15BNAS18R0097 Amendment 0001
1. Question: If the launcher does not comply with all solicitation requirements listed in section 3.1 of the
Statement of Work, will the proposal still be considered? If so, should CSI explicitly list all exceptions to the compliance in our proposal?
Answer: The Bureau will evaluate each offer based on the best value, trade-off process as outlined in the Federal
Acquisition Regulations, part 15.101-1- Tradeoff Process. All evaluation factors and sub-factors other than price, when combined, are significantly more important than price.
Evaluations will note the strengths, deficiencies, weaknesses
(to include significant weaknesses) and risks of each proposal.
2. Question: For the Past Performance Questionnaire submission, assumes we should complete Section I “Reference
Identification” and Section II “Contract Identification” then submit this to the government who will then submit the questionnaire to the respondent. Is our assumption correct?
Please clarify.
Answer: The past performance questionnaire shall be completed.
3. Question: Assumes that either pump action or spring wound launchers would comply with Technical Requirement section 3.1
“Operation: fully mechanical, no electronic controls”. Is our assumption correct?
Answer: Yes
4. Question: Will BOP split the award between multiple vendors i.e. Vendor A receives an award for their Single Shot
Launcher, and Vendor F receives an award for their Multi Shot
Launcher?
Answer: The Federal Bureau of Prisons (Bureau) intends to make a single award of a firm-fixed price, requirements contract for 40mm single shot and multi shot launchers. However, the
Bureau reserves the right to make multiple awards, if it is determined to be in the best interest of the Government.
5. Question: May vendors submit proposals for only one (1) variant i.e. Single or Multi Shot Launcher and be considered responsive to the solicitation?
Answer: The Federal Bureau of Prisons (Bureau) intends to make a single award of a firm-fixed price, requirements contract for 40mm single shot and multi shot launchers. However, the
Bureau reserves the right to make multiple awards, if it is determined to be in the best interest of the Government.
6. Questions: The following questions pertain to the Statement of
Work (SOW) Section 3 Technical Requirements.
a. 3.1 Extended Length: Device length shall be between
19 inches and 22 inches, from fully extended buttstock to muzzle. Please clarify whether or not this requirement is for the Single Shot Launcher, Multi Shot
Launcher or Both. Would the BOP be willing to adjust the maximum extended length from 22 inches to 22.75 inches?
Answer: YES, the BOP would be willing to adjust the maximum length of the launcher to 22.75".
b. 3.1 Collapsed Length: Device length shall be no more than 14 inches, from most rearward point of device to muzzle. Please clarify whether or not this requirement is for the Single Shot Launcher, Multi Shot Launcher or
Both.
Answer: NO minimum length required.
c. 3.1 Extended Height: Device height shall be no more than 9 inches from the furthest vertical points of the device, when extended. Please clarify whether or not this requirement is for the Single Shot Launcher, Multi
Shot Launcher or Both.
Answer: NO minimum height required.
d. 3.1 Collapsed Height: Device height shall be no more than 9 inches from the furthest vertical points of the device, when collapsed. Please clarify whether or not this requirement is for the Single Shot Launcher, Multi
Shot Launcher or Both.
Answer: NO minimum height required.
e. 3.1 The launcher’s total weight shall not exceed 11-
13 lbs. The total length of the weapon shall not exceed
34 inches with stock open or fixed stock. Please clarify whether or not this requirement is for the
Single Shot Launcher, Multi Shot Launcher or Both.
Additionally the italicized text appears to conflict with the Extended Length language "Device length shall be between 19 inches and 22 inches, from fully extended buttstock to muzzle." Please Clarify.
Answer: NO minimum height required.
7. Question: Is an extension to the proposal due date of January
4, 2018 possible? The posted date of December 13, 2017 only provides a three (3) week turn-around time that encompasses the major holidays of the year. Customers are also on leave and/or training, which will make obtaining Past Performance
Questionnaire’s difficult at best in this short time frame.
Answer: Proposal must be received no later than 12:00 p.m. EST on Wednesday, January 10, 2018.
8. Questions: Attachment II, Technical Requirements/Statement of
Work, stipulates the following under Section 3.1:
a. “Double action only trigger.” The industry norm is a dual action trigger assembly to include both a single and double action trigger. Will a dual action trigger assembly be acceptable?
Answer: Dual action is acceptable.
b. Sights are to be “attached to the device via 1913 Picatinny rail.” Will a front sight machined into the barrel and a ghost rear ring sight attached to the rear of the barrel suffice? This configuration provides a full 1913 Picatinny rail available for additional optics if desired.
Answer: A front sight machine into the barrel and a ghost rear ring sight is sufficient. No Picatinny rail required.
c. “Extended Length: Device length shall be between 19 inches and 22 inches, from fully extended buttstock to muzzle.”
This conflicts with “The launcher’s total weight shall not exceed 11 – 13 lbs. The total length of the weapon shall not exceed 34 inches with stock open or fixed stock.” The
Law Enforcement/Corrections industry norm 37mm & 40mm
Launchers exceed th extended length requirement of 22 inches, but fall within the 34 inches. Will extended lengths above 22 inches but under 34 inches be accepted?
Answer: There is no extended length.
d. Collapsed length “shall be no more than 14 inches, from most rearward point of device to muzzle.” The Law
Enforcement/Corrections industry norm 37mm & 40mm Launchers exceed this collapsed length requirement. Will collapsed lengths above 14 inches be accepted?
Answer: There is no collapsed length.
e. Reliability: “The device must operate, without device failure, for a minimum of six (6) firings of each of the following munitions.” No munitions are listed. Please clarify.
Answer: Please see attachment III of the solicitation-Evaluation
Criteria, sub factor B.
9. Questions: Attachment III, Evaluation Criteria, stipulates the following under Factor 1: Technical:
a. “Sub factor B – The offeror shall hand deliver the following items on the day…” Munitions listed may include a brand name. Are like item munitions acceptable for the demonstration?
Answer: Like munitions are acceptable for demonstration.
b. Demonstration: Items listed for evaluation are not included in the Technical Requirements/Statement of Work, such as:
i. “The weapon cylinder should not advance in the event there is a primer strike but the round does not discharge.”
ii. “The trigger should be able to be pulled again on a round that does not discharge.”
Industry norm non-pump actuated, multi-shot launchers operating via a mechanical means automatically advances the cylinder when the trigger is pulled similar to a revolver.
Will ensuring the cylinder can be rotated back to the undischarged round suffice?
Answer: Ensuring the cylinder can be rotated back to the undischarged round is sufficient.
10. Question: Attachment ll – 3.2 40mm certified armorer training “The vendor shall provide one (1) manufacture’s certified armorer training course to the Bureau’s Armorers.”
will we only be providing one training course at one location to train the Bureau’s Armorers. If correct - how many Armorers will be attending the training course at the one location?
Answer: Six (6) trainings at six (6) location, estimated twenty two (22) attendees.
11. Would you please clarify if the maximum length allowed on the launcher is 22 or 34 inches with the stock extended
(open)?
a. Extended Length: Device length shall be between 19 inches and 22 inches, from fully extended buttstock to muzzle.
Answer: NO minimum length required.
b. The launcher’s total weight shall not exceed 11-13 lbs.
The total length of the weapon shall not exceed 34 inches with stock open or fixed stock.
Answer: NO minimum length required.
