About this file

This is Addendum No. 2, issued September 3, 2026, by the Indian River County Procurement Division for Bid 2027004 concerning the metal roof panel replacement at the West Regional/Glendale Wastewater Treatment Facility maintenance building. The project requires the removal and replacement of the existing metal roofing system and associated components, including removal of existing ceiling insulation blanket materials, installation of approximately 520 linear feet of downspouts (26 total downspouts at 20 feet high), structural steel cleaning and preservation, and removal and reinstallation of the existing lightning protection system. No new ceiling insulation replacement is required. The addendum incorporates answers to bidder questions, meeting minutes, and modifications to bid documents while extending the bid receipt deadline. No additional plans or drawings beyond those provided are available to bidders.

The specifications call for 24-gauge, mill-finish Galvalume steel metal roof panels with a minimum 25-year finish warranty, with equivalent product lines acceptable pending contractor application for building permit and compliance with Florida Building Code and area-specific wind load design requirements. The County will accept approved-equal manufacturers such as Gulf Coast Supply & Manufacturing, with the awarded contractor responsible for obtaining necessary product approvals, engineering documentation, and Miami-Dade NOA certification as applicable. Structural steel cleaning and preservation work is designated as a lump sum item assuming all purlins require general cleaning and possible preservation treatment. The existing roof structure consists of open rafters with purlins spaced approximately 60 inches on center, with metal panels screwed directly to the purlins. Any lightning protection system removed during roof replacement must be reinstalled and certified upon completion.

ADDENDUM NO. 2

Issue Date: September 3, 2026

Project Name: Indian River County West Regional/Glendale Wastewate4r Treatment Facility Metal Roof Panel Replacement

Bid Number: 2027004

The information and documents contained in this addendum are hereby incorporated in the invitation to bid. This addendum is acknowledged by execution of the Bid Form/Bid Compliance Form. The purpose of this addendum is to:

√ answer questions received to date provide meeting minutes modify bid documents extend the deadline for receipt of bids.

Questions and Answers

1. The specifications mention the removal and disposal of all existing ceiling insulation blanket materials beneath the roof system. Could you please confirm whether the contractor is also required to install new insulation as part of the replacement scope?

There is no scope or direction to replace the existing ceiling insulation with new insulation.

2. The specifications indicate approximately 240 linear feet of gutter per eave. Could you confirm the total linear footage required for the new downspout system installation?

Match existing. There are 26 total downspouts, 20’ high. Total length is 520 LF.

3. Could you also confirm whether the bid package includes all available plans and drawings, or if there are additional plans that bidders should request or obtain?

No other plans are available.

4. For Bid 2027004, please confirm that Gulf Coast Supply & Manufacturing (GCSM) may be proposed as an approved-equal manufacturer for the replacement metal roof panel system. The proposed system will meet the stated minimum requirements of 24-guage, mill-finish Galvalume steel and will use a commercial-grade metal-building panel profile selected to match the existing roof as closely as possible. Please confirm: (1) whether a separate approved-equal or substitution form is required; (2) whether the request may be submitted directly by the manufacturer or must

Addendum 2 be submitted by a bidding contractor; (3) the required existing panel rib/profile geometry; and (4) the applicable project uplift pressures and required Florida Product Approval, Miami-Dade NOA, or project-specific engineering. GCSM can provide the selected profile data, material certification, warranty documentation, applicable product approval or engineering, attachment information, and a specification-compliance comparison after confirmation of the required submission procedure.

The County will accept an equivalent product line. The Contractor awarded the bid will have to apply for a building permit. The products used will need to comply with the material specifications, Florida Building Code, and wind load design for the specific area.

5. The spec calls for a 30-year finish warranty. To receive a 30-year finish warranty from the manufacturer, there must be a Kynar painted finish on the panel. Mill finish galvalume will only provide a 25-year finish warranty. Please let me know what finish is required.

The County is requesting a Galvalume finish. The manufacturers supply documentation showing a minimum 25-year finish warranty would be acceptable.

6. Regarding the structural steel cleaning and preservation, to make it fair and reasonable for bidding, we suggest a unit price per linear foot as we have no idea how much work will be required.

This item is Lump Sum with the assumption that all purlins will need a general cleaning and possible preservation treatment.

7. The spec calls to remove the batt insulation. Do we have to replace it with new? If so, what is the required R Value of the insolation?

There is no scope or direction to replace the existing ceiling insulation with new insulation.

8. The existing roof has a lightning protection system. This will need to be removed and reinstalled during the roof replacement. Will this lighting protection system be required to be certified?

Unless a Contractor can work around it, then yes, it will need to be removed, re-installed, and certified.

9. Is there any decking under the existing metal panels and insulation or is it open rafters…if open;

what is the spacing?

There is no decking, the panels appear to be screwed directly to the purlins. The purlins are approximately 60” on center.
