(EST). All proposals and materials have to go through the screening at the Cheverly facility prior to being delivered to the CO please allow for additional time. Hand carried proposals are not permitted at this facility. Early submissions are encouraged. The Government will begin validating proposals as they are received. The proposals will be validated against the validation checklist

Contractors shall have the flexibility to submit proposals for, multiple or a single service area reference in section B.1 of this Solicitation. If the contractor chooses to propose on multiple
Service Areas the contractor shall submit individual proposals per Service Area. Contractor’s proposals will be individually evaluated for each Service Area. If a Contractor chooses to propose on multiple Service Area each Service Area shall be submitted as a separate proposal.
For the purposes of the IDIQ evaluation, proposals shall only contain capabilities and experiences of the Offeror (with no proposed subcontractors or team members). IDIQ Proposals shall not propose nor contain capabilities and experiences of subcontractors, partners, or team members.
Please note that prior experience may have been gained by performing as a subcontractor. This requirement does not mandate that the Offeror demonstrate work performed solely as a prime contractor. Also, note that the Past Performance references may include performance of subcontractors to the Offeror under that past work.
d) Per FAR 19.301-1 (a) To be eligible for award as a small business, an Offeror must represent in good faith that it is a small business at the time of its written representation.
An Offeror may represent that it is a small business concern in connection with a specific
RFP if it meets the definition of a small business concern applicable to the RFP and has not been determined by the Small Business Administration to be other than a small business.
e) Proposals shall contain a clear statement that the proposal is valid for 150 days after the proposal submission date.
f) The Offeror shall state in all volumes any and all assumptions, deviations, and exceptions
(ADEs) taken to the terms and conditions of the RFP. ADEs to the terms and conditions taken shall contain sufficient justification to permit evaluation. Proposing ADEs will not automatically cause an Offeror to be deemed unacceptable. A large number or significant
ADE’s not providing benefit to the Government may result in rejection of the Offeror as unacceptable. This does not count against the page count in any volume.
g) Alternate Proposal – The Government will not permit alternate Proposals.
h) Brochures and Documentation – Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
i) Discussions (if required) – Any changes that result from discussions with the Offeror shall be accomplished by submission of amended page(s). Changes from the original page shall be indicated by a vertical line, adjacent to the change, on the outside margin of the page.
The Offeror shall include the date of the amendment on the lower right-hand edge of the page. The Offeror is reminded that the Government reserves the right to award this effort based on the initial Proposal as received, without discussions.
j) News Releases – Offerors shall make no news releases pertaining to the award of this effort without prior approval from the Contracting Officer.
k) Per FAR 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
l) Discrepancies – If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.

The volumes are designed to ease the FBI’s evaluation. Failure to comply with the Government’s instructions shall lead to the Offeror’s response being rejected and ineligible for award. Each volume shall be written on a stand-alone basis so that its contents may be evaluated with minimum cross-referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal.
L.2.1 PROPOSAL FORMAT
a) The Offeror shall provide both hard copy (i.e., printed) and softcopy (electronic) responses for all volumes as specified in table L-1 below.
Four (4) hard copies of each printed volume shall be provided. One hard copy shall be marked “Original”
All volumes are also to be provided as separate files.
b) Table L-2 below specifies the page limits the Government has set for each volume that
Offerors are required to submit. The page limits are maximums, not recommended lengths.
If page limitations are exceeded, the excess pages may not be read or considered in the evaluation of the proposal. Offerors are strongly encouraged to keep their responses focused and brief. Information outside what is required by the RFP is not encouraged. The cover page is not included in the page count; however, the cover page may not exceed one page. If this exceeds one page, the additional pages will be counted against the page count.

*Offerors should use their discretion on the allotment of pages in the Technical Volume for the subfactors when preparing their proposals. The page limit indicates the total pages allowed for that volume and section.
a) Font Sizes and Styles –
1. Word documents: Primary text throughout the Offeror’s proposal shall be a regular font style, e.g. Times New Roman, font size of 12. Only graphs, captions, and other inserts may use font sizes that differ from 12, however the font shall be no smaller than 10 point.
2. Spreadsheets: The pre-populated fonts and sizes for any government-provided spreadsheets are to be used.
3. Indexing/Page Numbers: Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. The Table of Contents does not count towards page counts. Each volume page shall have its own unique number.
4. Foldouts: Legible tables, charts, graphs, and figures shall be used whenever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics;

b) Volume Format – All volumes submitted by the Offeror will require the following format requirements:
1. All files shall be submitted in formats that are readable in Microsoft Office 2013.
2. No file shall be password protected.
3. CDs shall be labeled to indicate the RFP name, company name, CD number and date of submission.
4. The Offeror shall screen all CDs for computer viruses prior to submittal and attach a letter certifying each of them to be virus free.
5. All data included on the CDs shall also be contained in the hard copy.
6. If there are any discrepancies between the hard and soft copies, the hard copy will be used for evaluation.
c) Line spacing – Spacing between lines in all volumes shall be no less than 1-1/2 spaces.
d) The Price Data spreadsheets submitted electronically shall be in Microsoft Excel™ version
2013 and shall include all formulas. No spreadsheet to be submitted shall contain a macro.
No Price Data shall be contained in any Volume other than the Price Volume. The
Price Volume shall also contain a cover letter stating the business size of the Offeror.
L.3 FACTOR I – SECURITY
The Security factor is a gatekeeper for this RFP. In order to be considered for an award the
Offeror shall demonstrate possession of an active Defense Security Service (DSS) Facility
Clearance (FCL), at the “Top Secret” level. Should an Offeror not possess an active DSS FCL at the “Top Secret” level at time of proposal submission, the proposal will not be evaluated.
Appropriate evidence of an Offeror’s DSS FCL shall consist of a Facility Clearance Verification in Adobe PDF format from the Industrial Security Facilities Database (ISFD).

L.4 FACTOR II - TECHNICAL
The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation to substantiate the validity of stated claims in the Offeror’s proposal. Offerors shall submit the technical proposal to support the Contract requirements set forth in this solicitation for the IDIQ.
Legibility, clarity and coherence are very important. Offeror’s responses will be evaluated against the Technical Factor with three (3) Subfactors: Corporate Experience, Personnel Qualifications and Management Approach.
Reference Section M for Evaluation Details.
L.4.1 SUBFACTOR 1 - CORPORATE EXPERIENCE
Solicitation Submittal Requirements: Offerors shall submit a minimum of one (1), maximum of five (5) examples of recent and relevant projects similar in size, scope, and complexity, current or completed, within the last five (5) years. These projects have been performed by the offeror as a prime contractor, joint venture/team/partner member or as a subcontractor. If experience was as a subcontractor, then less credit may be given to the experience. If more than five (5) projects are submitted, only the first five will be reviewed in the evaluation.
The Offeror shall demonstrate relevant company construction work experience in handling multiple projects in one location by providing the following information for projects performed within the past five (5) years:
(1) Project titles, location and brief description including the building use and contracting method (design build, design bid build).
(2) Project owner and name and telephone number of owner’s contact person.
(3) Project Prime Contractor and Major Subcontractors and name and telephone number of contact person(s). Note each firm and managing persons (project manager/ superintendent/foreman as the case may be) also proposed for this solicitation.
(4) Project Statistics including start and completion dates (original vs. actual) for design and construction; cost (with brief explanation of what is included in the cost); square footage; foundation type; number of levels; any awards (prizes) received and safety records.
(5) Projects shall demonstrate a combination of relevant contracts that have an aggregate value of about $5,000,000 annually or more. The contracts may be for the U.S. Government or other clients.
The contractor shall attached a Relevancy Survey (Attachment N) to each Corporate Experience example. The Survey shall be relevant to the example.
L.4.2 SUBFACTOR 2 - PERSONNEL QUALIFICATIONS
The Offeror shall identify contractor personnel whose individual education, relevant work experience with Task/ Delivery Order based contracts and or Job Order Contracts, demonstrated performance including a description of the individual’s demonstrated success in continuous improvement, and leadership has prepared the individual for the proposed position in the JOC
Offer.
The Offeror shall demonstrate the relevant construction work experience performed within the past 3 years by proposed key project personnel. In addition, proposed Key Personnel shall meet the following minimum experience, education, training and certification requirements defined in
Section C.9 of this solicitation. Biographical data (resumes) shall include the following:
(1) Name of individual.
(2) Company employed by.
(3) Company position title.
(4) Years with the company.
(5) Describe work experience with projects that; were completed within the last three years, were government facilities and the company (by name) they worked for when involved in the project.
(6) An indication of which (if any) projects submitted under company experience
(Sub-factor 1 above) the individual participated in and what the individual’s responsibility was for that project.
(7) An indication of which other individuals submitted under Project Personnel
Experience this individual has worked with and the project they worked on together, noting if that project has been submitted under company experience (Sub-factor 1 above).
(8) Position that the individual will hold in regard to this contract/project team, description of duties and what percentage of the individual’s time would be committed to the project during the construction phases.
(9) Describe job related educational experience including degrees, certificates and granting institutions. Proposed candidates shall meet the minimum experience, education, training or certificate requirements defined in Section C.9 of this solicitation. Supply biographical data for key personnel for at least the following:
(Note if one individual is proposed for more than one position listed).
L.4.3 SUBFACTOR 3 – Management Approach
The Offeror shall provide a Management Approach Statement (MAS) demonstrating their ability to adequately address functions, responsibilities and authorities for performing such duties as overall project management, estimating, site superintendence, quality control, safety, administration and in-house trade capabilities. The MAS shall demonstrate capacity to prepare and submit for approval simultaneous and concurrent JOC Task Order proposals and capacity to perform, manage, coordinate and deliver numerous projects simultaneously timely and within a schedule provided by the COR. The Offeror shall provide the following information to demonstrate management approach:
(1) Project Delivery Philosophy - Include expectation statements concerning:
The proposal should demonstrate the quality control staff, with lines of authority, is adequate to meet the contract’s requirements.
If applicable, the support and interface with home office or corporate headquarters for such aspects as financial, management and technical support are adequately defined.
Provide Project Organizational Chart and Narrative - Include team members submitted under Project Personnel Experience above. Clearly describe the prime responsible firm (or firms if a J/V) and individuals as well as the roles and responsibilities of individuals proposed as consultants and sub-contractors.
Provide a list all consultants and all proposed major subcontractors, including telephone number, address, and name of contact.
(2) Bonding Capability – Provide the offeror’s total bonding capacity - current and available. Offeror shall submit a completed Surety Form (Attachment L).
(3) Financial Disclosure – Offeror to provide financial disclosure to be considered for award of a VA contract – (Attachment M)
(4) Provide the offeror's current workload and availability of adequate staff listed under Project Personnel Experience to manage the project. Include project schedules for current and pending projects, as well as the anticipated impact of this project on those schedules and staffing plans.
The proposal should address technical and administrative capabilities and plans for meeting Government requirements, and should address self-performance capabilities for prototypical projects.
(5) Provide Quality Assurance/Quality Control Plan. The proposal’s quality control discussion should adequately detail the offeror’s policy with regard to QC and how the offeror intends to achieve their standard. Describe elements for successful partnering, communication, commitment and conflict resolution. The
QC discussion should provide a detailed explanation of how quality issues are dealt with on various types of construction projects.
(6) Safety. The Offeror shall provide the following for the past five (5) years, see
OSHA website.
(a) OSHA Recordable Incident Rate
(b) OSHA Lost Work Day Incident Rate
(c) Federal, State, and Municipal OSHA citations
(d) Any laudable safety recognition(s)
L.5 FACTOR III – PAST PERFORMANCE
The Government will conduct an in-depth review of contractor’s past performance information.
This review will be based on information provided via the Past Performance Questionnaire
(PPQ) “Attachment D” by the offerors references not later than the date and time specified in the solicitation for receipt of proposals. Part 1 shall be completed by the offeror and Part 2 shall be completed by the offeror's reference. To be considered for award, completed past performance questionnaires shall be emailed to the designated contract specialist. If the contractor has no past performance history that is similar in size and scope of the proposed solicitation, the contractor shall note this in his or her proposal. Technical Capabilities and Past Performance are equal, and, when combined, are significantly more important than Price.
The contractor shall provide a Relevancy Survey (Attachment N) in Volume III for each Past
Performance project being submitted. The Relevancy Survey shall include a description of each project including, the size, scope, cost, and complexity associated with the entities furnishing responses to the FBI's PPQ. This description shall include the name, company, address, and phone number of the individual reference the offeror has sent the PPQ to. The contractor may also provide the overall outcome of the project(s) and any issues and how they were resolved.
This Volume limited to a page limitation of two (2) pages per project referenced for past performance.
The Past Performance Evaluation is accomplished by reviewing aspects of an offeror's present and past performance focusing on recency, relevancy, and quality. The Government reserves the right to use any and all other sources of information available to assess past performance including but not limited to CPARS, SAM, PPIRS and FAPIIS.
For purposes of this evaluation, relevancy is defined as construction work completed or ongoing during the three (3) years prior to the issuance of this solicitation similar to size and scope of the proposed contract.
Offerors shall be given the opportunity to address any negative or derogatory past performance information received during this evaluation. The Government may request clarification of adverse or incomplete past performance information.
Responsive Offerors will receive an Integrated Past Performance Confidence Assessment Rating based on the Offeror’s past and present performance as it relates to the probability of successfully accomplishing the required effort.
The Integrated Past Performance Confidence Assessment Rating consists of three components:
recency of the Offeror’s past performance, relevancy of the Offeror’s past performance, and quality of the Offeror’s past performance.
(1) Recency: Past performance information submitted by the Offerors will meet the recency requirement by not having concluded more than three years prior to the issuance date of this solicitation. The Government will not consider past performance information on an effort that concluded more than three years prior to the issuance date of this solicitation.
(2) Relevancy: The criteria to receiving a relevancy rating is to be based partially on a minimum value performed by the Offeror equaling or exceeding the magnitude of construction identified for this solicitation.
(3) Quality: Recent and relevant past performance information submitted by the
Offerors will be evaluated for quality, timely performance, management effectiveness, contract administration, compliance with safety standards, and overall performance as reported on the PPQs and in PPIRS, in order to assess the
Offerors’ ability to successfully complete the requirements of this solicitation. A separate quality assessment rating is not required; rather, the Integrated Past
Performance Confidence Assessment Rating is based on the Offeror’s overall record of recency, relevancy, and quality of performance.
(4) Unknown Past Performance: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the
Offeror will be determined to have unknown past performance and assigned a performance confidence rating of “Neutral.” The rating of “Neutral” confidence is treated neither favorable nor unfavorably.
Offerors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions.
Offerors are required to have past performance surveys completed by identified references and sent from the identified references, directly to the Contracting
Officer identified on the form, so that the surveys are received at the contracting office no later than the date and time established for receipt of proposals.
L.6 FACTOR IV– PRICE
The Offeror shall propose coefficient factors and multipliers, in accordance with Section B of this solicitation. The Offeror shall completely fill out all tables in the Excel Price Template for the IDIQ (see Attachment A), which will be incorporated in the IDIQ for the life of the contract.
Offerors are required to propose on all contract line items, for applicable FBI Service Areas, as solicited in the Price Schedule to be considered responsive to this RFP. As per provision 52.217-
5, Evaluation of Options, the Government shall evaluate all contract line items in determining the best value. Offerors shall explain the basis for development of the coefficients. The explanation shall, as a minimum, address the offeror’s perception of the accuracy of the unit price book (RS
Means Construction Procurement Catalog (CPC)) and the basis for any assumptions regarding expected volume (dollars) of work under the contract.
L.7 CONTRACT DOCUMENTATION – VOLUME VI
L.7.1 Executive Summary
The Executive Summary shall include company information and a summary of the offeror’s proposal. This portion may be utilized by the evaluation team to support its evaluation of each factor. However, any summary material presented here shall not be considered as meeting the solicitation requirements for any portions of other volumes of the proposal.
Company Information: The offeror shall provide:
Company Address, CAGE code, DUNS code, Tax ID, and size of business (large or small).
Mailing address, telephone and fax numbers and facility codes for the cognizant Contract
Administration Office, Defense Contract Audit Agency (DCAA), and Government Paying Office including the name, telephone and fax number for the Administrative Contracting Officer (ACO) if applicable.
Single point of contact and one alternate for all matters dealing with their proposal including name, position title, address, phone, fax number and email address.
Name and contact information for Facility Security Officer that is responsible for managing the Offeror’s facility and personnel clearance actions.
Proposal Summary: The offeror shall provide a top-level summary of their proposal suitable for describing their approach to Agency senior leadership.
L.7.2 Model Contract (SF1442)
The offeror shall provide a signed copy of the face page of the SF 1442 with the original signature of an official authorized to contractually bind the offeror in Block 30b of the SF 1442. The offeror must complete and submit the following sections within the RFP:

Offerors will complete representations, certifications, acknowledgments and statements via the
System for Award Management at https://www.sam.gov. A hardcopy shall be included in the
Contract Documentation volume. Any additional Section K information shall also be included in this section.

I have contacted the Gordian Support Group and specifically Neil Tuck regarding the CPC Catalog to review and how to apply the wage revisions but to date, have not received the requested information.
Please provide some direction on how these wage increases/changes are to apply annually and if available, receive a copy of the CPC Catalog.

The first is the applying of annual revised Davis Bacon
Wage Rate increases. Each of the four CLIN locations for 2018 have had multiple increases throughout this past year. The DC and Northern Va. Locations both have had nine (9) wage increases; West Va. Has had eight (8) increases; and Pocatello Id, five (5) increases for FY 2018. It is not clear how we would incorporate these annual wage changes within the coefficient parameters.

The PM shall have minimum of eight (8) years’ experience in job order contract type tasks, handle multiple job orders at the same time, maintain cost, schedule and risk levels in accordance with industry and Governmental standards. The way the RFP presently reads, it appears that we must describe the same projects in three different places and three different formats. The first description are points (1) to (5) in section L.4.1, the second description is that mandated by Attachment N that asks many of the same questions. The third description seems to ask the same questions once more in Section L.5. We would respectfully suggest that it would be better if Attachment N was submitted in Volume III as this attachment is essentially a 2 page project description and that Corporate experience in
Volume II be more focussed on the overall experience of the offeror rather than on the same projects used as demonstration of specific relevant experience.
