About this file
This document is a Request for Quote (RFQ) for Inflight Paramedic services issued by the U.S. Marshals Service (USMS) in Oklahoma City, with solicitation number 15M30026QA3700001. The RFQ covers questions and answers from industry regarding a contract for paramedic support during prisoner transportation flights. Key details include: paramedics will be based at the JPATS Hangar at Will Rogers Airport, not required to report on non-flight days, and will use USMS-provided medical equipment including a 12-lead cardiac monitor, AED, ventilator, and oxygen concentrator. Contractors must ensure personnel have required immunizations, pass a Tier 1 background investigation, and be able to deploy a paramedic 24/7 with a maximum two-hour response time. The USMS will provide all medical equipment and supplies, while contractors are responsible for background investigation costs, uniforms, and identification cards. Prisoners transported will be non-medical and ambulatory, with medically complex inmates moved via separate medical chartered aircraft.

QUESTIONS FROM INDUSTRY
Statement of Work QuesƟons:
1. Prisoner Medical Status
Please confirm whether the prisoners transported on the proposed flights are non-medical, meaning ambulatory, and not requiring a medical stretcher, IVs, Foley catheters, or other advanced medical intervenƟons.
Prisoners that are normally transported are cleared for normal aircraŌ transportaƟon. They do not require the medical intervenƟon that are listed. If an inmate requires these intervenƟons, they will move via medical chartered aircraŌ.
2. Work LocaƟon (SecƟon V)
Paramedics will be based at the JPATS Hangar at the Will Rogers Airport, 5900 Air Cargo Road, Oklahoma City, Oklahoma 73159.
•Will the paramedic be required to report to the hangar on non-flight days?
Contract Paramedics are not required to report to the hanger on days they are not assigned to a mission.
3. Government-Furnished Equipment (SecƟon X.I.D)
The solicitaƟon states that contractors must use Government-furnished equipment (oxygen tanks and regulators, AED, pulse oximeter, medicaƟons, etc.).
We respecƞully request clarificaƟon on the following:
•Can a detailed list of available equipment be provided (e.g., cardiac monitor/defibrillator vs.
AED, venƟlator availability, etc.)?
USMS furnished equipment includes 12-lead cardiac monitor with pacing/defibrillator. An AED is also onboard the aircraŌ. VenƟlator and oxygen concentrator are also available.
PrescripƟon/controlled/OTC medicaƟons deploy on each mission.
•Will the contractor have access to preventaƟve maintenance records to confirm equipment currency, or will items be clearly marked accordingly?
Items will be marked with the PM and records are available upon request to the awardee.
•Will preventaƟve maintenance for USMS-owned equipment be coordinated and paid for by USMS, or is this the contractor’s responsibility?
The USMS controls and pays for PM on all medical equipment.
4. Response Time Requirment (SecƟon X.II.A.2)
The contractor must be able to deploy a paramedic 24/7 with a maximum two-hour response Ɵme to any locaƟon requested.
•If extended travel and/or commercial airline transportaƟon is required, a two-hour response Ɵme may not be feasible. Please confirm expectaƟons regarding long-distance or out-of-state response requests.
The expectaƟon based on the solicitaƟon is a maximum of two-hour response Ɵme to conform to mission requirements.
5. ImmunizaƟons (SecƟon X.II.N)
The contractor must ensure all personnel have required immunizaƟons and a tuberculin skin test.
•Can the Government specify the required immunizaƟons?
ImmunizaƟons are based on current public health orders from the Government.
•Will a QuanƟferon blood test be accepted in lieu of a tuberculin skin test, parƟcularly for personnel with a past posiƟve skin test or those who have received the BCG vaccine?
Chest x-rays and quanƟferon blood tests are acceptable.
6. Background InvesƟgaƟons (SecƟon X.II.Q)
All Contractor personnel are designated as low risk and subject to a Tier 1 invesƟgaƟon.
•What is the expected Ɵmeline for compleƟon of this screening?
Contractors will have to be escorted by law enforcement personnel unƟl background is completed. The preference would be the background be completed prior to beginning work.
•How far in advance must a paramedic be submiƩed before he or she is authorized to work?
As early as possible.
Combined Synopsis QuesƟons:
1. Equipment and Supplies
The synopsis states the contractor will provide all labor, equipment, supplies, and supervision;
however, SOW SecƟon X.I.D. indicates that all medical equipment and supplies are USMS-owned.
•Please confirm whether the medical equipment and supplies are provided by the USMS or the contractor.
All medical equipment and supplies will be provided by the USMS. Uniforms and idenƟficaƟon cards will not be provided by the USMS.
2. Background InvesƟgaƟon Fees (4(a)(i))
•Are costs associated with the background invesƟgaƟon process (e.g., fingerprinƟng) the responsibility of the contractor or USMS?
