Question: Can you elaborate on the requirement "The search process should generate a scrollable list of matching portraits that can be selected in the same fashion as those on the main wall (revealing the full-screen image and narrative)" is there an expectation that images need to be rendered as part of the search results prior to choosing an individual? This could have site performance implications.

Answer: The expectation is that the images should be rendered as part of search results.

Question: Re: captioning, who is responsible for creating the caption content? There's a reference to captions being rendered "automatically." Does this imply that caption info will be rendered by other fields in the database?

Answer: The caption info will be derived from fields in the database.

Question: Is a hosting cost estimate required for proposal submission? If so, can you provide a file storage size (in GB) that the solution should account for?

Answer: The proposal should include all hosting costs. Hosting must be scalable to accommodate all photo submissions (currently 5000+ submissions over a period of roughly one year).

Question: Are you open to images being stored on Amazon's S3 in a protected manner with reference calls in the database to specific images?

Answer: The Offeror may propose any storage solution, as long as it complies with all applicable clauses and security regulations.

Question: Is there an expectation that images uploaded will be dynamically renamed to a more consistent file naming convention?

Answer: Dynamic renaming may be proposed as part of the Technical Quote if it would improve the overall quality of the website/kiosk.

Question: What image file types does the platform need to accept from the public?

Answer: The Offeror may propose a reasonable list of acceptable file types.

Question: What is the expectation for the public with regard to saving a draft of a submission and being able to come back to it later?

Answer: The Offeror may propose this functionality if it would improve the overall quality of the website/kiosk.

Question: Can you confirm that the request to be able to upload a different photo means that the previous submission does not need to be saved in any form?

Answer: Upon uploading a different photo, the previous photo (and any enhancements) will be lost. Since the previous photo will be lost, it does not need to be saved in any form.

Question: Can you elaborate on what is expected to support "basic color correction"?

Answer: The Offeror may propose any reasonable approach to fulfill this requirement.

Question: For downloads, is chunking zips into multiple files acceptable to prevent the server from timing out?

Answer: This is an acceptable approach to propose.

Question: Who will be managing/facilitating the data in the site database (client or contractor) passed the initial database set up & population by the developer? Specifically pertaining to data quality, accuracy, maintenance & updating.

Answer: The Drug Enforcement Administration plans to be very involved in the managing/facilitating of the data going forward. However, ongoing technical maintenance/support should be included by the Offeror for CLINs 0002, 1001, 2001, 3001, and 4001.

Question: For users who submit information to the site, beyond self-acknowledgment that the information is accurate, will there be any minimal viable validation process requirements on the administrative portion of the site such as a death notice/certificate to prevent abuse of the feature?

Answer: The Offeror may propose reasonable additional validations that would enhance the overall quality of the website/kiosk.

Question: For the physical kiosk, are multiple connected touchscreen displays a possibility to create more impactful “gallery wall”,” presentation, or a single unibody device only?

Answer: This is an acceptable approach to propose.

Question: Can you provide an estimated time frame for security processing? Can you confirm all team members will be required to go through the security process, regardless of role or position?

Answer: Security processing can take up to several months. The exact requirements on which personnel are required to undergo security processing can be found in DEA-2852.204-83; however, as a general rule, it is expected that all team members would likely require security processing.

Question: Can you elaborate on the requirement for standard user, especially around

a.Review Submissions
b.Manage Approved Data
c.Data Export

Answer: The exact implementation of these requirements should be proposed by the Offeror. All reasonable approaches to fulfill these requirements will be evaluated.
