About this file

This file is Amendment 0004 to RFQ 15DDHQ26Q00000163, issued by the DEA HQ Office of Acquisition on September 8, 2026, containing Questions and Government Responses related to a janitorial services solicitation.

The solicitation is for custodial/janitorial services at the DEA's EPIC facility in El Paso County, Texas, and is set aside for small businesses in the 8(a) socioeconomic category. The incumbent contractor is Tigua Facility Services Inc under contract 15DDHQ21P00001072, valued at $2,211,994.44 with a performance period of October 1, 2025 through September 30, 2026, currently staffed at six contractor employees. The follow-on contract will commence November 2, 2026 and include a 30-day transition-in period beginning on day one of performance at no additional cost. Current annual spending is $442,811.94. All contractor personnel requiring facility access must obtain and maintain a Secret security clearance, as the facility contains open storage areas for classified information up to the Secret level. The applicable Service Contract Act Wage Determination is 2015-5229 Revision 30 (dated August 22, 2026), incorporating a collective bargaining agreement between Tigua Facility Services and Local 351, International Union of Operating Engineers, AFL-CIO. The award decision will utilize a Lowest Price Technically Acceptable (LPTA) methodology, with pricing structured as five annual CLINs (Base and four Option Periods) broken down by nine detailed cost categories including daily cleaning labor, restroom consumables, floor care, appliance cleaning, high-touch disinfections, supervision, supplies and equipment, overhead, and profit. The Government will not provide the Independent Government Cost Estimate, floor plans, room-by-room square footage breakdown, incumbent employee seniority list, or specific restroom consumable consumption volumes.

Sections 2 and 3; Section 6.5.3

6; 8-9; 53 Section 2 Schedule / Section 3 Pricing Table / 6.5.3

Section 6.5.3 requires a unit price for each CLIN on an all-or-none basis and directs Quoters to complete both Section 2 and Section 3.

Section 2 identifies 0001, 1001, 2001, 3001, and 4001 as the annual Janitorial Services line items for the Base and Option Periods, while Section 3 reuses those number series for detailed pricing categories; for example, Section 3 identifies 1001 as Option Period I Daily Cleaning Labor. Please confirm whether the nine entries for each performance period in Section 3 are pricing-build subcategories rather than separate contractual CLINs, identify the contractual CLIN structure that will govern award and invoicing, and confirm whether the monthly unit price for each Section 2 annual Janitorial Services line must equal the sum of the corresponding nine monthly Section 3 category rates.

ANSWER:

Section 3 - Provides a detailed break-out for CLINs 0001, 1001, 2001, 3001, and 4001. The Section 3 cummulative total for each period must total each CLIN amount entered in Section 2, "Commodity or Services Schedule".

Please confirm that the sum of the nine Section 3 monthly lines equals the Section 2 monthly unit price for each period, and confirm exactly how the Government wants the SF-1449 and pricing tables completed.

ANSWER:

Section 3 - Provides a detailed break-out for CLINs 0001, 1001, 2001, 3001, and 4001. The Section 3 cummulative total for each period must total each CLIN amount entered in Section 2, "Commodity or Services Schedule".

PWS 9.12;

Solicitation Section 10

DEA-2852.204-85 states that the Contractor "must hold a current Facility Clearance at the SECRET or INTERIM Secret level through Department of Defense/Defense (DOD)." The predecessor contract for these same janitorial services at EPIC incorporated DEA-2852.204- 83 (Public Trust Positions / SBU), which expressly states that "a clearance for access to National Security Information (NSI) is not required, nor authorized by this contract," and did not require a Facility Clearance. Several provisions of the current solicitation remain consistent with a Public Trust requirement rather than a classified one, including the risk level designation of "Moderate" at PWS 19.0, the escort requirements at PWS 8.4 and 9.12, the SF- 85 (Questionnaire for Non-Sensitive Positions) attached at Section 10, and the absence of a DD-254 in the solicitation package. Please confirm whether the Government intends to require an awardee-held DOD Facility Clearance for this requirement, or whether DEA- 2852.204-85 was incorporated in place of DEA-2852.204-83 in error.

ANSWER:

The requirement for a Secret Facility Clearance is intentional and was not incorporated in error.

Although the predecessor contract did not require a Facility Clearance, the security requirements for the current acquisition have changed. Contractor personnel will perform custodial services in designated areas of the EPIC facility approved for open storage of classified information up to the Secret level. Accordingly, the successful contractor must possess, or obtain, a Secret Facility Clearance, and personnel requiring unescorted access to those areas must possess Secret eligibility and be granted access as required.

The solicitation incorporates the base DOJ-03 clause, which provides that "Contractor employees will occupy Public Trust Positions, unless clause alternates are applied." DOJ-03 Alternate I (Classified Information, Cleared Contractors) does not appear to be incorporated, and is referenced only conditionally at DEA-2852.242-82 on page 131. Please confirm whether contractor employees under this requirement will occupy Public Trust Positions under the base DOJ-03 clause, or whether the Government intends to incorporate DOJ-03 Alternate I by amendment.

ANSWER:

Contractor employees performing this requirement will not occupy Public Trust positions. The applicable positions are national security positions requiring eligibility for access to open storage areas at the Secret level.

Personnel currently performing these services at EPIC hold favorable adjudications and facility access approvals issued by ISR under the predecessor contract. Where those personnel are hired by a successor prime contractor, please confirm whether ISR will process them as reactivations under the update-and-reactivate procedure at Acknowledgement of Contractor Responsibilities Section B.1.d, or whether new personnel security packages will be required.

Please also identify the investigation tier (T1, T2, or T4) and questionnaire (SF-85, SF-85P, or SF-86) applicable to contractor personnel under this contract.

ANSWER:

Each contractor proposed by the successor contractor must be submitted in accordance with the contractor personnel security procedures established for the new contract. ISR will review each submission to verify the position requirements and determine whether the individuals existing investigation, national security eligibility, and access may be accepted through reciprocity / transfer-of-trust.

A contractor who possesses current and verifiable Secret eligibility supported by an appropriate investigation may not require a Tier 3 investigation, subject to verification and reciprocity / transfer-of-trust review. If the individual does not possess acceptable eligibility or an adequate investigation, the successor contractor's Facility Security Officer must initiate the required national security vetting through DCSA. Positions requiring Secret eligibility are processed using the SF86 and a Tier 3 investigation.

Prior approval under the predecessor contract will not automatically transfer to the successor contractor or new contract. Each individual must be properly associated with the successor contractor and processed for the access required under the new contract.

16.1, Transition-In

If an awardee-held DOD Facility Clearance is required, please confirm whether DEA will sponsor the successful quoter for a Facility Clearance through DCSA, and whether the Facility Clearance must be held at time of quotation submission, at time of award, or by the start of performance on 11/02/2026. Please also confirm whether an Interim Secret Facility Clearance would satisfy this requirement.

ANSWER:

If the apparent successful offer does not possess the required Secret Facility Clearance, The Department of Justice will sponsor the company for processing by DCSA, subject to the company meeting all applicable eligibility and organizational requirements.

An existing Secret Facility Clearance is not required at the time of quotation submission unless otherwise stated in the solicitation. However, the contractor must possess at least an interim Secret Facility Clearance before beginning contract performance in areas requiring access to open storage areas. An interim Secret Facility Clearance will satisfy the Facility Clearance requirement pending final adjudication, provided it remains valid and is not withdrawn.

The government does not guarantee that DCSA will issue an interim or final Facility Clearance within the transition period. Offerors should account for the clearance processing requirement in their transition plans.

Please confirm that custodial personnel require SF-85 suitability and a favorable ISR suitability review rather than a Secret security clearance, and identify any positions, if any, that require an actual Secret clearance for access to classified National Security Information.

ANSWER:

Custodial personnel requiring unescorted access to designated open storage areas containing classified information must possess Secret eligibility and be granted access at the Secret level before receiving such access. These individuals will be processed using the SF86 and, when a new investigation is required, a Tier 3 investigation. A SF85P suitability determination alone will not satisfy this requirement. Based on the current performance requirements, the Government anticipates that all custodial positions performing services in the open storage areas will require Secret eligibility. The resulting DD Form 254 will identify the final security requirements.

Personnel will be granted access only when they possess the appropriate eligibility
