The Federal Bureau of Investigation (FBI), Procurement Section, is issuing this Request for Quotation (RFQ) to solicit local vendors within the National Capital Region, interested in entering a Firm-Fixed-Price (FFP) contract for installation of a new CCTV headend, cameras and AIPHONE system at the FBI Cheverly Warehouse. This is a “brand name” or “equal to” requirement.

Contractors interested in competing in this effort may participate by submitting quotes per the procedures outlined in this RFQ. The Government reserves the right to terminate the RFQ at any time during the validity period.

Disclaimer: All costs associated with responding to this RFQ and attendance of a site visit shall be solely on the responding party’s expense.

1.0 GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial products prepared following the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested, and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. No partial quotes will be considered, and no partial awards will be made.

The North American Industrial Classification System (NAICS) code for this requirement is 561621, Security Systems Services (except Locksmiths), and the size standard is $22,000.00. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04. This requirement will be awarded on an all or none basis as a commercial purchase under FAR Parts 12 and 13 procedures.

This solicitation is being issued as a Request for Quotation (RFQ) and conducted as a total set-aside for small business concerns. This RFQ is set-aside for local businesses within the National Capital Region (NCR) only which includes Maryland, Virginia, and Washington DC. Any quote submitted by a contractor that is not a small business concern and not located within the specified NCR will not be considered for award nor be allowed to attend a site visit. Contractor shall be a registered small business at time of award.

2.0 SUPPLIES OR SERVICES

The FBI requests firm-fixed pricing for installation of a new CCTV headend, cameras and AIPHONE system at the FBI Cheverly Warehouse. Contractors are encouraged to visit the site to assess the needs before providing a quote.

The Contractor shall be responsible for providing product and services agreed upon between the Contractor and the designated FBI Technical Point of Contact (TPOC) in accordance with the terms and conditions of this RFQ and attached Statement of Work

(SOW).

If not the manufacturer, contractor shall be an authorized reseller of the products and services offered. Contractor shall provide proof such as an authorized reseller letter with quote submission.

The services requested in the attached Statement of Work under section 2, “Requirements” are anticipated to be the primary services necessary to perform the contract.

The Government reserves the right to add additional supplies and services if applicable and necessary under this contract.

The cost of the additional services will be absorbed on a case-by-case basis. An alternative method of payment such as a Government Purchase Card (GPC) may be used.

2.1 SITE VISIT

NOTE: Visits shall be approved by the Contracting Officer. Unapproved contractors shall be turned away.

The FBI Logistics Unit (LU) located in Cheverly, Maryland is seeking sources to assess and assist with the development and installation of a new warehouse security camera system replacing the current system. The LU invites local security installation companies located within the NCR to participate in a site visit of the warehouse to assess the unit’s security needs before submitting a quote. Not attending a site visit will not exclude a vendor from participating in this RFQ however, it is highly recommended to gain an accurate assessment.

Event Dates and Times:

Site visits shall take place Tuesday, September 5, 2023, through Tuesday, September 12, 2023, from 8:00am EST to 2:00pm EST. Site visits shall not take place on weekends. Visits shall be coordinate with the unit’s TPOC whose contact information will be given by the Contracting Officer (CO) after the following submittal information is received.

Site visits shall not be extended. The above noted dates and times shall be the only dates and times authorized for this requirement. Late inquiries shall not be considered.

2.2 SUBMITTAL INFORMATION

If your company has the potential capacity to provide the requested products and services, and located within the NCR stated above, please accept our invitation to visit the FBI, LU warehouse, and email the below listed required security information to CO Adelle Bolton at albolton@fbi.gov. Further instructions will be provided after receipt of the following.

Do not attempt to attend a site visit before approval has been giving by the CO.

Security submission requirement of all individuals attending the site visit:

• Three (3) preferred site visit dates and times (CO will reply with an approved date and time of visit)

Security submissions shall be submitted as soon as possible except for the last day, September 12, 2023. Security submissions shall be submitted no later than 9:00am EST on this day.

Government reserves the right to deny a site visit without cause. Should the FBI determine that the contractor is unsuitable to grant access to FBI space, the Government is under no obligation to provide additional information regarding the Security analysis as part of the process. Any additional Security information provided will be solely at the Government’s discretion and subject to all applicable security restrictions.

3.0 CONTRACT STRUCTURE

3.1 CONTRACT LINE-ITEM NUMBER (CLIN) STRUCTURE

The CLIN structure for this contract shall be as stated below. Please do not include pricing on the below chart. Contractors shall submit a quote using their company standard quote application/letterhead.

4.0 PERIOD & PLACE OF PERFORMANCE

The anticipated Period of Performance (POP) shall be twelve (12) months from date of award.

Services shall be performed at the LU warehouse in Cheverly Maryland. Address to be given after the required security information noted in the above “Submittal Information” section has been received by the CO.

5.0 SHIPPING & DELIVERY REQUIERMENTS

All shipping associated under this contract shall be FOB destination.

6.0 SECURITY REQUIREMENTS

Access to Federal Bureau of Investigation (FBI) Locations Performance under this contract will require access to an FBI location to provide the necessary service, product, or perform some other official function of interest to the FBI.

After contract has been awarded, names of the assigned personnel performing the work shall be provided to the Government. A limited background check will be conducted. All security requirements shall be handled by the contract COR.

Note: Please read terms and conditions noted below specifically U.S. Residency Requirements and Warrantless Searches.

7.0 QUOTATION REQUIREMENTS

Contractor shall provide the following:

• All quotes shall be firm-fixed-price.

• New product only shall be accepted.

• No grey market products shall be accepted. All products shall be intended for sale in

USA and come with a certified manufacturer’s warranty.

• Contractor shall be registered in SAM.gov as a small business at time of award and shall be considered small throughout the period of performance.

• Contractor shall be located within the specified NCR noted herein.

• Offers shall be valid for 30 calendar days from closing of posting.

• Services shall begin promptly After Receipt of Order (ARO).

Please include the following in your quote: Quote may be sent via your company’s standard quotation form but shall include the following information: Quotation No., Tax

ID #, NACIS Code, UEI No., Point of Contact with email and telephone information.

8.0 SUBMISSION OF QUESTIONS

Interested offerors shall submit any questions concerning this solicitation at the earliest time possible to enable the Buyer to respond. Question may be submitted to the attention of Adelle Bolton, Contracting Officer, at albolton@fbi.gov, no later than September 12, 2023, by 5:00 PM EST.

9.0 SUBMISSION OF QUOTATIONS

Quotations/offers and any accompanying information shall be submitted via email to the attention of the contracting officer Adelle Bolton at albolton@fbi.gov, no later than September 15, 2023, at 05:00pm EST. Quotations/offers sent via other means (i.e. via telephone call, etc.) will not be considered. Offerors are hereby notified that quotations received after the date, time, and location specified above will not be considered.

10.0 INVOICING REQUIREMENTS

All invoices shall be submitted through the electronic invoicing system, the Invoice Processing Platform (IPP). Contractor shall be registered in IPP. To learn more about IPP, please visit IPP.gov.

All invoices are required to have a unique identifying non-duplicable number, and reflect the contract number, task order number, list of services/supplies, delivery/performance date and contractor point of contact information (name, email, address, phone number, etc.).

It shall be the contractor’s responsibility to include the information required by this agreement on each invoice. If an invoice does not contain the above information, the Government reserves the right to reject the invoice as IMPROPER and notify the vendor within seven (7) days after receipt of the invoice. Resubmission of a PROPER invoice will be required.

Any requirement for resubmission for payment or contractor questions regarding payment should be directed to the COR or Agency Point of Contact under the agreement. All follow-up invoices (i.e., revised, resubmitted) shall be marked a s “REVISED”.

WITHHOLDING OF CONTRACT PAYMENTS

Notwithstanding any other payment provision of this contract, failure of the Contractor to submit required reports when due or failure to perform or deliver required work, supplies, or services noted in the attached SOW will result in the withholding of payments under this contract unless such failure arises out of causes beyond the control, and without the fault or negligence of the Contractor as defined by the terms and conditions of the contract. The Government shall promptly notify the contractor of its intention to withhold payment of any invoice or voucher submitted.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it ‘‘does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument’’ in the provision at 52.204–26, Covered Telecommunications Equipment or Services— Representation, or in paragraph (v) of the provision at 52.212–3, Offeror Representations and Certifications– Commercial Items.
