About this file
This document is a Draft Performance Measures for the Legal Access Services for Reunified Families Program administered by the Executive Office for Immigration Review within the Department of Justice. The program requires a contractor to provide comprehensive legal access services to reunified families, with performance evaluated across eight key indicators.
The contractor must meet the following performance standards: submit all reports, plans, deliverables, and analysis on time with minimal rework (no more than one late deliverable per reporting period); conduct 90% of scheduled program sessions on time and compliant with immigration-related content requirements; respond to 95% of class member inquiries within established timeframes; ensure 95% of reviewed case files contain complete and accurate immigration-related documentation with no significant deficiencies; maintain zero substantiated confidentiality breaches of all records and communications; screen and refer 90% of eligible participants requesting pro bono legal support within established timeframes while ensuring 100% of volunteer legal representatives receive quality mentorship and support; and use contact information from EOIR and third-party referrals to schedule program participants for individualized legal services. Surveillance methods include 100% inspection of project management materials, monthly performance reports reviewed by the Contracting Officer's Representative (COR), file reviews, quality assurance audits, compliance reviews, and contractor self-reporting. All performance measures establish clear acceptable quality levels and define monitoring mechanisms to ensure contractor accountability and service delivery standards.
