About this file

This document is an Award Delivery Information sheet for a Request for Quote (RFQ) issued by the Metropolitan Detention Center (MDC) in Brooklyn, a Federal Bureau of Prisons facility, for Fiscal Year 2027. The document establishes delivery schedules, requirements, and performance expectations for food product contractors.

Deliveries must occur on Mondays and Thursdays between 7:00 am and 9:00 am, with trucks arriving at the MDC Brooklyn rear loading dock by 8:30 am. The facility is closed on Federal holidays and will not accept deliveries on those dates. Contractors must contact Robert Robey via email at RRobey@bop.gov (preferred method) or by phone at 718-840-5308 for delivery coordination. Contractor failure to meet delivery schedules without excusable delay or failure to conform to specifications will negatively impact past performance ratings and may affect future award eligibility.

All food products must be palletized on heavy-duty red or blue block pallets (48" x 40"), tightly wrapped, and not exceed 72 inches in height without prior approval. BOP staff and inmates are prohibited from entering trailers; shipping companies must assist with offloading. All items must comply strictly with BOP National Menu Specifications, which contractors must obtain before quoting. Certified religious diet items must display the Kosher Symbol (OU) on individual packages or face refusal. All deliveries are subject to close inspection, and receipt may be conditional for three days to allow examination and testing. Non-compliant items will be refused and must be picked up by the vendor at their expense within one week; items not retrieved will be disposed of by warehouse staff. Milk may be delivered in 70-unit crates (preferred) or 50-unit crates.
