SECTION C – DESCRIPTION/SPECIFICATIONS

C.1 GENERAL DESCRIPTION

The priorities of the FBI are to protect the United States from terrorist attacks, against foreign intelligence operations and espionage, cyber-based attacks and high-technology crimes, combat public corruption and criminal organizations, protect civil rights, combat white-collar and violent crimes, and to support federal, state, local, and international partners to successfully perform the FBI’s mission.

The FBI Police Officers are a pillar in executing the mission by enforcing laws and responding to criminal acts. The presence of officers improves security, response times, and public safety. In order to serve, officers must be properly outfitted with uniforms, which play an essential role in identifying law enforcement quickly and confidently. To ensure uniformity among new and current officers, only brand name products will be accepted for the specified items, and brand name or equal products will be accepted for the remainder of the items.

To be considered for award, contractors shall provide pricing for all products requested in Attachment 3 – Pricing Matrix. If a product becomes "End of Life," the new product replacing it shall be added to the contract once the Contracting Officer (CO) has negotiated the price and determined the price to be fair and reasonable.

C.2 BACKGROUND

FBI Police Officers play a key role in keeping FBI personnel and surrounding spaces secure. They provide service to those in their duty stations and travel, if necessary, to aid in times of crisis. In serving the mission, FBI Police Officers are responsible for providing public safety and maintaining order by responding to emergencies, protecting people and property, enforcing laws, promoting strong community relations, monitoring, reporting, and investigating suspicious persons and situations, and reporting to safety hazards and unusual or illegal activity.

The importance of uniformity is well established in law enforcement. A uniform appearance conveys authority and professionalism, and allows officers to be easily recognizable should a person need to quickly seek aid. For the officers’ safety, it is essential to have uniforms that are free from tears and to be replaced as needed.

It is standard for police departments to provide two types of uniforms to wear: dress uniforms (Class A) and a standard or tactical uniform (Class B). Uniforms may be altered by adding patches to create a variety of specialized uniforms such as Bike Patrol and K9 Handler. To meet the needs of FBI Police, multiple clothing articles will be available to the officers. These distinctions are standardized across the FBI, and easily identifiable amongst law enforcement.

RFP # 15F06725R0000235 Version 1.0 Page 9
