L.5 FACTOR III – PAST PERFORMANCE
The Government will conduct an in-depth review of contractor’s past performance information. This review will be based on information provided via the Past
Performance Questionnaire (PPQ) “Attachment D” by the offerors references not later than the date and time specified in the solicitation for receipt of proposals. Part 1 shall be completed by the offeror and Part 2 shall be completed by the offeror's reference. To be considered for award, completed past performance questionnaires shall be emailed to the designated contract specialist. If the contractor has no past performance history that is similar in size and scope of the proposed solicitation, the contractor shall note this in his or her proposal. Technical Capabilities and Past Performance are equal, and, when combined, are significantly more important than Price

The contractor shall provide in Volume III a description of each project including, the size, scope, cost, and complexity associated with the entities furnishing responses to the FBI's
PPQ. This description shall include the name, company, address, and phone number of the individual reference the offeror has sent the PPQ to. The contractor may also provide the overall outcome of the project(s) and any issues and how they were resolved. This Volume limited to a page limitation of two (2) pages per project referenced for past performance.
(4) Attachment B has been revised to reflect the appropriate CLINs for the corresponding
Service Area. Offeror are request to use revised attachment B entitled “Attachment B –
Pricing Schedule RFP #15F06718R0000099 REV 1 10.01.2018” for their price proposal.
(5) Incorporate the Government responses to questions received. The responses are attached to Amendment #1.

Projects be submitted in lieu of the new PPQ format requested ?
No, the only Past Performance questionnaire format that will be accepted is the format in
Attachment D entitled PAST PERFORMANCE
QUESTIONNNAIRE. In addition, responses to the
PPQ should only come from one responder from a single client.

A combination of relevant contracts that have an aggregate value of about $5,000,000 annually or more. A selection of projects from $50,000 to

4 94 L Proposal Due Date All
The proposal due date falls on a Monday resulting in logistical challenges for the hard-mailing the Friday before. Can the proposal due date be extended 1 day to Tuesday 10/16 allowing the mailing of the proposals on Monday for Tuesday delivery ?
The due date for proposals will be extended from Monday, October 15, 2018 to Thursday, November 1, 2018

Font size 12 with 1-1/2line spacing required. The line spacing in particular will impact length of texts and thus number pages liley conflicting with 30-page limit for Volume II

Proposals shall be submitted in Microsoft Office
2013 format unless the file is a Microsoft Excel
Spreadsheet that was provided by the FBI or an attachment that was provided in PDF. If a file requires a signature, then a PDF file is acceptable.

8 98 L.4.2 Personnel Resumes ALL
When submitting for allservice areas, can resumes of key personnel requested be the same submitted for all service areas?
If you are asking if all key personnel can be the same? The key personnel assigned to contract management may be the same, however, key peronnel outlined in Sections C.1.2 and C.9.1 of the solicitation are required for each IDIQ contract.
9 4 and 7 Section B B.3.3.4 and C.1.2. all
Request clarification that this is a Design-Bid-Build contract. Para B.3.3.4 emphasizes that the Coefficient will not include professional design and engineering services. However, para C.1.2 seems to require
"design" as part of the overall Contractor requriements.
There are no design services required. This is not a Design-Bid-Build, or Design-Build Contract.
10 2 B B.3.1 Pocatello?
"Only contractors proposing on CLIN 004 shall propose on CLIN 005 and 006 ". CLIN006 is not defined further in the RFP.

Solicitation Rev 1 10.01.2018" page 2 CLIN 006 is not included in the Solicitation "and 006" has been removed.
11 21 C C.9.2.1 Pocatello?
The RFP seems to indicate that a full time Project
Manager (CLIN005) is required for the Pocatello (CLIN
004) area. However the pricing sheet in Attachment B refers to a Washington, DC JOC area Project Manager.
Please clarify for which area a Project Manager is required.

Please clarify if Escorts will be managed and provided by the Gov't. Or does the Contractor need provide their own Escorts?
Contractor must provide their own cleared escorts.

"For the purposes of the IDIQ evaluation, proposals shall only contain capabilities and experiences of the
Offeror (with no proposed subcontractors or team members). IDIQ Proposals shall not propose nor contain capabilities and experiences of subcontractors, partners, or team members. " We are planning on submitting as a SBA approved, mentor-protege joint venture. Please comfirm that, in accordance with SBA regulations, the capability and experience of either the mentor or the protege is acceptable as experience of the Offeror.
The proposal must include the Capabilities and
Experience of both the mentor and the protégé to be considered an acceptable proposal. See
RFP Section L.4.1 for additional details.

Please clarify the intent of the double asteriks (**) in the Volume II section of the matrix. The single asteriks
(*) is regonized and understood by the footnote.

We are planning on submitting as a recently formed, SBA approved, mentor-protégé Joint Venture. We are planning on submitting the Surety Form and Financial
Questionnaire (Attachmetns L and M) for the members of the JV separately as they are not applicable to the JV itself. Please confirm that this is acceptable.
Confirmed, for Joint Ventures it is acceptable to submit Attachments L and M for both members of the Joint Venture. However, to be acceptable the proposal must include one from the mentor and one from the protégé.

Per the SF1442, the proposal requires 1 original, 4 copies and 2 CDs for each volume. Per page 95 of 114, Section L.2.1 Proposal Format, 4 hard copies of each printed volume shall be provided with one hard copy being marked original. Do we submit 1 original hardcopy and 4 copies as per the SF1442 or 1 original and 3 copies as per Section L?
Hard Copies: One (1) original and three (3) copies as per Section L shall be submitted; CDs:

Some of our Federal clients use CCASS/CPARS and will no longer fill in or submit PPQs. Are we allowed to submit CPARS to demonstrate past performance?
No. The number of questions being asked for a solicitation of this nature requires a more indepth listing of questions and understanding of the requirement.

Due to the nature of proposal work, we request PPQs from clients regularly. Some clients do not wish to fill in more than one PPQ for a project and will not fill in
PPQs after multiple requests. Are we allowed to submit previously received PPQs to demonstrate past performance?

Page 47 of 114, Section H paragraph H.2 states
""Except as specifically approved in writing, in advance by the Contracting Officer, the Contractor shall not subcontract any work procured hereunder." Per page
93 of 114, Section L, paragraph L.1 General
Instructions, "IDIQ Proposals shall not propose nor contain capabilities and experiences of subcontractors, partners, or team members." However we are asked to provide the names of subcontractors and phone numbers of all subcontractors (Section L.4.1) and include them on our org chart and team narrative
(Section L.4.3). Since this is an on-call JOC contract, we do not know all of the subcontractors that will be utilized for this contract. Do we need to include a list of potential subcontractors in our proposal?
The contractor is being requested to furnish with its proposal a listing of its primary subcontractors who will be furnishing services in support of the JOC. Following contract award there will be situations where the services of an unknown subcontractor will be required to meet the needs of the JOC. In those situations the contractor must obtain the written approval of the Contracting Officer before the use of a new subcontractor is permitted.

The instructions for the KMPL and Acquisition Risk
Questions states that the KMPL and Acquisition Risk
Questions must be included for the prime contractor and all proposed subcontractors. Per Sections H.2 and
L.1 of the RFP, subcontractors are not to be included in the proposal. Since this is an on-call JOC contract, we do not know all of the subcontractors that will be utilized for this contract. Do we need to include the
ARQ and KMPL for subcontractors?
KMPL and Acquisition Risk Questions shall be completed for both prime and the prime contractor's primary subcontractors. For the purposes of evaluation, the proposal shall only contain capabilities and experiences of the
Offeror.
25 All Will parking be provided by the government for the general contractor and its subcontractors?
HQ will provide one parking spot for the company. Other locations (CLINs) will provide parking as determined by the COR upon award.
26 All Will the security multiplier be applicable to this project in RSMeans?
The security multiplier should be included in the coefficient, not in RSMeans line items.

Since past performance questionnaires are to be sent directly from the respondents to the FBI, please clarify what should be included in Volume III

With regard to security clearance requirements, would the facility clearance need to be granted in the name of the joint venture or is acceptable if the one of the parties to the joint venture/offeror meets the facility clearance requirements even if the other party to the joint venture does not meet the requirement and will only be assisting with performance requirements not impacted by clearance requirements?
The contractor is cautioned that the joint venture must have an active "Top Secret" facilities clearance not just the mentor or the protege.
