About this file
This document is a Submission Requirements and Evaluation Criteria document issued by Atlanta Public Schools (APS) for a design-build contract to replace the pool infrastructure at Martin Luther King, Jr. Middle School located at 545 Hill Street, SE, Atlanta, Georgia. All proposals must be submitted online through the Bonfire Hub portal at the specified deadline, with no alternative submission methods accepted. The solicitation employs a two-phase evaluation process, with Phase 1 focusing on written submissions evaluating Overview and Experience (80 points) and Pricing/Cost (20 points). Top-ranked Phase 1 proposals will be shortlisted for Phase 2, which includes presentations and interviews evaluated on company history in design-build projects, project approach and logistics, project management team qualifications, MWBE subcontractor outreach plans, project schedule feasibility, current workload and manpower capacity, and pricing. APS reserves the right to request Best and Final Offers (BAFOs) and to negotiate terms, conditions, and pricing with selected vendors. The contract award will be made to the proposal that best meets APS needs and achieves the highest evaluation ranking.
Offerors must submit an offer guarantee equal to 5% of the proposed price in the form of a certified check, cashier's check, or bid bond, guaranteed for 60 days from submission. Mandatory submittal documents include a signed Non-Influence, Non-Collusion Affidavit, E-Verify Affidavit, and Bid Bond. Upon contract award, the successful contractor must execute the standard APS Design-Build Construction Agreement for a Stipulated Sum without changes or amendments and furnish payment and performance bonds in an amount equal to the total contract value. The contractor must also provide current insurance certificates within five days of receiving the Intent to Award. APS reserves the right to waive minor informalities in submissions, contact offerors for clarification during evaluation, and negotiate price adjustments if submitted pricing exceeds available funds. If Phase 2 presentations occur, Phase 1 scores will not be carried forward unless BAFOs are not requested, in which case Phase 1 pricing scores will carry over to Phase 2.
