1. In regards to answer 20, and addition of section 3, 16.0 NRE the USG states that NRE will be negotiated on an as needed basis for a one-time cost reimbursement (per aircraft) for any required imaging system engineering deemed necessary. The USG has deemed that data in section 3, 13.0 Technical Publications is required. To clarify the previously submitted question and answer 20, we consider this data by definition as NRE.
Question: We request that the Schedule of Supplies/Services be revised for the bidder to provide a fixed price for CLIN 0010 (Base Year). And revise the est quantity to 6 (aircraft types). Option years could remain NTE, negotiated on an as needed basis. This assumes all aircraft type NRE would be ordered in the base year.
Answer: Due to the unknown total quantity of aircraft that will be guaranteed, NRE was suggested as a way to lower the cost of the imaging systems and reduce the risk to the contractor. The government agreed and provided NRE. The government will now allow NRE to include a one-time cost reimbursement for the development of technical publications as stated in Section 3, paragraph 13.0, Technical Publications.
It is not anticipated that the government will order all aircraft types in the base year;
therefore CLINs remain unchanged.
2. In regards to answer 35, No additional CLIN will be added, technical publications are considered part of the imaging system install and should be included in the price of the install. We are defining the Tech Pubs as an NRE data deliverable and the contractor will provide a copy per Airborne Imaging System delivered. Since there is no guarantee of a specific number of aircraft of each aircraft type, it is not possible to amortize the cost of Tech Pubs across each installation.
Question: Is it acceptable to the USG to include this NRE on the NRE CLIN and cost of copies to be provided per aircraft to be priced on the appropriate aircraft CLINs?
Answer: See answer to question 1.
3. In regards to answer 20, and addition of section 3, 16.0 NRE the USG states that NRE will be negotiated on an as needed basis for a one-time cost reimbursement (per aircraft) for any required imaging system engineering deemed necessary. The USG has also stated on SF1449, item 20, “This RFP is for a single IDIQ contract with fixed price delivery orders for Airborne Imaging System Installation and Integration.”
Question: If the USG will not allow the contractor to provide a fixed price for CLIN 0010 we request that the USG clearly define what type of cost reimbursement this would be.
Answer: Cost reimbursement (no fee). When the government identifies a requirement for a particular aircraft type, a one time, up-front cost for NRE will be negotiated.
4. In regards to answer 20, and addition of section 3, 16.0 NRE, we are defining NRE as Technical Publications.
Question: If the USG will not allow the contractor to provide a fixed price for CLIN 0010 is it acceptable for the contractor to propose a schedule that would include NRE for specific aircraft modifications to be performed in various years? Example: Cessna 206 & Bell 206/407 NRE delivery order and associated installation initial delivery orders to start in Base Year, Cessna 208 & AS350 NRE delivery order and associated installation initial delivery orders to start in Option Year 1.

Answer: The government does not have a schedule of which types of aircraft that will be ordered in any one contract year. NRE will be allowed when the government places an order for a particular aircraft type.

STATEMENT OF OBJECTIVES
DRUG ENFORCEMENT ADMINISTRATION
AVIATION DIVISION
AIRBORNE IMAGING SYSTEMS
1.0 OVERVIEW
The U.S. Department of Justice, Drug Enforcement Administration (DEA) Aviation Division has a requirement for Airborne Imaging Systems to be installed on Government-owned aircraft.
2.0 SCOPE
This Statement of Objectives (SOO) establishes the requirements to install Airborne Imaging Systems on the following types of Government-owned aircraft in support of DEA law enforcement missions.
A. Bell 206LIII B. Bell 407 Helicopter C. Airbus AS350B2 Helicopter D. Cessna 208 Aircraft E. Cessna 206 Aircraft F. Cessna 206 Soloy Aircraft
The aircraft for this requirement are operated and maintained in accordance with Federal Aviation Administration (FAA) Part 91 and the aircraft manufacturer’s recommendations. The Contractor shall be responsible for certification of the complete Airborne Imaging Systems in accordance with any applicable FAA regulations and maintain the aircraft’s Standard Airworthy Certificate. Airborne Imaging Systems with approved Supplemental Type Certificates are preferred but not mandatory.
3.0 PERFORMANCE REQUIREMENTS
The Contractor shall procure any necessary equipment, hardware and components and install and integrate the Airborne Imaging Systems for the referenced Government-owned aircraft. Some aircraft will require the removal of existing older imaging systems to include all components, wiring and hardware; no components, wiring or hardware from these existing older imaging systems shall be utilized for this requirement.
3.1 HELICOPTERS
3.1.1. BELL 206LIII
The Airborne Imaging Systems for each Bell 206LIII shall possess the following features:
A. One Wescam MX-10 or MX-15HDi Gyro-stabilized EO/IR imager will be provided as Government Furnished Equipment (GFE). See Exhibit 1 for imagers’ specifications.
B. The Imager for the Bell 206LIII shall be mounted on the aircraft’s nose, the mount shall be provided as Contractor Acquired Property (CAP). The imager shall be attached to a camera mount utilizing a quick release dovetail mount and shall be
(CAP).
C. One Churchill Navigation Ion High Definition Digital Video Recorder (DVR) (CAP).
D. Two 14 to 15 inch High Definition Video Monitors (CAP) shall have the following minimum features:
1. Two HD-SDI video inputsFour HD-SDI video inputs.
2. Touch screen capability.
3. Anti-Reflective glass and sunlight readable.
4. Minimum resolution of 1280 x 800 WXGA.
5. 16:9 ratio wide screen monitor.
6. NVIS class B compatible.
E. One Churchill Navigation, ARS-700 mission management system (GFE).
F. One stowable keyboard with touch pad (CAP).
G. One five to seven inch flip-up stowable monitor for pilot reference (CAP).
H. One Operator Console (CAP) that shall consist of the two video monitors, digital video recorder, ARS-700 mission management system, stowable keyboard and if installed, one Technisonic multiband radio remote control head (RC-6000, RC-7000 or RC-9000) in a compact package giving the operator unobstructed legroom. The Technisonic multiband radio remote control head will be provided as GFE; all other components shall be CAP. The Operator Console shall be located in the rear cabin area in place of the left rear facing passenger seat within convenient reach of the operator and shall be easily removable to allow for aircraft maintenance. The video monitors shall be mounted in a side-by-side configuration attached to individual swing arms to allow adjustment and ease of viewing by the operator. The Operator Console shall be configured as to allow unimpeded egress from the aircraft.
The rear audio panel in these aircraft will remain in their present location; they will not be relocated to the Operator Console.
I. On aircraft equipped with Garmin Avionics Systems, the Contractor shall route a separate video in control signal to the G500H or G1000H Multi- Function Display.
This separate video signal is for pilot reference and shall be utilized in lieu of the flip-up stowable monitor.
For aircraft that are not equipped with Garmin Avionics Systems, the Contractor shall install and integrate the five to seven inch flip-up stowable monitor (CAP), mounted on the aircraft’s instrument panel glare shield for pilot reference. The pilot’s monitor shall have a swivel base to allow adjustment for ease of viewing for the pilot.
J. The Contractor shall integrate all Airborne Imaging System components, imaging sensors and ARS-700 mission management system into a user friendly interface utilizing the touch screen capability of the monitors. The video monitors shall be separated into a primary and secondary arrangement. Both monitors shall be configured for quad screen operation and shall be capable of displaying video from all sensors and ARS mission management system data. Video selected from the primary monitor shall be directed, upon command to the DVR or ARS-700 or both for recording. The pilot’s video display shall be integrated to display video from any sensor selected by the operator.
Aircraft intercom audio and ARS-700 map overlay shall not be recorded on the DVR or ARS-700. ARS map overlay is for operator reference only.
K. The helicopters referenced in this SOO are equipped with Night Vision Imaging
System (NVIS) lighting. The Airborne Imaging System shall be NVIS compatible and certified under the NVIS’s manufacturer Supplemental Type Certificate.
3.1.2. Bell 407
The Airborne Imaging Systems for each Bell 407 shall possess the following features:
A. One Wescam MX-10 or MX-15HDi Gyro-stabilized EO/IR imager will be provided as Government Furnished Equipment (GFE). See Exhibit 1 for imagers’ specifications.
B. The Imager for the Bell 407 shall be mounted on the aircraft’s nose, the mount shall be provided as Contractor Acquired Property (CAP). The imager shall be attached to a camera mount utilizing a quick release dovetail mount and shall be CAP.

The Airborne Imaging Systems for each Eurocopter AS350 shall possess the following features:
A. One Wescam MX-10 or MX-15HDi Gyro-stabilized EO/IR imager (GFE). See Exhibit 1 for imagers’ specifications.
B. The Imager for the Eurocopter AS350 shall be mounted to the aircraft’s belly just aft of the left hand chin bubble, the mount shall be (CAP). The imager shall be attached to a camera mount utilizing a quick release dovetail mount (CAP).
C. One Churchill Navigation Ion High Definition Digital Video Recorder (CAP).
3. Anti-Reflective glass and sunlight readable.
4. Minimum resolution of 1280 x 800 WXGA.
E. One Churchill Navigation ARS-700 mission management system (GFE).
G. One Operator Console (CAP) that shall consist of the two video monitors, digital installed, one Technisonic multiband radio remote control head (RC-6000, RC-7000 or RC-9000) in a compact package giving the operator unobstructed legroom. B. The MX-15HDi shall be mounted on the left side of the aircraft via a fuselage camera mount that allows the most unobstructed camera view, the mount shall be (CAP). The MX-15HDi shall be attached to the camera mount utilizing a quick release dovetail mount (CAP).
C. One Churchill Navigation Ion High Definition Digital Video Recorder (CAP).
D. Two 17 inch High Definition Video Monitors (CAP) shall have the following

A. One L3 Wescam MX-10 Gyro-stabilized EO/IR imager (GFE).
B. The MX-10 shall be mounted on the left side of the aircraft just behind the rear most window via a fuselage camera mount (CAP). The MX-10 shall be attached to the camera mount utilizing a quick release dovetail mount (CAP).
C. One Churchill Navigation Ion High Definition (HD) Digital Video Recorder (CAP).
3. Anti-Reflective glass and sunlight readable.
4. Minimum resolution of 1280 x 800 WXGA.

B. The MX-10 shall be mounted on the bottom of the left wing, the mount shall be (CAP). The MX-10 shall be attached to the camera mount utilizing a quick release dovetail mount (CAP).
C. One Churchill Navigation Ion High Definition (HD) Digital Video Recorder (CAP).
3. Anti-Reflective glass and sunlight readable.
4. Minimum resolution of 1280 x 800 WXGA.
H. 4.0 PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE
The objective of this procurement is to install an indefinite quantity of Airborne Imaging Systems on an indefinite quantity of DEA aircraft. The Period of Performance will be from contract award for one base year and four option years. The place of performance shall be the Contractor’s secure facility. The Contractor shall be required to complete an Airborne Imaging System installation within ten weeks after aircraft delivery to the Contractor’s facility.
Due to mission requirements, the Government anticipates no more than 2 aircraft at a time undergoing an Airborne Imaging System installation. If it is in the best interests of the Government to provide more than 2 aircraft for installation and the Contractor can accept the additional aircraft and deliver them within the stated timeframe, an agreement will be made in writing.
5.0 EQUIPMENT
5.1 GOVERNMENT FURNISHED EQUIPMENT (GFE)
The Government Furnished Equipment shall consist of the following:

A. Bell 206LIII helicopter, (one each).
B. Bell 407 helicopters, (fifteen each).
C. Airbus AS350B2 helicopters, (seven each).
D. Cessna 208/208B aircraft, (fifteen each).
E. Cessna U206G aircraft, (eight each).
F. Cessna TU206F aircraft, (two each).
G. Cessna TU206G aircraft, (one each).

5.2 CONTRACTOR-ACQUIRED PROPERTY
The Contractor shall procure all necessary equipment, hardware and components to meet the objectives and technical requirements of this SOO. Procured equipment shall be turned over and become property of the Government upon aircraft acceptance. All equipment procured for this SOO shall be the most current and up-to-date model/revision available at the time of acceptance.
6.0 APPLICABLE STANDARDS AND REGULATIONS
Any applicable U. S. Federal Aviation Administration Aviation Regulations and Mil-Spec standards.
7.0 REQUIREMENTS AND DELIVERABLES
A. The requirements are to procure and install Airborne Imaging Systems in Government-owned (DEA) aircraft as specified in this SOO. The period of performance is specified in paragraph 4.0.
B. Deliverable items required by the Contractor shall be a Preliminary Design Review within 30 days from award of contract and a Critical Design Review within 60 days of award. In addition, the Contractor shall provide to the Government a monthly status report demonstrating progress against the schedule established in this SOO.
C. The Contractor shall ensure that modifications performed under this SOO do not in any way adversely affect the performance characteristics of the aircraft electrical, communications, navigation system or Government installed equipment.
D. The Contractor shall ensure that all new wiring associated with this requirement be laser marked with an appropriate identification and provide service loops for each component. Additionally, any exposed wiring, cables or wire bundles for equipment installed in the aircraft cabin shall be secured from damage by the use of coverings, guards or protective shields. Consideration shall be given so that no items shall be installed in any areas that deny or make it difficult to access panels and enclosures that require opening for periodic inspection and maintenance.
E. All associated system wiring, hardware and electrical/video connectors shall comply with applicable Technical Standard Order, Design Order and/or Mil-Spec standards.
The Contractor shall not use consumer grade wiring, hardware or electrical/video connectors for this requirement.
F. Any modifications and equipment installations as well as changes to the external configuration as they affect drag, stability and control to the aircraft performed in accordance with this SOO shall be FAA approved and shall maintain the current aircraft’s Standard Airworthiness Certificate.
G. The Contractor shall perform an electrical load analysis on each aircraft being modified under this SOO before and after system installation in accordance with applicable aircraft manufacture’s specifications and FAA regulations to insure the aircraft’s electrical system can support the Airborne Imaging System.
H. The Contractor shall ensure the aircraft, in its final configuration with the complete Airborne Imaging System installed does not adversely affect the center of gravity of the airplane. The airplane shall be physically weighed upon completion of the Airborne Imaging System installation in all possible configurations (i.e. camera installed, camera removed, console installed, console removed, etc.) and a new aircraft Weight and Balance Report provided for each configuration.
I. The Contractor shall develop an Airborne Imaging System acceptance checklist to be utilized in the acceptance of the installed system. The acceptance checklist shall be tailored to each type of aircraft and contain sufficient detail to verify the functionality of the installed Airborne Imaging System. The Contractor shall submit the acceptance checklist to the Government for approval prior the utilizing the checklist.
J. The Contractor shall return the aircraft with no noticeable deviations from the original interior and exterior paint and finish.
8.0 INSPECTION AND ACCEPTANCE
A. A fully configured Airborne Imaging System shall be 100% operational prior to the
Government’s acceptance of each aircraft. No partial deliveries will be accepted. The Government will indicate acceptance in writing. No payments will be made until the Government’s written acceptance has occurred.
B. The Contractor shall be responsible for certification of the complete Airborne Imaging System in accordance with any applicable FAA regulations and maintain each aircraft’s Standard Airworthy Certificate.
C. The Contractor shall be responsible for obtaining any required commercial or FAA certifications and/or approvals for new or modified parts, subsystems, components, equipment, modifications and installations in accordance with any applicable FAA regulations.
D. The Government will supply a flight crew to operate the aircraft for the purpose of test flights and any flights such as moving the aircraft to and from a location. The Contractor may perform ground runs of fixed wing aircraft as necessary by appropriately trained individuals. The Contractor is not authorized to perform ground runs of rotor wing aircraft. No flight of any Government aircraft by the Contractor is authorized.
E. Any changes to the aircrafts’ FAA approved Pilots Operating Handbook or Flight
Manual resulting from any modifications and installations performed under this SOO shall be developed, FAA Approved (as required) and furnished by the Contractor and incorporated as required by applicable FAA regulations.
9.0 PROGRAM RESPONSIBILITY
The Contractor shall have total program responsibility for ensuring that the requirements defined in this SOO are accomplished. The Contractor shall provide program, technical, manufacturing, engineering and liaison management. The Contractor shall identify a single focal point of contact to interface with the Contracting Officer and Contracting Officer’s Representative (COR). The Contractor shall track program cost, schedule and overall performance to bring this requirement to a successful completion. The Contractor shall immediately notify the COR of any technical issues or program schedule delays.
10.0 QUALITY CONTROL PLAN
A. The Contractor shall develop a Quality Control Plan (QC Plan) for the term of this contract that establishes and maintains well documented quality control procedures that ensure the acceptable performance in accordance with this Statement of Objectives. The Plan shall assure adequate quality control throughout all areas of contract performance and shall be implemented to assure reliability and effective performance. The Government reserves the right to review the quality controls established and to evaluate its effective use in the performance of the requirements under this contract. The Contractor shall be solely responsible for controlling and assuring quality work and providing objective evidence that such control does, in fact exist. The Contractor shall also be liable for Contractor employee negligence and any fraud, waste or abuse. It shall be the responsibility of the Contractor to enforce all QC Plan requirements for any and all subcontractors.
B. The QC Plan shall be submitted as part of the offeror’s proposal and evaluated by the
Government. Upon acceptance by the Government at contract award, the QC Plan shall be incorporated into this contract. The QC Plan shall be updated annually or as requested by the Government.
C. The operation of the QC Plan shall be maintained current and made available to the
COR. Any revisions to the QC Plan shall be approved in writing by the Contracting Officer prior to implementation.
11.0 TECHNICAL SUPPORT AND DESIGN COORDINATION
The Contractor shall serve as the overall technical lead for this requirement and shall provide technical oversight of any subcontractors to ensure compliance with this SOO. The Contractor shall coordinate the engineering design of all systems, modifications, installations, test plans, FAA approvals and certifications for the Government based upon this SOO.
The Contractor shall ensure the Government has the opportunity to participate in the design and procurement decisions as required by this SOO.
12.0 EXISTING ENGINEERING, COMMERCIAL OFF THE SHELF
The Contractor shall use existing engineering and technical data to the maximum extent possible.
The Airborne Imaging Systems should incorporate “Commercial-Off-The Shelf” equipment to the greatest extent possible.
13.0 TECHNICAL PUBLICATIONS
The Contractor shall provide copies of all data required to maintain and operate the Airborne Imaging System including, but not limited to:
A. FAA approved pilot operating handbook or flight manual supplements.
B. Current aircraft weight and balance reports.
C. Airborne Imaging System check lists, to include pilot and airborne imaging system operator.
D. Airborne Imaging System detailed illustrated parts catalog.
E. Airborne Imaging System detailed operators manual.
F. Airborne Imaging System detailed maintenance manual.
G. Airborne Imaging System detailed structural drawings, wiring and electrical schematics.
H. Airborne Imaging System detailed instructions for continued airworthiness.
I. Airborne Imaging System detailed operator training manuals.
The Contactor shall provide one copy of each manual in paper form and one (1) copy in electronic form per Airborne Imaging System installed.
The Contractor shall ensure that revisions to any technical publications are forwarded to the affected Airborne Imaging System within five business days of being published.
14.0 TRAINING
The Contractor shall conduct Airborne Imaging System operator training. This training shall commence within 30 days of the aircraft acceptance. The Contractor shall develop the syllabus and training manuals, and provide any necessary materials. This training shall include classroom and a minimum of two flight hours per operator. The training shall include up to five seven students per aircraft system installed. The training typically shall be performed at the aircraft’s home station. However, if mutually agreed to by both the Government and the Contractor in writing, the training location may be conducted at a location other than the aircraft’s home station.
The Contractor shall conduct training for DEA maintenance personnel. The Contractor shall develop the syllabus and training manuals, and provide any necessary materials. The training shall include, but not limited to system operation, system layout, component identification and location, system integration and system troubleshooting. The training typically shall be performed at the aircraft’s home station. However, if mutually agreed to by both the Government and the Contractor in writing, the training location may be conducted at a location other than the aircraft’s home station.
Travel for training must be pre-approved by the COR.
15.0 WARRANTY AND SUPPORT
In addition to any Original Equipment Manufacturers’ warranties, the Contractor shall warrant that all work furnished pursuant to this SOO strictly conforms to applicable specifications, drawings, descriptions and other requirements of this SOO, and is free from defects in design, material and workmanship. All component warrantees shall be transferable to the Government.
The warranty for the Airborne Imaging Integration System shall extend for a minimum period of one (1) year after final acceptance of each aircraft by the Government unless a different period is mutually agreed to by both the Government and the Contractor in writing. The warranty shall include parts, labor and if necessary, travel cost for a technician to provide warranty support at the aircraft’s location.
The Contractor shall provide a point-of contact for technical and operator support during the contract period.
16.016.0 Non-Recurring Engineering (NRE)
NRE will be negotiated on an as needed basis for a one-time. up front, cost reimbursement (per aircraft type) for any required imaging system engineering deemed necessary. A cost-reimbursement (no fee) order will be issed. This one-time, up front, cost shall be permitted one time for each aircraft type:

• Airbus AS350B2
• Cessna 208/208B
• Cessna U206G/TU206F/TU206G/206H/T206H
• Cessna U206G Soloy
NRE will include a one-time cost reimbursement for the development of technical publications as stated in Section 3, paragraph 13.0, Technical Publications. NRE will be allowed for the development of the required technical publications per aircraft type necessary for the installation, maintenance and operation of the Airborne Imaging System. NRE will not be allowed for any revisions to any technical publication. Revisions to any technical publication shall be the responsibility of the contractor.
17.0 TRAVEL AND OTHER DIRECT COSTS
All local, domestic and foreign travel costs will be authorized on a case-by-case basis and must be reviewed and pre-approved by the COR prior to travel. All travel estimates requiring purchase of airfare will be accompanied by at least three cost estimates or screen shots showing lowest fare was chosen. If the lowest fare was not chosen due to increased travel time a cost estimate will be provided. Any expenses incurred by Contractor personnel without prior Government approval may be denied for payment. The Contractor will be reimbursed for actual, allowable travel costs and travel allowances (per diem) of personnel. All claims and required receipts must be attached to the appropriate invoice in accordance with the Federal Travel Regulations and specific DEA policy. When traveling on behalf of the DEA, the Contractor shall adhere to clause DEA-2852.231-70 Travel Requirements for Contractors (see Attachment 4 for clause in full text). Other direct costs, if any, will be reimbursed based on actual cost. Note: G&A and profit shall not be authorized or applied to travel or other direct costs, except as specified in clause DEA-2852.231-70, Travel Requirements for Contractors.
