The purpose of this amendment is to correct the estimated quantities of aircraft specified under Government Furnished Equipment (GFE), and extend the due date for submission of proposals.

Accordingly:

a. Under Section 3, paragraph 5.1 Government Furnished Equipment, the estimated

A. Bell 206LIII helicopter, (one each).

B. Bell 407 helicopters, (fifteen each).

C. Airbus AS35082 helicopters, (seven each).

D. Cessna 208/2088 aircraft, (fifteen each).

E. Cessna U206G aircraft, ( eight each).

F. Cessna TU206F aircraft, (two each).

G. Cessna TU206G aircraft, (one each).

H. Cessna 206H aircraft , (eleven each).

b. Under Standard Form 1449, Block 8, and under Section 5, paragraph 4, delete "August 6, 2018" and insert, in lieu thereof, "August 15, 2018 ." Replacement pages (2) are attached.

I. On aircraft equipped with Garmin Avionics Systems, the Contractor shall route a separate video in control signal to the 0500 Multi-Function Display. This separate video signal is fo r pilot reference and shall be utilized in lieu of the flip-up stowable monitor.

For aircraft that are not equipped with Garmin Avionics Systems, the Contractor shall install and integrate the fi ve to seven inch flip-up stowable monitor (CAP) mounted on the aircraft's instrument panel glare shield fo r pilot reference. The pilot 's monitor shall have a swivel base to allow adj ustment fo r ease of viewing fo r the pilot.

J. The Contractor shall integrate all Airborne Imaging System components, imaging sensors and ARS-700 mission management system into a user fri endly interface utilizing the touch screen capability of the monitors. The video monitors shall be separated into a primary and secondary arrangement. Both monitors shall be configured fo r quad screen operation and shall be capable of di splaying video from all sensors and ARS mi ssion management data. Video se lected from the primary monitor shall be directed, upon command to the DVR or ARS-700 or both for recording. The pilot ' s video di splay shall be integrated to di splay video fro m any sensor selected by the operator.

Aircraft intercom audio and ARS-700 map overlay shall not be recorded on the DVR or ARS-700. ARS map overl ay is for operator reference onl y.

4.0 PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE

The objective of thi s procurement is to install an indefinite quantity of Airborne Imaging Systems on an indefinite quantity of DEA aircraft . The Period of Perfo rmance will be from contract [award fo r one base year and fo ur option years. The place of performance shal I be the Contractor ' s secure fac ility. The Contractor shall be required to complete an Airborne Imaging System install ation within ten weeks after a ircraft delivery to the Contractor 's facility.

Due to mission requirements, the Government anticipates no more than 2 aircraft at a time undergoing an Airborne Imaging System installation. If it is in the best interests of the Government to provide more than 2 aircraft for install ation and the Contractor can accept the additional aircraft and deliver them within the stated timeframe, an agreement will be made in writing.

5.0 EQUIPMENT

5.1 GOVERNMENT FURNISHED EQUIPMENT (GFE)

5.2 CONTRACTOR-ACQUIRED PROPERTY

The Contractor shall procure all necessary equipment, hardware and components to meet the objectives and technical requirements of this SOO. Procured equipment shall be turned over and become property of the Government upon aircraft acceptance. All equipment procured for this SOO shall be the most current and up-to-date model/revision available at the time of acceptance.

6.0 APPLICABLE ST AND ARDS AND REGULA TIO NS

Any applicable U.S. Federal Aviation Administration Aviation Regulations and Mil-Spec standards.

7.0 RE~UIREMENTS AND DELIVERABLES

A. The requirements are to procure and install Airborne Imaging Systems in Government-owned (DEA) aircraft as specified in this SOO. The period of performance is specified in paragraph 4.0 . .

B . Deliverable items required by the Contractor shall be a Preliminary Design Review within 30 days from award of contract and a Critical Design Review within 60 days of award. In addition, the Contractor shall provide to the Government a monthly status report demonstrating progress against the schedule established in this SOO.

INSTRUCTIONS TO OFFEROR, EVALUATION, AND BASIS FOR A WARD

1. COMMITMENT OF GOVERNMENT TO AW ARD A CONTRACT AND

EXPENDITURE OF FUNDS

This solicitation does not commit the Government to award a contract. The Contracting Offi cer is the only individual who can legally commit the Government to the expenditure of p1ublic funds in connection with the proposed procurement.

i2. ALTERN ATE PROPOSAL INFORMATION

Alternate proposals are not solicited, are not desired, and shall not be evaluated.

3. COMMUNICATIONS

(a) All communications concerning the solicitation, including any of a technical nature, shall be made through the Contract Support Specialist. All questions, technical or otherwise, in response to thi s solicitation shall be in writing and received by the Government on or before Thursday, July 19, 2018, by 10 AM Eastern Time.

Questions shall identify the applicable section , page number and paragraph. The Government will provide to all Offerors a Ji st of all questions received with the Government responses in the form of an amendment to the RFQ. The Government will not consider questions received after this date.
