Section 3.0 – Statement of Objectives
1.0 OVERVIEW
The U.S. Department of Justice, Drug Enforcement Administration (DEA) Aviation Division has a requirement for Airborne Imaging Systems and Mission Equipment to be installed on
Government-owned and operated aircraft.
2.0 SCOPE
This Statement of Objectives (SOO) establishes the requirements to install Airborne Imaging
Systems and Mission Equipment on the following types of Government-owned and operated aircraft in support of DEA law enforcement missions.
A. Cessna 206 Aircraft
B. Cessna 208 Aircraft
C. Bell 407 Helicopter
D. Bell 412 Helicopter
The aircraft for this requirement are operated and maintained in accordance with Federal
Aviation Administration (FAA) Part 91 and the aircraft manufacturer’s recommendations. The
Contractor shall be responsible for certification of the complete Airborne Imaging Systems and
Mission Equipment in accordance with any applicable FAA regulations and maintain the aircraft’s Standard Airworthy Certificate. Airborne Imaging Systems and Mission Equipment and or components with approved Supplemental Type Certificates are preferred but not mandatory.
3.0 PERFORMANCE REQUIREMENTS
The Contractor shall procure any necessary equipment, hardware, components and all required engineering and install and integrate the Airborne Imaging Systems and Mission Equipment for the referenced Government-owned and operated aircraft. Some aircraft will require the removal of existing older imaging systems and or mission equipment to include all components, wiring and hardware. No components, wiring or hardware from these existing older imaging systems and or mission equipment shall be utilized for this requirement.
3.1 AIRBORNE IMAGING SYSTEMS
3.1.1 CESSNA 206
The Airborne Imaging Systems for each Cessna 206 aircraft shall consist of the following:
A. One (1) L3Harris Wescam MX-10 Gyro-stabilized EO/IR imager, which will be provided as Government Furnished Property (GFP). See Exhibit 1 for imagers specifications.
B. The MX-10 shall be mounted on the left side of the aircraft just behind the rear most window via a fuselage camera mount, which shall be Contractor Acquired
Property (CAP). The MX-10 shall be attached to the camera mount utilizing a quick release mount, which shall be provided as CAP.
C. One (1) Shotover Ion High Definition Digital Video Recorder (or most current model), which shall be provided as CAP.
D. Two (2) Macro-Blue MB15W 15.6-inch High Definition Video Monitors, shall be provided as CAP and shall have the following minimum features:
1. Four HD-SDI video inputs.
2. Touch screen capability.
3. Anti-Reflective glass and sunlight readable.
4. Minimum resolution of 1920 x 1200.
5. 16:10 ratio wide screen monitor.
6. NVIS class B compatible.
E. One (1) Shotover ARS-750 (or most current model) Augmented Reality Mapping
System, which will be provided as GFP.
F. One (1) Stowable Keyboard with touch pad, which shall be provided as CAP.
G. One (1) Technisonic RC-9100 Remote Control Head, which will be provided as
GFP.
H. Installation of one (1) Rear cargo door Medeco lock. The lock will be provided as
GFP, the installation shall be the responsibility of the Contractor.
I. Two (2) True Blue TA202 USB Charging Ports, one located within reach of the copilot and one located on the Operator Console. The True Blue USB Charging
Ports shall be provided as CAP.
J. One (1) Operator Console, which shall be provided as CAP and shall consist of the two Macro-Blue MB17W video monitors, Shotover Ion digital video recorder, Shotover ARS-750 Augmented Reality Mapping System, stowable keyboard, Janteq AVITR3 Transceiver remote control unit, Technisonic RC-9100 remote control head and PS Engineering CTL45A control head (or previously installed audio/intercom controller) in a compact package giving the operator unobstructed legroom. The Technisonic RC-9100 remote control head shall be integrated into the
Technisonic TDFM-9100 multiband radio; all other necessary components shall be
CAP. The Operator Console shall be located in the rear cabin area directly behind the pilot and copilot’s seats within convenient reach of the operator and shall be easily removable by the utilization of wiring cable quick disconnects to allow for aircraft maintenance. The video monitors shall be mounted in a side-by-side configuration attached to individual swing arms to allow adjustment for ease of viewing by the operator. The Operator Console shall be configured as to allow unimpeded egress from the aircraft.
K. For pilot reference, the Contractor shall route a separate video in control signal including the ARS-750 map overlay to the cockpit Garmin Multi-Function Display.
L. The Contractor shall integrate all Airborne Imaging System components into a user-friendly interface utilizing the touch screen capability of the monitors and the stowable keyboard. The video monitors shall be separated into a primary and secondary arrangement. Both monitors shall be configured for quad screen operation and shall be capable of displaying video from all imaging sensors and the
ARS-750 Augmented Reality Mapping System data. Video selected from the primary monitor shall be directed, upon command to the Ion DVR or the ARS-750 or both for recording. The pilot’s reference video display shall be integrated to display video from any sensor selected by the operator along with the ARS-750 overlay.
