About this file

This document is a Questions and Answers (Q&A) record from industry regarding the Inflight Paramedic Requirement for KC Operations contract 15M30026QA3700013. The government seeks contractor-provided paramedic services for JPATS (Justice Prisoner and Alien Transport System) missions operating from the Kansas City site on a 24/7 basis with a two-hour response requirement. The contract anticipates 800 budgeted flight hours annually, equating to 2-5 missions per week with an estimated 3,072 billable hours per year. Missions predominantly occur Tuesday-Thursday but can be scheduled any day Sunday-Saturday, with scheduled flights provided to vendors at least one week in advance.

Key requirements and clarifications include: acceptance of a staffing model using a small core team supplemented by pre-qualified alternates; substitution of paramedics permitted during performance if replacements meet minimum qualifications and pass background investigation; contractor responsibility for non-billable costs such as background checks, immunizations, and uniforms; travel reimbursement conforming to GSA and USMS standards; and a one-month transition timeline from award to full operational capability. Critical performance factors include flexibility, communication, and capability to work in large law enforcement dynamics with prisoner populations. The government identified medical equipment valued at approximately $50,000 for which the contractor will be responsible. Incumbent paramedics are eligible for hire by the new contractor subject to background and suitability requirements. Several questions regarding insurance requirements, SCA labor category determination, and incumbent pricing information remain unanswered and are indicated by asterisks in the document.

INFLIGHT PARAMEDIC REQUIREMENT KC OPERATIONS 15M30026QA3700013

QUESTIONS FROM INDUSTRY

Question Set #1

1. Can the Government provide historical data for the last 12–24 months on the average number of JPATS missions per week, average mission duration, and typical start times for missions originating from the Kansas City site?

While some of the requests are law enforcement sensitive, 800 flight hours are what is budgeted. Typically, this equates to 2-5 missions per week, dependent on demand.

2. Does the Government have an estimated range of annual billable hours per paramedic (or total paramedic hours per year) that it is using for internal planning for this requirement?

Per the IGCE, the amount we are seeking is 3072 billable hours.

3. Are there seasonal or cyclical peaks in flight activity (e.g., certain months or days of week) that should be anticipated in our staffing and scheduling plan?

Missions are scheduled based on the needs of the partnering agencies. A predominance of missions is Tuesday-Thursday, however, can be scheduled at any time Sunday- Saturday. Scheduled flights are provided to the vendor at least a week in advance.

4. Will JPATS accept a staffing approach that uses a small core team of paramedics supplemented by pre-qualified alternates to meet the 24/7, two-hour response requirement, provided all personnel meet or exceed the SOW qualifications?

Yes

5. Beyond the minimum SOW requirements, are there particular aspects of contractor performance (e.g., low turnover, rapid backfill, documentation quality, flight readiness) that JPATS considers most critical when assessing technical approach?

Most critical, other than ones suggested, would also include flexibility and working in a large law enforcement dynamic with a large prisoner population in aboard an aircraft.

6. Does JPATS have key performance indicators (KPIs) or performance standards (e.g., response time, mission fill rate, incident reporting timeliness) that will be monitored and that offerors should specifically address in their technical approach?

The KPIs are those that are listed in the statement of work

7. Is the Government able to share any recurring challenges or pain points experienced under the current/previous contract that a new contractor could proactively address in its quality control plan?

Approach to open communication and flexibility

8. For the Related Experience Form, would the Government consider contracts involving high-acuity EMS, air-medical transport support, correctional healthcare, or other high-security medical environments as ‘similar in size, scope, and complexity’ even if they are not specifically in-flight JPATS missions?

Yes

9. Does the Government prefer that offerors highlight a smaller number of highly comparable projects (e.g., 3–5) rather than a larger number of less directly related projects on the Related Experience Form?

Yes

10. When evaluating Personnel Qualifications, how much weight will be given to paramedics’ prior experience in law-enforcement, correctional, or aviation settings versus general high-acuity EMS/cardiac/trauma backgrounds?

Some weight

11. Will the Government permit substitution of paramedics during performance (e.g., for turnover or life events) so long as replacement staff meet or exceed all stated minimum qualifications and are approved through the background investigation process?

Yes

12. Can the Government confirm which SCA labor category or conformed category it anticipates using as the basis for the incumbent paramedic wage and fringe requirements under Wage Determination 2015-5105?

13. Beyond maintaining incumbent wages and benefits, are there any additional pay elements, differentials, or premiums (e.g., hazard, night, or travel-related pay) currently being provided to paramedics that offerors should be aware of when building their pricing?

No

14. For travel reimbursement, will the Government confirm whether coach airfare, standard GSA lodging per diem, and M&IE will be fully reimbursable, and whether any caps or prior approvals beyond the FTR are anticipated?

Travel reimbursement will conform to GSA and USMS lodging/per diem/M&IE standards and policy. All deviations will need advanced approval prior to implementation.

15. Will the Government permit separate line-item billing for certain non-recurring costs (e.g., initial background checks, immunizations, uniforms) or should all such costs be fully loaded into the proposed labor-hour rates?

Under the SOW, the government will not be responsible for costs associated with items other than billable hours when working a JPATS mission.

16. Does the Government have minimum required limits for medical professional liability and general liability under FAR 52.237-7 for this contract, and if so, can those specific limits be provided to ensure our insurance program is properly structured?

17. Will the Government clarify whether any specialized insurance endorsements (e.g., coverage for loss/damage to government-furnished medical equipment) are expected beyond standard malpractice and general liability policies?

18. Regarding responsibility for government-furnished equipment, will the Government provide an inventory and estimated replacement value to support contractors’ risk management and pricing assumptions?

While the vast inventory of all government owned equipment that the vendor will be around and/or utilizing, for medical specific item that has a value would be approximately $50,000.

19. What transition timeline does the Government envision between award and full operational go-live, and will there be a structured phase-in period for background investigations, orientation, and JPATS-specific training?

One month to be operational from award.

20. Will the incumbent paramedics be eligible for hire by the new contractor at the start of performance, subject to meeting all background and suitability requirements?

Yes

21. Will the government provide all information pertaining to the incumbent, such as the pricing, bid proposal if available, and any associated documents?
