling/data logging
2.2.2 Optional Task 2: Uncased Borehole Drilling
The Contractor shall drill five (5) boreholes to a depth of one-hundred (100’) feet at specific locations as indicated by USBP/CBP representative. Each borehole will be completed by drilling a twenty-four
(24) inch diameter borehole within industry best practices for standard deviation from vertical. Before drilling the borehole it will be necessary to excavate the borehole locations to a depth of approximately six (6’) feet to mitigate the potential presence of both surface and underground obstructions that could be damaged or cause damage to the drilling equipment. This may require concrete/asphalt cutting and restoration. At the conclusion of the work, the borehole will be backfilled with the spoils reserved from the original drilling (water and/or soil compaction may be necessary) and the surface shall be returned to the original condition. The positions of any/all boreholes will be recorded with sub-centimeter accuracy GPS and this information will be provided as part of the as-built report.
