About this file
This document is an Amendment of Solicitation (Standard Form 30) for a Managed Healthcare Services contract for the Federal Bureau of Prisons (FBOP) at the Federal Correctional Complex (FCC) Beaumont in Texas. The amendment (0003) incorporates pre-proposal contractor questions and responses, institutional supplements including the FCC Beaumont Institution Supplement for Release Preparation Program and an Inmate Injury Assessment form, and updates clause 52.209-12 regarding tax matters.
Key changes to the Performance Work Statement include removing language about a "catastrophic limitation" on contractor liability and modifying procedures for processing medical referrals. The contract requires a contractor to provide comprehensive medical, dental, and mental health services for approximately 4,900 inmates across four institutions (USP, Medium, Low, and Camp facilities). The contractor must obtain full ambulatory accreditation within 12 months, provide 24/7 medical care, manage medical records through the Bureau Electronic Medical Record (BEMR) system, and handle various medical services including pharmacy, laboratory, radiology, dental, and emergency care. The FBOP will be responsible for medications, and the contractor will be responsible for most other medical services and associated costs.
