This document is a Questions and Answers (Q&A) file for the FBI's Intelligence Analyst Support Services solicitation (RFP 15F06725R0000245). The solicitation is a total small business set-aside for intelligence analyst support services, requiring three contractor personnel across two labor categories: two Intelligence Analyst II and one Intelligence Analyst III positions. Key requirements include personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances, counterintelligence polygraph, and relevant intelligence analysis experience.

The Q&A document addresses 288 questions from potential offerors, covering topics such as past performance submission requirements, security clearance details, resume submission, pricing expectations, and contract-specific clarifications. Notable details include a 12-month base period with four option years, a potential 6-month extension, and a firm-fixed-price contract structure. The previous contract was held by Amentum Services under BPA call order 15F06720F0003317, with a total awarded amount of $2,677,382.40. The contract will require on-site support at Redstone Arsenal, with intelligence analysts performing operational intelligence services involving bulk and targeted exploitation, intelligence, and data analysis.

Intelligence Analyst Support Services

No. Referenced Document Page Paragraph/ Section/ Misc Offeror Question Government Response

1 Instructions to Offerors 10

14.4 FACTOR 4 – Past

Performance

Would the government consider a requested revision to Section 14.4 of the solicitation to allow past performance as a first-tier subcontractor or joint venture member? Limiting past performance to prime-only appears inconsistent with 13 CFR § 125.11 and Sections

15(e)(5) and 8(d)(17) of the Small Business Act, which require agencies to consider such experience for small businesses.

Yes, in accordance with 13 CFR 125.11, Past performance ratings for certain small business concerns, the Government will consider the past performance of small business concerns that have performed as first-tier subcontractors. The instructions to offerors has been amended to permit experience "as a prime contractor, member of a joint venture, or first-tier subcontractor."

However, as stated at 13 CFR 125.11(b)(ii), "A small business cannot identify and use as its own experience and past performance work that was performed exclusively by other partners to the joint venture."

2 Instructions to Offerors 10

14.4 FACTOR 4 – Past

Performance

Will the government consider offerer's subcontractor past performance (2 each) vs Prime

Past performance (2 each)? See the answer to Question 1 above.

3 Instructions to Offerors 10 14.4

Factor 4 - Past Performance references providing two relevant Past Performance experiences or contracts awarded as a prime contractor. Will the Government accept experience performed as a subcontractor if the experience is still relevant? The PPI sheet and PPQ both have options to mark that work was performed as either the prime or a subcontractor. See the answer to Question 1 above.

Instructions to Offerors &

Attachment C - PPQ 13 15.4

Factor 4 - Past Performance pass/fail/neutral rating states that a pass is contingent on providing at least three PPQs. Fail mentions two. However, Section 14.4 requires that the offeror to only provide two references. Can you clarify how many references are we required to provide?

Offerors are only required to submit two (2) relevant Past Performance experiences or contracts awarded within the past five (5) years. The Instructions to Offerors has been updated to reflect two (2) PPQs in Section 15.4.

Be sure to use the updated PPQ attached to Amendment P00001, which shows the correct points of contact.

Instructions to Offerors &

Attachment C - PPQ 6 Section 13.4

Attachment B limits the number of Past Performance Information Sheets (PPIS) to two, yet

Section 13.4 of the Instructions suggests at least three questionnaires (PPQs) must be submitted for a “Pass” rating. Can the Government confirm whether two or three past performances are required? See the answer to Question 4 above.

6 Instructions to Offerors 9 14.1 FACTOR 1 – SECURITY

Would the Government consider sponsoring a Facility Clearance (FCL) for an otherwise qualified Offeror whose owner and CEO currently holds the required Top Secret clearance level?

No, the solicitation requires Offerors to have an Active Facility Clearance (FCL) at the time the

Offeror submits its offer.

7 Instructions to Offerors 9 14.1

The Government requested details on the Offeror’s practices for access to, control of, and storage of classified material. Can the Government confirm that the Offeror will not need classified storage at the contractor's facility for this contract and that all classified storage will be at the Government's facility?

Offerors must have an Active FCL at the time the Offeror submits a quote. Additionally, the

Offeror's Security submission (Vol. I) must explain its practices for accessing, controlling, and storing classified material. (see Section 14.1, page 9)

Instructions to Offerors &

Attachment A - SOW 5 7

With regard to the Contractor Project Manager (CPM), does the CPM also need to serve as the Intelligence Analyst III, as noted in the Statement of Work? Can the Offeror propose a separate CPM?

The correct position is Contractor Program Manager (CPM). The Intelligence Analyst III will fill this role as identified in the SOW.

9 Instructions to Offerors 5 7

If the CPM and the Intelligence Analyst III are separate individuals, does the CPM need to be on-site or can the CPM work from the contractor's facility with full availability?

The Statement of Work reflects the Government's need for on-site support from the Labor

Categories and roles stated. All offers will be evaluated according to the requirements explicitly stated in the solicitation, statememt of work, and all other attachments.

10 Instructions to Offerors 10 14.4

Since the Offerors are limited to two relevant past performance experiences/contracts, can the Government confirm whether it would evaluate a prime contractor experience that is more relevant in contract type/management and less relevant in work scope higher than a subcontract that is more relevant in work scope and less relevant in contract type/management?

The Government will evaluate past performance in accordance with the criteria stated in

Section 15.4: Recency, Relevancy, and Quality.

11 General

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

Yes, the previous contract was awarded to Amentum Services under BPA call order

15F06720F0003317. The total awarded amount was $2,677,382.40

12 General Can the Government provide an estimated budget for this effort? No

13 Attachment H - ARQ and KMPL What Factor should Attachement H be submitted under?

The Instructions to Offerors has been updated to provide instruction for the submitting the

ARQ and KMPL. Use the same naming convention in 13.0 to name the completed file.

Additionally, this update includes instructions for password protecting documents containing

PII.

14 Attachment F - Resume Template What Factor should Attachement F - Resumes be submitted under?

Résumés are to be submitted under Factor 3, Volume III, using the résumé template

(Attachment F) for all proposed candidates. Please limit résumés to two (2) pages and use the same naming convention prescribed in Section 13.0. Offerors should submit résumés as separate attachments.

Factor 3 has been updated to require the use of Attachment F when submitting proposed candidates for each position.

15 Attachment F - Resume Template

Should resumes (attachement F) be incoporated into the Management volume Staffing

Plan Section or included as attachements as an appendix? See the answer to Question 14 above.

16 Attachment F - Resume Template Can the Government define how resumes will be wieghted and evaluated?

Résumés are not required to be submitted with the Offeror's Management Approach at the time of proposal submission. The Government will evaluate the Offeror's plan, strategy, and timeline for staffing the contract and filling vacancies. The résumé template must be used if the

Offeror is proposing candidates for the labor cateogies.

Attachment B - Past Performance

Information Sheet 1-3

Can the PPIS text boxes under Sections C, E, F, and G be modified to expand with text? At this time, the text boxes do not extend with additional text past their current shape.

Yes, feel free to expand the text boxes as needed (or replace with text). However, the PPI should not exceed the three pages provided in the Word document.

18 General

Can the Government provide a list of the current tools and technologies utilized by the

LIU?

No. Revealing the tools, technologies, or information the Government uses to conduct intelligence analyses could reveal the FBI's methods and mean, which would jeopardize classified programs. Furthermore, the Government will evaluate each Offeror's technical capability to meet the requirements explicitly stated in the Statement of Work.

19 Instructions to Offerors 9 Factor 1 - Security

The RFP states that the security submission shall include the following: "Description of processes and procedures that will be applied to the requirements of this submission."

Can the Government please clarify the specific processes and procedures it expects to be addressed in the Security volume, and how these differ from the "The Offeror’s security processes for personnel security, including management of clearances." and "The Offeror’s practices for access to, control of, and storage of classified material." submission requirements.

While the Government expects Offerors to address the security processes and practices for personnel security, managing personnel clearances, and controlling/storing classfied information, the Government does not know if there are any other security processes or procedures the Offeror implements to will affect or pertain to this requirement. The

Government expects Offerors to identify and describe such processes and procedures, as applicable.

20 Instructions to Offerors 9 Factor 1 - Security

The evaluation criteria for the Security Factor state "The Security submission will be evaluated on a pass or fail rating system. Failure to receive a passing rating for this factor will disqualify the proposal package from competing for this requirement. The security proposal will be evaluated for the following:

Pass: Offeror possesses a TS FCL at time of quote submittal.

Fail: Offeror does not possess a TS FCL at time of quote submittal." However, the RFP also requests detailed information on personnel clearance processes, classified material handling procedures, polygraph program participation, and security-related assumptions.

Can the Government clarify how these additional security elements will be evaluated as part of the proposal review?

Please reference "FBI-0005 Provision for Security Evaluation Factor (OCT 2024)" in the attached

SF1449. Simply put, the proposal either addresses each of the additional security elements to the Government's satisfaction (pass) or it does not (fail). The Instructions to Offerors document has been updated to clarify the Pass/Fail rating for Security.

21 Instructions to Offerors 10 Section 14.4

Section 14.4 FACTOR 4 – PAST PERFORMANCE, it states "This Volume may include experience narratives with each Questionnaire, through which the Offeror describes the work performed and applies its relevance to this requirement. These narratives are not to exceed two (2) pages each." Can the Government clarify where within the Questionnaire the 2 page narratives are to be written?

In addition to the PPQs that assessors submit on the Offeror's behalf, the Offeror can submit a narrative for each reference that describes the work performed and explain the project's relevance to this requirement. It's at the Offeror's discretion to determine where to include the narrative within the

22 Instructions to Offerors 5 & 12

The ITO states on page 12 that "The Government will evaluate all Offerors to ensure they have an active TS FCL" (Top Secret Facility Clearance Level). However, on page 5, it states

"personnel and their sub-contractors assigned to this contract shall have Secret Security

Clearance at time of contract award". Question: "Is a Top Secret Facility Clearance Level

(TS FCL) required for the company, while personnel need Secret clearances, or are both

Top Secret clearances required? Please clarify the exact security clearance requirements for both the company facility and individual personnel."

Section 12.0 has been updated to reflect Top Secret Security Clearances; however, this section does not change the security clearance requirements for each labor category or the facility clearance requirements.

23 Instructions to Offerors 10 & 12

The ITO on page 10 states "provide two (2) relevant Past Performance experiences".

However, on page 12, it states "At least three PPQs exhibit recent and relevant past experience" for a "Pass" rating. Question: "The ITO instructions request submission of two past performance examples, but the evaluation criteria indicate that 'at least three PPQs' are required for a 'Pass' rating. Please clarify how many past performance examples are required, and how offerors will be evaluated if only two examples are submitted as instructed." See the answer to Question 4 above.

24 Attachment A - Statement of Work 5-6

The SOW lists specific education and experience requirements for Intelligence Analyst II

(Bachelor's degree, 3 years USIC experience) and Intelligence Analyst III (Bachelor's degree, 5 years USIC experience). However, the SOW also mentions "Experience (in place of education): At least five years of experience" for both positions. Please clarify if the

'Experience (in place of education)' option allows candidates without Bachelor's degrees to qualify solely based on having at least five years of experience. If so, does this replace only the education requirement or also the specific USIC experience requirements?

The Statement of Work has been updated to identify the experience in place of education alternatives.

25 Instructions to Offerors 5 & 12

On page 12, the ITO states "Offerors shall not submit a price for the extension under

52.217-8." Yet on page 5, the CLIN structure includes CLIN 5001 for the 6-month extension. Question: "There appears to be conflicting guidance regarding pricing for the

FAR 52.217-8 extension. The CLIN structure includes CLIN 5001 for this period, but elsewhere the ITO states we should not submit pricing for this extension. Please clarify whether offerors should or should not include pricing for the 6-month extension period in their proposals."

The Instructions to Offerors, Section 15.5 has been updated to clarify the Government's requirements for the 6-month extension.

26 Attachment F - Resume Template 12

Section 18.0, Attachment F –

Resume Template listed but not discussed

The solicitation includes Attachment F (Resume Template), suggesting resumes may be required. However, the Instructions to Offerors do not reference resumes under any specific evaluation factor or proposal volume. Are Offerors required to submit resumes as part of their proposal? If so, please specify which volume they should be included in and how many resumes are required (e.g., one per labor category, for key personnel only, or all proposed staff). See the answers to questions 14 and 16 above.

Instructions to Offerors &

Attachment C - PPQ 10 & 13

Section 14.4 vs. 15.4 –

Inconsistent guidance on number of PPQs

Past Performance Submission Count

Section 14.4 requests two past performance examples, but Section 15.4 states that at least three Past Performance Questionnaires (PPQs) are required for a passing rating.

Should Offerors submit two or three past performance examples and PPQs to be fully compliant with the solicitation requirements? See the answer to question 4 above.

28 Attachment A - Statement of Work 4-6

“Personnel Requirement 1” and “Personnel Requirement

2” – LCAT Qualifications for

Intelligence Analyst II and III

Labor Category Qualifications - The qualifications for Intelligence Analyst II and III are detailed in Attachment A (SOW), but the solicitation does not explicitly state whether these are minimum mandatory requirements for proposed personnel. Are the qualifications outlined in the SOW for Intelligence Analyst II and III considered minimum mandatory requirements, and must the Offeror demonstrate compliance with these qualifications in the proposal? If so, in which volume should this be addressed?

The personnel requirements explicitly stated in the Statement of Work are minimum requirements by which the Government will evaluate all offers. Section 14.3 of the Instructions to Offerors has been updated to clarify how Offerors must demonstrate their ability to recruit and retain the necessary personnel to meet all minimum requirements. This update also requires Offerors to use the résumé template (Attachment F) to propose candidates for all labor categories.

29 General N/A

To allow industry to review/address Government's responses to questions, would the

Government extend the proposal deadline? Yes, the solicitation will be extended with the release of Amendment 00001.

30 General N/A

Would the Government share the incumbent contractor's period of performance, level of effort, and staffing level? Contract # 15F06720F0003317 Period of Performance is 9/30/24 - 9/29/25

31 Instructions to Offerors 10 14.4

To promote greater small business participation, would the Government consider revising the requirement for two past performance references as a prime contractor to instead allow at least one reference to be as a subcontractor, consistent with the approach provided in Section 14.2 'Technical Capability'? See the answer to Question 1 above.

32 Instructions to Offerors 13 15.4

Would the Government confirm that only two PPQs are required to obtain a 'pass' score on Factor 4 - Past Performance, as required in section 14.2? See the answer to Question 4 above.

33 Attachment F - Resume Template N/A

In reviewing Attachment F – Resume Template, would the Government confirm if offerors are required to submit resume templates for their proposed candidates? If so, would the

Government clarify which factor they will be evaluated under, alongside how the resumes will be evaluated? See the answers to questions 14 and 16 above.

34 Attachment F - Resume Template N/A

If Attachment F – Resume Template is required at the time of proposal submission, would the Government clarify where offerors should include it? Should it be submitted as a standalone document or in the technical volume, and will it be excluded from the page count? See the answers to questions 14 and 16 above.

35 Attachment A - Statement of Work 4

Projected Personnel Staffing

Range

In Attachment A - Statement of Work_Intelligence Analyst Support, the Government states "This contract will require between 2 and 3 contractor personnel". Would the

Government confirm that this requirement is for two (2) Intelligence Analyst II and one (1)

Intelligence Analyst III?

The Government's requirement is for three (3) contractor personnel from two (2) labor categories: Intelligence Analyst II (2 billets) and Intelligence Analyst III (1 billet). The Statement of Work has been updated to clarify the Staffing Range.

36 Attachment A - Statement of Work 4 Personnel Requirements

Would the Government confirm whether they will sponsor counterintelligence polygraphs? Or must candidates already have an adjudicated counterintelligence polygraph?

Candidates must already have an adjudicated counterintelligence polygraph prior to being placed on the contract and onboarding.

37 Instructions to Offerors 10 14.4.1

Would the Government confirm that offerors must place completed PPIS' in its Past

Performance Volume as one contiguous volume, as opposed to separate attachments? If so, would the Government confirm if PPIS' count towards the 10 page count allocated to the Past Performance Volume?

The PPIs are part of Volume 4 - Factor 4 Past Performance. The documents should be returned to the Government as one continuous Volume.

38 Instructions to Offerors 10 14.4.1

The Government states "Offeror shall also provide a brief narrative describing the relevance of each contract to the proposed acquisition". Would the Government confirm that this is referencing Sections C and G of the PPIS, and not separate narratives? See the answer to question 21 above.

39 Instructions to Offerors 7 13

The Government states "The Offeror is required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements". Does the Government require offerors to submit Annual

Representations and Certifications (Reps and Certs), and would the Government accept a statement saying the offerors Reps and Certs are available on SAM? If so, would the

Government want this in the cover letter? Offerors must adhere to all solicitation requirements, terms and conditions, and instructions.

40 Instructions to Offerors 14 18

If Attachment H – Acquisition Risk Questionnaire and Key Management Personnel List is required at the time of proposal submission, would the Government clarify where offerors should include it? Should it be submitted as a standalone document or in the security volume, and will it be excluded from the page count? See the answer to question 13 above.

41 Attachment A - Statement of Work 5

Required Experience (years of experience/certification(s)/sp ecialized experience)

For the Intelligence Analyst II Labor Category requirements, the Government states "A minimum of three years of intelligence analysis work experience in the USIC writing raw and/or tactical intelligence products." However, under 'Required Exeprience' it states at least five years of experience. Would the Government confirm that three years in intelligence analysis work is required and that the five years experience is in reference to

Microsoft Suite products?

The Statement of Work has been updated to clarify the minimum required experience for each labor category.

42 Attachment A - Statement of Work N/A

Would the Government consider years of experience in lieu of a Bachelor's degree? If so, what would the Government's threshold be?

Example:

Associate's and 7 Years of Experience

High School Diploma and 9 Years of Experience See the answer to question 24 above.

43 Instructions to Offerors 8 13

Per the instructions, Offerors are to include their GSA Contract Number on the cover letter. Please confirm this is not needed as this effort is not being solicited under a GSA contract vehicle.

A GSA Number is not needed. The Instructions to Offerors have been updated to reflect this change.

44 Instructions to Offerors 2

Per SAM.gov , the SF1449, and page 3 of Instructions to Offerors state this solicitation is

100% set aside for Small Businesses, however, page 2 of Instructions to Offerors states

"This Request for Proposal (RFP) is being conducted under full and open competition."

Please confirm this is a total Small Business Set-Aside procurement. This RP is being solicited as a Total Small Business Set-Aside.

45 Instructions to Offerors 5 7

Please confirm the Contractor Project Manager (CPM) should be the Intelligence Analyst III labor category and the Alternate CPM should be one of the two Intelligence Analyst II and that the CPM and Alternate CPM are not additional labor categories.

Yes. The primary Contractor Program Manager (CPM) will be the Intelligence Analyst III and the

Alternate CPM should be one of the two Intelligence Analyst II positions. The CPM and

Alternate CPM are not additional labor categories.

46 Instructions to Offerors 3 & 7 12

Per page 3 of Instructions to Offerors, "Intelligence Analysts working on this contract will require a Top Secret-Sensitive Compartmented Information (TS/SCI) security clearance."

However, per Section 12.0 of Instructions to Offerors, "On a case-by-case basis, personnel and their sub-contractors assigned to this contract shall have Secret Security Clearance at time of contract award and must be able to maintain the clearance while employed under this contract. All contractor personnel that require unescorted access to FBI facilities will have a Secret clearance, and work under this contract will be Law Enforcement Sensitive or higher classification." Please confirm the level of clearance required for all personnel.

Section 12.0 has been updated to reflect Top Secret Security Clearances. Please refer the SOW for the specific clearance level for each labor category.

47 Instructions to Offerors 10 & 13 14.4, 15.4

Per Section 14.4 Offeror's are to use "the attached Past Performance Information Sheet

(Attachment B) and the Past Performance Questionnaire (Attachment C), provide two (2) relevant Past Performance experiences or contracts [...]". However, per Section 15.4

Offerors will receive a Pass rating for Past Performance for "at least three PPQs [...]".

Please confirm only two (2) PPQs are required and Offerors can receive a Pass rating with two (2) PPQ that exhibit recent and relevant past experience with an overall rating of at least satisfactory in most categories. See the answer to Question 4 above.

Instructions to Offerors &

Attachment C - PPQ 11 14.4.3

Please clarify who PPQs should be submitted to. The RFP instructions state "Contracting

Specialist, Derek Sampson at dsampson@fbi.gov and the Contracting Officer, Stevon

Walker at swalker4@fbi.gov" while the PPQ instructions (Attachment C) state

"swalker4@fbi.gov and mjfinamore@fbi.gov". The PPQ (Attachment C) has been updated to reflect the correct points of contacts.

49 Instructions to Offerors 10 14.4

Should PPIs be submitted as a stand-alone document or as part of Volume 4 Factor 4 Past

Performance? See the answer to question 37 above.

50 Instructions to Offerors 9 14.1

In the instance where Offeror's proof of an Active Facility Clearance is marked as CUI please confirm how Offerors shall submit this document to the government.

When sending documents marked CUI, the Offeror should use the most appropriate method for transmitting CUI to the Government, such as sending a password-protected document, encrypt email, signed notification letter from FSO, etc. The key is to communicate the method that will be used to transmit the CUI material.

51 Instructions to Offerors 10 14.4

Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime contracts but fall under a broader corporate umbrella.

Recognizing that such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of affiliate companies where the Offeror’s proposal demonstrates that the resources of the affiliate

(e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. Please reference Decision File B-418486; B-

418486.2; B-418486.3 (Inquiries, Inc., May 27, 2020) where the GAO states, “An agency properly may attribute the experience or past performance of a parent or affiliated company to an offeror where the firm’s proposal demonstrates that the resources of the parent or affiliate will affect the performance of the offeror…The relevant consideration is whether the resources of the parent or affiliated company--its workforce, management, facilities or other resources--will be provided or relied upon for contract performance such that the parent or affiliate will have meaningful involvement in contract performance.”

Would the Government please confirm that Offerors may cite the past performance and experience of an affiliate company's Prime contract so long as the Offeror demonstrates how the resources of the affiliate will meaningfully contribute to the performance of the opportunity? If question 1 is confirmed, will the Government please also confirm that affiliate past performance information will count towards the relevant references allowed for the Offeror? See the answer to Question 1 above.

52 Instructions to Offerors 14 18

Attachment H – Acquisition Risk Questionnaire and Key Management Personnel List was included as part of the solicitation, however, submission instructions were not provided.

Please provide instructions as to how Offerors should submit Attachment H to the government given the sensitive information that would be contained in the Attachment. See the answer to question 13 above.

53 General N/A

Can the Government please provide a draft DD254 with the solicitation documents in order for Offerors to accurately understand the security requirements associated with this contract? No

Instructions to Offerors &

Attachment C - PPQ 10 14.4

PP section 14.4 states "provide two (2) relevant Past Performance experiences or contracts awarded within the past five (5) years providing" the evaluation criteria 15.4 states: "At least three PPQs exhibit recent and relevant past experience with an overall rating of at least satisfactory in most categories rated by the reference" . Which is correct? See the answer to question 4 above.

Instructions to Offerors &

Attachment C - PPQ 8 13 states a ten page limit to the security volume "Factor 1 – Security .pdf

Vol_1_Security_Company Name 10" In the Attachment G SF1449 it states 25 page limit

"The security proposal should be submitted as a separate document/file from the cost and technical proposal and has a twenty-five (25) page limit which includes all tabs, dividers, cover sheets, etc. Which is correct?

Provision FBI-0005 is a standard clause that's not tailorable, but to ensure consistency and reduce confusion, the Instructions to Offerors has been updated to reflect a 25-page limit for the Security submission. However, the page limit does not mean minimum page count. It represents the maximum page count.

56 Attachment A - Statement of Work 5 Requirement 1

Intelligence Analyst II under responsibilities it states: "(U) A minimum of three years of intelligence analysis work experience in the USIC writing raw and/or tactical intelligence products.: Under the PWS Personnel Requirement 1 under Required Experience it states:

“At least five years of experience." We believe it should be 3 years of experience since

Personnel Requirement 2 is consistently 5 years for an Intelligence Analyst III. Which is correct? See the answer to question 41 above.

57 Attachment F - Resume Template Resume Template

We received a resume template in the document distribution and am unable to identify instructions for use for our Task Order response. Are we to submit representative resumes with our response? See the answers to questions 14 and 16 above.

58 Attachment A - Statement of Work 5 Responsibilities

Can the FBI expand on systems, tools, etc these analysts will utilize or have experience with? No

59 General Misc

Is there an incumbent currently providing this work? If so, can you please provide the contractor name, the contract number and value? See the answer to Question 30 above.

60 Instructions to Offerors 10-11 Section 14.4

Given all of the personnel changes in the government and how difficult it is proving to get

PPQs signed because the COs are no longer there, will the government accept CPARs in lieu of PPQs?

The Instructions to Offerors requires Offerors to provide all available CPARS in addition to the

PPIs and PPQs, not in lieu of. However, if an assessor does not return the PPQ to the points of contact identified on the PPQ, this will not reflect negatively on the Offeror. Evaluators will simply use the Past Performance information that's received.

61 Instructions to Offerors 3 Sections 3 & 13 Please confirm that the Key Personnel are required to work on-site full time in AL. Yes

62 Instructions to Offerors 9 14.1 Factor 1 - Security

Could the Government please provide more details as to the meaning of, "assumptions on which the contractor based the security proposal" on the basis of which FBI security policies? Could those policies please be released for this RFP? Without additional background and context, it is hard to know what additional information that we should base assumptions on. See the answer to question 20 above.

63 Instructions to Offerors 10 & 13

14.4 Factor 4 - Past

Performance & 15.4 Factor 4 -

Does the statement above regarding invoicing relate to whether the contractor has provided two or three personnel, and, if surging from two to three, or vice versa from three to two, how much advanced notice will be given by the government of the need for the additional or reduced analyst? Would the government consider changing the language from "fully staffed" to "staffed" in the event that a partial FTE is desired? See the answer to question 35 above.

Government please confirm that this is allowed on this effort?

Yes; however, instead of leaving fields blank, please state "See PPQs" so that the Contracting

Officer knows that additional information is forthcoming or needs to be verified.

Section states that the COR is responsible for ensuring the Contractor only submits invoices against positions that are fully staffed. Can the Government please clarify their intent of this statement and how it will be applied against a FFP contract?

A firm-fixed-price (FFP) contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. However, the contractor must perform satisfactorily and meet all terms and conditions of the contract, to include staffing requirements. The Government will not payout invoices for vacant positions or portions of the contract requirements that the Contractor did not fulfill/deliver as required in the Statement of Work.

89 Attachment D - Pricing Template Labor Labor

What facility and personnel clearance levels are required? See the answer to question 46 above.

91 Instructions to Offerors 8 Page Limit

Given that this is a 3 FTE contract and the SOW has 1 task area, we recommend the

Government reduce the page limit for the technical volume.

Page limits simply mean the maximum number of pages, not minimum. The Government has not established minimum page limits for any volume. Offerors may provide up to the total number of pages established by the page limits, but shall not exceed the page limit count.

Additionally, the Government has not implied that the page limits should be equally divided between references.

92 Instructions to Offerors 8 Page Limit

GSA Contract Number preclude a bidder or limit any other offerings? See the answer to question 43 above.

95 Instructions to Offerors 10

Section 14.3 – Factor 3:

Management Approach

Under Factor 3 – Management Approach, the RFP requires a "Comprehensive Staffing

Plan" for the labor category identified in the SOW. Can the Government confirm whether

Offerors are required to propose named personnel and resumes, or if the Staffing Plan should only address the strategy for recruiting, validating, and retaining qualified candidates?

Please reference the instructions for the Management Approach as stated at section 14.3. This section was updated to clarify the use of the résumé template (Attachment F).

96 Instructions to Offerors 12 Section 15.5 – Factor 5: Price

Can the Government confirm whether Offerors may apply escalation factors to option year pricing, and if so, whether there are any restrictions or assumptions Offerors should follow regarding annual escalation across the base and option years?

The Government will not dictate how Offerors price their proposals; however, the use of escalation rates for option years is common.

97 Instructions to Offerors 14

(Attachment F: Resume

Template)

Can the Government clarify whether Offerors are required to submit resumes using

Attachment F (Resume Template), and if so, in which volume these resumes should be included? Additionally, are resumes subject to any page limits on their own? Finally, do resumes count towards the page count of the volume they are included with? See the answers to questions 14 and 16 above.

98 Attachment A - Statement of Work 2-4

Deliverables – Deliverable 1 through Deliverable 3

The Deliverables section repeats the same language under each of the three deliverables

"Task(s)" sections—Kickoff Meeting, Monthly Status Report, and Monthly Financial

Report—describing operational intelligence services rather than the actual content or scope of the deliverable itself. Can the Government confirm whether the description of each deliverable should be consistent with the format and content guidance later in the

Instructions to Offerors (e.g., narrative progress, financial breakdowns, labor hours), or if there is additional task-specific detail that will be provided?

The system used to develop the Statement of Work associates each deliverable with the task(s) from the previous Objectives section. These tasks do not provide guidance for the deliverable, rather the Deliverable's description is where Offerors will find specific guidance for each deliverable.

99 Attachment A - Statement of Work 5

Personnel Requirement 1 –

Intelligence Analyst II

For the Intelligence Analyst II position, the SOW requires a Bachelor's degree and ‘at least five years of experience’ but also lists a separate bullet requiring only three years of intelligence analysis experience in the USIC. Can the Government confirm whether a minimum of five total years of any professional experience is required, or if five years of intelligence analysis-specific experience in the USIC is required for IA II? See the answer to question 41 above.

100 Attachment A - Statement of Work 6

Personnel Requirement 2 –

Intelligence Analyst III /

Program Manager

The SOW identifies the Intelligence Analyst III as a Program Manager and lists both minimum and preferred qualifications. Can the Government confirm whether all minimum requirements must be met by the proposed individual to be considered compliant, and whether preferred qualifications (e.g., certified release authority, hard science background) will be used as evaluation criteria?

All offers will be evaluated based on the minimum requirements explicitly stated in the solicitation and its attachments. The Responsibilities for each Labor Category identifies minimum requirements. Preferred Experience is not required and will not reflect negatively during evaluations; however, having the Preferred Experience could be consider a strength or significant strength by evaluators.

101 Attachment A - Statement of Work 6

Personnel Requirement 2 –

Intelligence Analyst III /

Program Manager

Can the Government clarify whether the Intelligence Analyst III is expected to fulfill both operational intelligence analyst duties and program management responsibilities simultaneously, or if the Program Manager will be a standalone or TBD position like the previously issued RFI indicated?

The Intelligence Analyst III position is expected to fulfill both the analytical and program management responsibilities roles simultaneously.

102 Attachment D - Pricing Template LCATs

Row 1 – “Vailidity Statement”

(misspelled)

The ‘LCATs’ tab includes a field for a ‘Vailidity Statement’ but does not clarify whether this must be a specific duration, a formal certification, or a simple affirmation. Can the

Government confirm whether Offerors should use standard language (e.g., 120 or 180 days) and whether this statement will be evaluated or simply required for compliance?

The Government wants Offerors to identify how long their offer is valid, which should be at least 180 days.

The form has been update to correct the grammatical error.

106 Attachment A - Statement of Work 4

Projected Personnel Staffing

Range

Can the Government please revise SOW, Section "Projected Personnel Staffing Range" to state the contract will require 3 contractor personnel? This section conflicts with Section

107 Attachment A - Statement of Work 4 & 6 Polygraph Type
