About this file

This file is a Questions and Answers document providing government responses to 58 clarifying questions submitted by offerors regarding solicitation 15JPSS26Q00000058 for the Legal Access Services for Reunified Families (LASRF) Program.

The solicitation seeks a single nationwide contractor to deliver individualized legal services to eligible program participants across eight regional offices, with performance commencing on the date of contract award for a base period of 12 months followed by four optional one-year periods. The contract is a Firm Fixed Price award under NAICS 541110 (Offices of Lawyers), open to both for-profit and nonprofit law firms; nonprofit status is neither required nor preferred. The contractor must establish all eight regional offices and become fully operational within 90 days of award, though office space may be developed during this transition period using suitable private arrangements including shared, subcontracted, or co-working spaces provided confidentiality is maintained. Services include individualized consultations and counseling sessions, document preparation assistance for immigration filings with USCIS and EOIR, re-parole and employment authorization support for qualifying family members, pro bono referral and placement, and outreach activities. The pricing schedule uses a fee-for-service model with firm fixed unit prices for 12 legal service items, with quantities in Attachment 2 provided for evaluation purposes only and carrying no guaranteed minimums; authorized travel costs are separately reimbursed at actual cost within Federal Travel Regulation limits. Evidence of service completion (such as USCIS filing confirmations) is required for invoicing, and a reconciliation process will occur at contract end to confirm participant receipt and service delivery. The contractor may file G-28 forms for document preparation but cannot provide representation, must include all third-party costs in fixed prices, may supervise non-attorney staff remotely if reachable within five minutes, and attorneys need not be licensed in states where regional offices are located provided they are licensed in any U.S. jurisdiction.

SOW: 7, 9 Section L requires submission of both a Transition-In and Transition-Out Plan with the proposal, while SOW Sections 7.1.1 and 8.2 require submission of these plans after award.

Later, DOJ requires that Offerors "use cross-references within the offer and provide a clear, consistent reference system by section, paragraph, page, etc. The cross-reference index is excluded from the page limitation of the offer."

Can the Government confirm that a Table of Contents is sufficient (and excluded from the page limits) so long as the Table of Contents reflects references to consistent section heading conventions? If not, can the Government clarify what is required for the cross-reference index? The Government confirms that the table of contents, list of tables or figures (if applicable), and list of appendices are excluded from the proposal page limitations as stated in the solicitation. A table of contents alone, however, does not satisfy the requirement for a cross reference index.

Offerors shall provide a clear and consistent cross reference system within their proposals to allow the Government to easily locate information responsive to the solicitation requirements. The cross reference index, whish is also excluded from the proposal page limitations, should identify where required information is addressed within the proposal by referencing the applicable volume, section, subsection, paragraph, page number, or other appropriate identifier Offerors may use their own format for the cross reference index, provided it enables the Government to efficiently locate proposal content and demonstrates alignment between solicitation requirements and the offeror's response.

Appendices must be clearly identified, organized, and submitted in accordance with the proposal submission instructions and evaluation criteria set forth in the solicitation. Inclusion of information as an appendix does not exempt the material from applicable page limitations or evaluation requirements.
26Solicitation at L, "Proposal Content, Evaluation Factor 1- Technical Approach (Volume I)"69The RFP states that "The Offeror’s Technical Approach shall be presented in the following order, with subsections and parts. Additional guidance is as follows:

The Offeror shall include a table of contents, cross referencing each SOW task to the applicable page number(s) within the proposal which addresses how the performance objectives shall be achieved."

Can the Government clarify where the table of contents should appear in Volume 1: at the beginning of the document, or after the technical narrative?

The Government clarifies that the table of contents required for Volume 1 shall appear at the beginning of the volume, consistent with the proposal formatting instructions. The table of content should provide the organization of the technical approach volume and include the required cross reference information identifying each SOW task and the corresponding proposal page number(s) where the task is addressed.
