I have contacted the Gordian Support Group and specifically XXXX regarding the CPC Catalog to review and how to apply the wage revisions but to date, have not received the requested information. Please provide some direction on how these wage increases/changes are to apply annually and if available, receive a copy of the CPC Catalog.
The offeror must access JOC Federal to gain access to the Construction Procurement Catalog.
Attachment A in the solicitation – the Big Note – is also included in JOC Federal; the Big Note defines what labor is included in the published unit price, and what items should be considered in developing a coefficient. Published Unit
Prices, including the labor component, are different for each location. Each option year the published unit prices, including the labor component, will be updated in the CPC to escalate the prices.

B.3.2 Davis Bacon
Wage Rates
All The first is the applying of annual revised Davis Bacon
Wage Rate increases. Each of the four CLIN locations for 2018 have had multiple increases throughout this past year. The DC and Northern Va. Locations both have had nine (9) wage increases; West Va. Has had eight (8) increases; and Pocatello Id, five (5) increases for FY 2018. It is not clear how we would incorporate these annual wage changes within the coefficient parameters.
Wage rates are calculated as explained in the
Gordian Groups Big Note page 1. The wage rates developed by the Gordian Group are not based on just the Davis Bacon wage determinations but are developed by an average of prevailing wages and other factors based on location. The labor rates used in the Construction Procurement
Catalog are at least equal to and typically higher than Davis Bacon wage determinations, and are burdened as described in the Big Note. The successful contractor is responsible for ensuring they are utilizing the most current version of the
JOC Advanced Federal software by the Gordian
Group throughout the life of the contract.

It is understood that the Contractor is required to provide their own cleared Escorts. Should the
Contractor assume that all FBI JOC projects require
Escorts? If yes, should the Escort cost to be captured in the JOC Coefficient? If not, should the Escort cost be excluded from the coefficient and captured as a non-prepriced line item within the individual project proposal?
Please reference revised Solicitation Section page 3 and Scetion C pages 22 regarding Security
Escorts.

Question 14
Answer to question 14 Introduces a new requirement for the Project Manager that he/she holds a PMP
Certification from the Project Management Institute.
Initially the requirement only read “some project management training with completion certification”.
Most often, a Licensed Engineer (PE) is considered superior training to PMP, and most Project Manager positions require one or the other. Can this answer be rephrased to Licensed PE or PMP certified?
Both Project Management Professional and
Licensed Professional Engineer would be considered, however, individuals with certifications, such as, Project Management
Institute would receive greater preference in conjunction with relevant prior work experience.
