About this file
This document is a Clarifications, Questions and Answers file for the CJIS Dining Terrace construction project solicitation. The document provides critical clarifications and answers to 49 vendor questions covering project specifications, personnel requirements, demolition details, and submission guidelines. Key details include a 365-day project period of performance, requirements for United States citizen workers, a bid bond of 20%, and specific instructions for proposal submission. Vendors must submit proposals by 10:00 a.m. ET on June 09, 2025, with all workers subject to a Limited Access Request background check requiring American citizenship and a RealID license or valid US Passport. The project involves demolishing and reconstructing a dining terrace at the FBI's CJIS Division in Clarksburg, WV, with specific technical requirements for concrete removal, stair reconstruction, and site access.
Notably, the document clarifies several technical and administrative aspects, such as allowing the project superintendent to also serve as quality control manager and safety personnel, accepting OSHA 30 certification, and specifying that submitted project construction examples must be fully completed. Vendors are advised that no budget estimate will be shared prior to bidding, and project relevancy will be based on construction methods and scope of services rather than cost. The solicitation emphasizes precise documentation requirements, including 20-page limits for past performance submissions and specific guidelines for key personnel qualifications.
