About this file
This document is a Performance Measures specification for the Legal Access Services for Reunified Families Program administered by the Executive Office for Immigration Review within the U.S. Department of Justice.
The document establishes eight Performance Requirement Measures (PRS) with specific indicators, performance standards, and Acceptable Quality Levels (AQL) for contractor performance surveillance. Project Management and Reporting Requirements mandate that all deliverables be submitted on time, thorough, complete, and accurate with no more than one late deliverable per reporting period and only minor grammatical issues acceptable. Sessions for Program Participants must achieve 90% on-time delivery with compliance to content requirements. Response to Class Members Inquiries must reach 95% within established timeframes (10 business days maximum). Preparation of Immigration-related Documentation requires 95% of reviewed case files to contain complete and accurate documentation with no significant deficiencies. Maintain Confidentiality of Program Participants' Information requires zero substantiated confidentiality breaches, monitored through compliance reviews and contractor self-reporting. Pro Bono Matching and Mentorship requires 90% of eligible participants requesting pro bono support to be screened and referred within established timeframes, with 100% of volunteer legal representatives receiving quality support and mentorship. The Outreach performance measure requires the contractor to utilize contact information from EOIR and third-party referrals to schedule Program Participants for individualized legal services. All performance measures are monitored through methods including 100% inspection, monthly performance reports by the Contracting Officer's Representative (COR), file reviews, quality assurance reviews, and COR audits.
