Statement of Work
Background
The following background statement details the historical circumstances that led to the conception of the Federal Bureau of Investigation's (FBI) requirements described in this Statement of Work (SOW).
Background Statement
The FBI’s mission is to protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners; and to perform these responsibilities in a manner that is responsive to the needs of the public and is faithful to the Constitution of the United States.
The Laboratory Intelligence Unit (LIU) provides analysis of forensic exploitation to address the requirements of the FBI and the United States Intelligence Community (USIC).
The FBI's Laboratory Division has recovered and seized improvised explosives devices (IEDs) and related materials from the DoD for forensic and technical analysis in support of the ongoing war on terrorism. In December 2004 the Terrorist Explosive Device Analytical Center (TEDAC), located in Huntsville, Alabama, was formally established and given the mission of forensically and technically exploiting for evidentiary, investigative and intelligence purposes IEDs used by terrorists.

The following scope provides a broad description of the intended use of the services and/or products to be acquired in relation to the FBI's requirements described in this SOW.

The objective of this requirement is to provide operational intelligence services in direct support of the FBI Laboratory Intelligence Unit by conducting bulk and target exploitation, intelligence, and data analysis to be disseminated to FBI and USIC customers as appropriate
The contractor shall provide operational intelligence serivces provide raw intelligence tactical analysis, and operational analysis, as appropriate, to support LIU's intelligence functions and analytical needs, in furtherance of FBI investigations and operations.
Analytical functions include data exploitation, tactical analysis, raw intelligence, as well as threat and targeting analysis, as appropriate

Monthly Status Report
The contractor shall provide operational intelligence serivces provide raw intelligence tactical analysis, and operational analysis, as appropriate, to support LIU's intelligence functions and analytical needs, in furtherance of FBI investigations and operations.
Monthly, the 15th day of the following month by COB
Word, PDF, Excel spreadsheet shall include a narrative section describing the progress achieved during the reporting period, plans for the forthcoming reporting period(s), and any anticipated problems, including any required Government action. The hours expended during the reporting period for each labor category, Other Direct Costs, travel costs, any miscellaneous costs, costs expended to date, and remaining funds on the contract should also be included. The Monthly Status Report shall include details (to include description and cost) of items purchased during the reporting period and details (description, cost, and serial number) of hardware items received during the reporting period, if applicable.

The Contractor must perform satisfactorily and meet all terms and conditions of the contract, including staffing requirements, in order to obtain invoice approval and receive payment. The Contracting Officer can authorize partial payment for partial delivery/performance. To be clear, while the contract is firm fixed price, the contractor must provide the required number of personnel, currently 3, to receive the full payment listed under the CLIN. Failure to provide the required number of personnel shall result in a prorated reduction.
