About this file

This Request for Quote (RFQ) is for Inflight Paramedic services for JPATS (Joint Personnel Airlift Support) in Oklahoma City, solicitation number 15M30026QA3700001. The contract specifies a guaranteed minimum of 96 billable hours per month, with one paramedic typically assigned per mission but flexibility for multiple paramedics if operational tempo requires. Billable activities include pre-flight medical record review, equipment checks, on-site standby time, post-flight documentation, JPATS-mandated training, and escorted work time. The current incumbent is Best Practice Medicine, who has been billing the standard 96 hours monthly, and the government expects similar hours in the new contract.

Key contract details include that JPATS will provide all medical equipment, supplies, and oxygen, with the contractor responsible only for a preliminary background check on proposed employees. The two-hour response requirement applies specifically to missions originating from the Oklahoma City hangar. Invoicing will be processed monthly through IPP with Contracting Officer Representative (COR) approval. The contract requires one paramedic per mission, with potential for additional paramedics based on operational demands, and maintains consistent staffing levels with the previous contract.
