1) SECTION J, PAGE 115, PARAGRAPH NUMBER(S) List of Attachments:

Attachment 10 “Intent to Propose” does not indicate when this document needs to be submitted; can USMS provide submission timeframe for this document?

ANSWER: This document should be submitted now if your company intends to submit a proposal.

2) SECTION L.8 PAGE 127, Proposal Due Date: This section refers bidders to the Section A for a due date; section A does not contain a due date (although the FBO posting lists 11/4/2019. Questions are due on 10/29/2019; with that in mind, and considering the time required for USMS to respond to questions, what is the anticipated due date for proposals?

ANSWER: Amendment 0001 was posted immediately following the issuance of the solicitation on October 4, 2019, which corrected Block 5 and 9 of the SF 33 and corrected the question due date from October 29, 2019 to October 21, 2019. Please refer to Amendment 0001.

3) SECTION L.8 PAGE 127, Page Limitations. Please clarify page limitations for the Technical Volume. This section states page limitations will be strictly enforced; however, in looking for “page limitations” in Section L, only two parts have page limits indicated:

(on page 130) Technical Volume II-A states the Organizational Structure is limited to 3 pages; (on page 132) Technical Volume II-B states the Contract Manager’s resume is limited to 3 pages. No other page limitations are listed; are these the only 2 items with page limitations?

ANSWER: Yes

4) SECTION L.9 PAGE 134, FOIA Markings. This paragraph states that a Notice shall be placed on the title page of the proposal indicating which pages of the proposal are considered exempt from FOIA disclosure; however, the instructions go on to state “each individual item” that the bidder considers exempt shall be marked.

a. Question (1) If the offeror considers their entire technical submission to be exempt from FOIA, does the offeror have to indicate individual items on each page that are exempt?

ANSWER: A note should be provided at the bottom of each page considered privileged or confidential.

b. Question (2) If the offeror lists page numbers, what method of marking the items on each page that the offeror considers exempt is acceptable?

ANSWER: A note should be provided at the bottom of each page considered privileged or confidential.

5) SECTION L, PAGE 128, APPLICATIONS. This section lists file formats, such a MS Office Suite 2000 and Adobe Acrobat v. 4 or 5. These formats are substantially outdated.

For example MS Office 2013 allows documents to be saved as PDF files directly. Are these formats acceptable? Is a NITRO PDF file acceptable?

ANSWER: Yes, the USMS is currently operating with MS Office 2013 and Adobe v

2019.021.20040. No, the USMS does not have NITRO PDF software.

6) ATTACHMENT 2, TRANSPORTATION. Is a handicapped accessible van required?

7) ATTACHMENT 2, TRANSPORTATION. For the purpose of proposing appropriate transportation vehicles:

a. How many times per week are JPATS Ops in Victorville conducted which will involve detainees from El Centro?

ANSWER: One trip per week

b. What is the anticipated passenger load for JPATS Ops per trip?

ANSWER: Approximately 25 Prisoners per trip

8) ATTACHMENT 2, TRANSPORTATION. The attachment requires offerors to price in the first 4 hours of medical facility transportation in monthly operating expenses. Without a frequency of trips variable, this computation cannot be made.

a. Can the government remove the requirement to price the first four hours into the monthly operating expenses and just use the hourly rate CLINs?

ANSWER: No, facility staffing shall support this requirement.

b. Does USMS require two armed guards for each medical facility trip?

c. If two armed guards are required, are we then to estimate 8 total hours per trip in our monthly expenses?

ANSWER: No, facility staffing shall support medical facility trips for the first four

(4) hours. After the first four (4) hours staff will be paid the hourly rate.

d. If the cost must be included in the monthly operating expenses, can the government provide a not to exceed number of hours to be included in our estimated monthly expenses?

ANSWER: No, this is facility staffing.

e. If the cost must be included in the monthly operating expenses, can the government provide an estimate of required hours?

ANSWER: No, this is facility staffing.

9) ATTACHMENT 11. This attachment does not contain an expense category for Facility Maintenance & Repair, or a category for plant equipment (HVAC, Kitchen); are we to infer that these are not contractor costs?

ANSWER: Maintenance & Repairs will be covered by an O&M contract and in accordance with Section I.23 FAR Clause 52.245-1 Government Property (Jan 2017).

10) ATTACHMENT 12. The facility has been closed for over 5 years; has a government survey been conducted to ascertain:

a. That all surveillance equipment (cameras, control center) and all alarms are fully functional?

b. That all kitchen equipment (stoves, ovens, chiller boxes, freezers, etc., are fully functional?

c. That all laundry equipment (washers, dryers) are fully functional?

d. That the facility is free of pestilence?

e. That the facility meets State Fire Code?

11) ATTACHMENT 12. The attachment does not list any of the following materials as being provided by the government; which, if any, are being provided by the government:

a. Beds/bunk beds?

i. To accommodate up to 508 in general population and 18 in SHU?

b. Mattresses?

ANSWER: Yes, the initial ones are present but replacement and continuing needs are the responsibility of the Contractor.

14) SECTION C.2, PAGE 11, This section states government property will be provided “as is”; since the SF 30 indicates that this is a “Negotiated RFP”, if during the activation period, Government Property is found to be inoperable or in need of replacement, will the contractor be able to be reimbursed for repairs and/or replacement of this government equipment?

ANSWER: No, repairs/replacements will be covered by the O&M contract.

15) SECTION C.2, PAGE 11, If the contractor cannot assess the operability or condition of Government Property, and a price adjustment is not provided for repair/replacement, can the government add the purchase date to the list of equipment to give offerors some idea of the projected life-span of the equipment provided?

ANSWER: No, repairs/replacements will be covered by the O&M contract.

16) SECTION C.2, PAGE 11 and Attachment 12, Has all government provided equipment listed been periodically maintained by the government per manufacturer’s specifications since the facility closed in September 2014?

17) SECTION C.2, PAGE 11, States that ICE will handle all operational maintenance that it is currently handling; can USMS list what ICE will maintain or clarify the meaning of this statement?

ANSWER: This will be provided at time of award.

a. Are we to infer that ICE will handle all physical plant maintenance?

b. Are we to infer that if physical plant property such as an HVAC unit needs to be repaired that the contractor must include these potential costs in its bid rates and will not be otherwise reimbursed by the government?

ANSWER: The O&M contract will cover the cost and maintenance of HVAC equipment.

c. Are we to infer that if physical plant property such as an HVAC unit needs to be replaced that the contractor must include that cost in its bid rates and will not be otherwise reimbursed by the government?

d. Does the government have an estimate from past records of the costs of repairs and replacements of the equipment listed in Attachment 12?

18) SECTION C.2. PAGE 11/12, States the contractor is allowed to purchase materials and tools needed to maintain the facility (and presumably this extends to government equipment). Will the contractor be reimbursed for such purchases outside of the established CLINs?

ANSWER: No, it is contractor owned equipment, you take it with you when you leave or the contract expires.

a. Will a materials CLIN be added to this contract for this purpose?

b. Is the contractor required to provide maintenance staff such as plumbers, HVAC techs, electricians?

i. If so, how does this square with statement that ICE will handle operational maintenance of the facility?

c. If the contractor is required to provide maintenance staff, under which heading on Attachment 11 would these costs be placed?

19) SECTION C.3. PAGE 13, States the contractor shall comply with Federal Performance Based Detention Standards (FPBDS); since ICE detainees will also be accepted, is there a requirement for separate compliance with ICE Performance Based National Detention Standards (PBNDS) (if PBNDS is more stringent than FPBDS) with respect to ICE detainees, or will compliance with FPBDS be sufficient?

ANSWER: FPBDS standards are sufficient.

20) SECTION C.3. PAGE 13, Requires attainment of ACA accreditation within 24 months of performance start date. The facility was accredited in 2014 when it closed. Does this accreditation still apply?

21) SECTION C.3, PAGE 13, ACA Accreditation. In the past, this facility was ACA accredited with waivers for some infrastructure items (specifically the number of SHU cells);

will this waiver continue?

22) SECTION C, C.8.A.3 states that “if the contractor has a separate system of electronic records”…does this infer that USMS will provide an electronic record system for this contract?

23) SECTION C, C.8.A.5; is the government providing “live scan” equipment for fingerprinting?

25) SECTION C, C.8.A.20; This paragraph states the Transportation Coordinator does not work at the facility; where does the Transportation Coordinator physically work?

ANSWER: The Transportation Coordinator/Supervisor will be required to work at the facility.

26) SECTION C, C.8.A.21; The first “essential” personnel position is listed as Religious Services Housing Unit Manager;

a. Is this title correct?

ANSWER: No, it should be the Administrator/Warden. Section C.8.A.21 has been modified and incorporated into this Amendment.

b. Is the last position listed (Administrator, Religious Services) the same as the Religious Services Housing Unit Manager?

ANSWER: No, see answer above.

27) SECTION C, C.8.A.22; Are the forms listed in this paragraph produced in a prisoner induction software system provided by the Government or are they paper forms?

ANSWER: Paper forms

28) SECTION C, C.8.A.29; this section delineates reporting requirements for incidents; are we to infer if an ICE detainee or BOP prisoner is the subject of an incident such as an escape that we report the incident to both USMS and the other agency as well?

a. Or, does USMS make or forward the reports to the other agencies?

ANSWER: The Contractor must make the notifications to the appropriate Agency.

29) SECTION C, C.8.B; this section mentions a “designated health care accreditation provider”;

who (USMS or contractor) “designates” the accreditation provider?

a. Is there a preferred provider?

b. How often are health services subject to reaccreditation?

ANSWER: In accordance with accreditation requirements.

c. Are Health Services accreditation included in ACA accreditation?

30) SECTION C, C.8.B.8; this section lists a requirement for “4 airborne isolation room” within the facility. Is this a 4-bed room, or 4 separate isolation rooms?

ANSWER: 4 separate isolation rooms.

a. Are these rooms available in the facility?

b. If so, do they meet the ventilation requirements?

c. This section states ICE will maintain a medical equipment maintenance plan?

ANSWER: No, there is not a maintenance plan for medical equipment.

i. Does infer that the contractor will not be responsible for costs associated with medical equipment?

ANSWER: All associated costs for government provided medical equipment will be the responsibility of the contractor to replace/maintain.

d. Can offerors be provided with a list of government provided medical equipment and furnishings?

ANSWER: See government furnished equipment property list. Government Furnished property will be handled in accordance with Section I.23 FAR Clause 52.245-1 Government Propertty (Jan 2017).

e. Is government provided medical imaging equipment available on site?

31) SECTION C, C.8.15; electronic medical records are available from several vendors; can USMS identify the vendor who provides such for BOP (USMS/ICE)?

a. Or is the software the property of the government?

a. Is there are secure pharmacy space in the facility?

i. Is the contractor responsible for paying for prescription medications or are these billed directly to USMS, ICE or BOP?

33) SECTION C, C.8.C.6. Is there an automated key control system available in the facility?

a. Is there an electronic tool control system available in the system?

b. What type of key/tool control systems are available in the facility?

ANSWER: Keywatcher.

34) SECTION C, C.8.C.10.a; this section states an otherwise qualified individual must have retired or been separated within the last 5 years. This facility closed in September 2014, and many former qualified detention/transport officers still live in the immediate area. Are those individuals precluded from being qualified for contract performance since they will have exceeded the 5 year requirement by the time performance begins?

ANSWER: Depends on resume review.

35) SECTION C, C.8.C.10; will any transportation missions require crossing state lines?

ANSWER: Yes, Transportation is necessary for the following States: California, Arizona, and Nevada. See Transportation clarification under Question #67. Section J Attachment 2 has been modified with this Amendment.

36) SECTION C, C.8.F. Does the facility comply with the building and safety codes listed in this section?

37) SECTION C, C.8.F.1 This section states that “For the purposes of any environmental statute or regulation, the Government shall be considered the “owner and operator” for any facility utilized in the performance of the contract, and shall indemnify and hold the Government harmless for the failure to adhere to any applicable law or regulation established to protect the human or physical environment;

a. Is the first “the Government” supposed to read “the Contractor”?

ANSWER: Yes, Section C.8.F.1 has been modified and incorporated with this Amendment

38) SECTION C, C.8.F.3 & F.4. Does the government provide any of the detainee supplies listed in FPBDS F.3 or F.4?

39) SECTION C, C.8.G.1. Are ICE detainees and BOP prisoners to be kept separate from

USMS prisoners, or are the AG prisoners the only ones requiring a separate housing unit?

ANSWER: USMS prisoners are to be housed separate at all times.

40) SECTION C, C.8.G.4. Is the contractor limited to the prisoner telephone system provider contracted to ICE on a national basis or can we use any prisoner telephone service provider?

ANSWER: No, the contractor can use any prisoner telephone service provider they choose.

41) SECTION C, C.8.G.8. This section places restrictions on USMS prisoners for work assignments. In order to project inmate labor availability,

a. How many of the 250 “base” beds are restricted to USMS prisoners?

ANSWER: All beds are USMS.

b. How many are set aside for ICE detainees?

c. How many are set aside for BOP prisoners?

d. Is there an apportionment up to 508 beds between the agencies?

ANSWER: No.

42) SECTION C, C.9 Does the facility plant currently comply with the requirements of this section?

a. If not, what is missing?

ANSWER: N/A.

b. If something is missing, will replacement/repair expense be the contractor’s or government’s expense?

ANSWER: Replacement/repair expenses will be covered by the O&M contract.

43) SECTION C, C.9. The RFP continuously refers to “cells” in describing the facility; has the facility been reconfigured from open-bay berthing to 100% cells?

44) SECTION I. FAR 52.222-62 (Paid Sick Leave Under EO 13706) does not appear in Section I. Is this clause applicable to this contract?

ANSWER: Yes, FAR Clause 52.222-62 was omitted in error and has been incorporated into this Amendment.

45) SECTION L, PAGE 133, PARAGRAPH NUMBER(S): N/A Volume #3 Past Performance & Experience states, “Offeror’s shall submit a list of all contracts and subcontracts related to secure corrections/detention services completed during the past three years and all contracts currently in progress.”

Comment: The RFP instructions require lists of specific information required for each past performance contract. For some Offerors, the total number of contracts that meet these criteria can easily exceed 50 or more. Although the data is captured in multiple corporate data systems, the amount of time necessary for Offerors to collect, format and verify data in accordance with the proposal requirements is very extensive.

In Section M. Evaluation Factors for Performance, page 36, the Government asks for assistance in reducing the evaluation period by encouraging Offerors to submit their Past Performance & Experience information prior to the due date for proposals.

Question/Recommendation: In order to expedite the evaluation process, while still providing sufficient information for the government’s evaluation, we recommend that the number of past performance reference contracts for each Offeror be limited to a minimum of three, but no more than five, that are relevant in size, scope and complexity. The list of data requirements for each contract would remain the same. In addition, the Government also has the option of reviewing contractor performance in SAM. Will the Government please consider amending the solicitation to clarify the Past Performance requirements and expedite the evaluation process?

ANSWER: This requirement remains as stated and will not be changed.

46) SECTION L, PAGE 130, PARAGRAPH NUMBER(S) “Technical Proposal Vol #2-A instructions, bullet #2, Staffing – Reference to Facility Floor Plan/Housing Unit Plan. The referenced paragraph states the offeror is to provide a facility floor plan and detainee housing unit plan.

a. With respect to the facility floor plan, will USMS provide this or is there an “open source” where it can be obtained?

ANSWER: The Facility Floor Plans are incorporated into this Amendment. (See Attachment 14).

b. Can you clarify what is meant by a housing unit plan?

ANSWER: Determined by the Contractor. Staffing must ensure for the safe, secure, and humane conditions of confinement

i. For example are you referring to which units USMS, BOP and ICE prisoners/detainees will be held?

ii. Or, are you referring to which units will be used to house different security level prisoners/detainees, males and females?

ANSWER: The custody level determination and placement of populations will be at the discretion of the Contractor

47) SECTION C.8.A.23, PAGE 27, PARAGRAPH NUMBER(S): 1-2

What is the timeframe from date of contract award to activation? What percentage of staff need to be hired and trained to begin receiving detainees?

ANSWER: The anticipated ramp-up is as follows and is subject to change: 60 male prisoners per week for the first month, 20 female prisoners per week during the first month with the intent to use a 64 bed housing unit for females only.

48) SECTION L.8, PAGE 130, PARAGRAPH NUMBER(S): 3 under Technical Proposal:

Volume #2-A

Section L.8 states, “offeror shall identify how the facility operations will comply with the 2016 Federal Performance Based Detention Standards (FPBDS),” however, Section C.2, pg.

12, ¶9 requires plans, policies, and procedures be in accordance with the FPBDS located on the https://www.usmarshals.gov/prisoner/detention-standards.htm, which are dated November 2017. Please provide clarification on which set of standards should be followed.

ANSWER: The November 2017 Standards should be followed.

ANSWER: Yes, a 300 mile radius for transportation has been added and Section J-2 has been modified to include the following clarification:

Transportation outside the 300 mile radius will be billed using the rate established under CLIN 0002 and the GSA POV mileage rate in effect at the time services are provided.

-Transports from El Centro Facility to and from the El Centro Courthouse.

I cannot seem to find anything in Sections G and L to extract and turn in. Would the government please tell us what is required from Sections G and L?

ANSWER: Nothing from Section G or Section L. Section L provides the Instructions, Conditions, and Notices to Offerors. The document is requesting that submissions be provided in the order listed for consistency.

a. Section J has 13 attachments. Of these, paragraphs (4), (5) and (6) (reference attachments 7, 8 and 11.) have separate places for Section J attachments. What attachments from Section J, are required to comply with paragraph (3)?

ANSWER: All attachments that require the contractor to fill in information must be submitted with a proposal. Some are informational and some require Contractor input. Please submit accordingly. Attachments 7, 8, 9, 10, 11, and 13 require some form of submission.

ANSWER: Attachment 13 Pricing Schedule is “Section B” that is required to be submitted with a proposal submission. Pages 3 & 4 of 15 following SF 1449 will be completed at time of award.

RFP Section L.8 Submission of Proposal, Proposal Content states: “Unless explicitly stated otherwise, the proposal text shall be typed using Times New Roman, size 12, 1.5 spaced and printed-unreduced in size on 8 ½ X 11 inch paper.”

Will the government allow Times New Roman 10 point font and single spacing in graphics, charts/tables, headers, and footers? It is difficult to provide meaningful labels in technical graphics using 12-point font and 1.5 spacing type because of the amount of real estate taken up by the text.

ANSWER: The Government will allow Times New Roman 10 point font and single spacing for graphics, charts/tables, headers, footers only. The remaining content shall be in accordance with the instructions provided.

73) SECTION L.8 Submission of Proposal , PAGE 127 , PARAGRAPH NUMBER(S) L.8

RFP Section L.8 Submission of Proposal, Proposal Content states: “Unless explicitly stated otherwise, the proposal text shall be typed using Times New Roman, size 12, 1.5 spaced and printed-unreduced in size on 8 ½ x 11 inch paper.”

To properly demonstrate our technical approach for this procurement, we would like to include graphics that are best depicted on 11x17 tabloid fold outs. The use of graphics provides an easier method for evaluation of proposals vs. using exhaustive text to tell the same story. Will you consider allowing offerors to use 11x17 single-sided tabloid fold-outs in their proposals? When the evaluation team is reviewing soft copies, the 11x17 tabloid size is easily reviewed on today’s standard sized monitors.

74) SECTION C.8.B PAGE 32, PARAGRAPH NUMBER(S) 4

“The Contractor is responsible for the costs of all health care provided inside the contract detention facility, including all medications included in the facility formulary. Non-formulary medications must be pre-approved by OMO.”

a. Please clarify that the Contractor is responsible for costs of all medications, including OMO approved non-formulary medications, and not the USMS’s contractor Heritage Health Solutions National Managed Care Contract Pharmacy Program.

ANSWER: The Contractor is responsible for the costs of all health care provided inside the contract detention facility, including all medications included in the facility formulary. The Contractor is not responsible for the costs of approved non-formulary medications.

b. Please clarify that non-formulary medications must be pre-approved by the OMO and not Heritage Health Solutions.

ANSWER: The USMS District in consultation with OMO would approve non-formulary medications not offered on the facility formulary.

75) SECTION C.8.B PAGE 32, PARAGRAPH NUMBER(S) 5

“The Contractor is not responsible for the costs of emergency and pre-approved outside medical care provided by off-premises health care providers.”

Please clarify what constitutes an “off-premises” provider, for example, telepsychiatry.

ANSWER: Off premises medical care is medical care that is provided outside the detention facility in the local community. If a prisoner is removed from the detention facility, with USMS pre-approval for telepsychiatry services, the USMS would be responsible for the costs of these services. All non-emergent outside services must be pre-approved by the

USMS.

76) SECTION C.8.B PAGE 32, PARAGRAPH NUMBER(S) 6

“All non-emergency outside care (i.e. medical, dental and mental health) for USMS' Prisoners shall require pre-authorization through the COR or designee in consultation with OMO to ensure consistency with USMS' Prisoner Health Care Standards.”

a. Please clarify that the USMS requires the Contractor to obtain pre-authorization for all non-emergency outside care from the COR and not from Heritage Health Solutions.

ANSWER: The USMS requires the contractor to obtain pre-authorization for all non-emergency outside care from the USMS District in consultation with OMO.

b. Please clarify what constitutes “outside” medical, dental and mental health services, for example, reference laboratory, mobile dental services, and mobile x-ray services.

ANSWER: All services provided inside the jail, which would include mobile dental and X-rays or any other services provided by a provider inside the jail. If blood is drawn inside the jail, that is considered inside the jail services. If the labs are read outside the jail, those are outside services.

c. Question: Please clarify that the Contractor is to submit bills to the appropriate USMS District Office for processing and payment and not Heritage Health Solutions.

ANSWER: The Contractor is to submit bills to the appropriate USMS District Office.

The District then forwards the bill to National Managed Care Contract Contractor, Heritage Health Solutions for processing, re-pricing, and payment.

77) SECTION Attachment 13, PAGE, PARAGRAPH NUMBER(S) Attachment 13 contains alternative pricing; alternatives 1 and 2 are aggregate monthly rates, however Alternative 3 is a bed day rate.

a. For Alternative 3, Is there a minimum guarantee of daily population, such as 250, upon which to base pricing?

b. If Alternative 3 pricing is used and if USMS has 280 beds occupied in the facility and ICE has 50 and BOP 50, then are the first 250 billed to USMS at the 1-250 Bed Rate, and the remaining 30 billed at the 251-512 rate (for USMS)?;

ANSWER: Yes, at this time the facility is intended for a USMS population only.

i. At what rate would the 50 ICE and 50 BOP prisoners be billed at since they are separately billed; i.e., are they billed at the 1-250 rate or the 251-512 rate?

ii. Or, would we bill BOP/ICE first for their 100 beds at the 1-250 rate, and then USMS 150 beds at 1-250 rates with 130 beds billed at the 250-512 rate?

78) Section C.8.H, page 46/138PREA Compliance During the recent site visit, USMS staff noted the possibility of facility non-compliance with various applicable standards (e.g., FPBDS, PREA, ADA, etc.). Indeed, specific non-compliance was visually verified during the walk through. While some non-compliance issues could be mitigated through operational procedures, others will require structural improvements. When structural improvements are required to achieve standards compliance:

a. Will those structural improvements be the responsibility of the contractor or the government?

ANSWER: Please refer to Contract Section I.23, FAR Clause 52.245-1 Government Property (Jan 2017).

b. If structural improvements will be the responsibility of the contractor, what will be the process for coordinating the required installation/construction with the government?

c. Will the government consider waivers for structural non-compliance? If yes, can you please describe the waiver process;

ANSWER: Yes, the Contractor must in writing specifically identify what its requesting a waiver for; request must be in writing and accompanied by associated justification; and due diligence must be provided to show or reveal no other alternatives are available or conducive, therefore making a waiver consideration reasonable. All waiver request must be sent to the Contracting Officer in writing.

d. If structural improvements will be the responsibility of the contractor, will associated costs be the responsibility of the contractor OR will costs be reimbursed by the government?

e. If contractor costs for structural improvements will be reimbursed by the government, can you please describe the reimbursement process?

f. If structural improvements necessary to achieve compliance will be the responsibility of the contractor, will maintenance (physical and associated cost) of all contractor improvements also be the responsibility of the contractor for the life of the contract?

ANSWER: No. GFE is covered under a separate Operations and Maintenance Contract.

i. Who provides sheets, blankets, detainee uniforms, personal hygiene supplies?

ANSWER: Contractor (Initial blankets and sheets are already provided)

j. Who provides kitchen equipment such as small utensils such as whisks and ladles, pots, pans?

ANSWER: Contractor

k. Does USMS provide its own computers and management software?

ANSWER: Yes, only for USMS employees.

l. What office equipment is the contractor to provide for government use?

ANSWER: None, aside from the furnishings seen during the walkthrough.

84) Site Visit Question: It was observed during the visit that mattresses on the bunkbeds had integrated pillows. FPBDS F.3.6 states: “Detainees are issued one mattress, not to INCLUDE a mattress with integrated pillow (4-ALDF-4B-02).”

4-ALDF-4B-02 states “Detainees are issued one mattress, not to EXCLUDE a mattress with an integrated pillow.”

Will USMS clarify that the FPBDS F.3.6 may be in error and the mattresses with integrated pillows meet requirements and do not need to be replaced?

ANSWER: The mattresses on the bunkbeds with integrated pillows observed during the walkthrough do not need to be replaced.
