About this file
This is a Certification Regarding Lobbying form issued by the Nevada State Purchasing Division, Department of Administration, for use in connection with federal funding and contract awards. The form applies to the Case Management System project for the Nevada Commission on Ethics, which seeks to replace an existing document database with a comprehensive case management and publishing system to improve workflow efficiencies and public functionality. The certification must be completed and submitted by vendors as a prerequisite for contract award and serves as a material representation of fact regarding lobbying activities and federal appropriations.
The form requires the authorized signer to certify that no federal appropriated funds have been or will be paid to influence federal agency officials, members of Congress, or their staff in connection with the federal contract, grant, loan, or cooperative agreement. If non-federal funds have been used for lobbying purposes, the vendor must complete and submit Standard Form-LLL disclosing such activities. The certification must be included in all sub-award documents at all tiers, with all sub-recipients required to certify and disclose accordingly. Failure to submit the required certification subjects the responsible party to civil penalties ranging from $10,000 to $100,000 for each violation. The form requires completion of fields for date, solicitation number, vendor name, authorized signer name, and authorized signature.
