Request for Quotation 15BBNF26Q00000048 Upgrade Health Services Elevator – FCI Englewood Questions and Answers

Question 1:

The specification calls for a new geared machine. Would a new gearless machine be acceptable if more cost effective?

BOP Response: Clarification or Change Clarification: Gearless machine will not be accepted.

Question 2:

Since this is under federal jurisdiction will 2022 code be required including the 24/7 Emergency Video Communication in the car operating panel?

Clarification: Institutional elevators will not include Emergency video communications as there will be security cameras in the elevator. Per section B subsection 2.1 part b and section B subsection 2.6 part f, contractor required to provide video capability for entrapment assessment.

Question 3:

The elevator currently has wind-up safeties, and it is recommended to replace these. The specification does not include new safeties.

Should new safeties be included in the specification or an add alternate? Or should we retain the existing safeties as currently stated on the specification?

Clarification: Section B subsection 2.2 part O covers emergency brakes. Any items not specifically identified as to “Retain, reuse, or refurbish” shall be replaced with new.

Question 4:

Should pricing include 12 months of warranty maintenance?

Clarification: Contractor bids shall include a 12 month manufacturer’s warranty for completed work.

Question 5:

Please clarify where on site storage will be located for materials?

Location from the hoistway will affect the installation duration.

Clarification: Storage space for a 48” to 60” job box will be available on the mid-level floor near the elevator and/or in the rooftop mechanical room. Please note, rooftop mechanical room has limited access. Tool control and storage will be discussed in further detail during pre-construction meeting.

Question 6:

Existing hall stations are surface mount. Will surface mount be acceptable for the new hall stations?

Clarification: Section B subsection 2.8 covers Hall Controls.

Question 7:

Is this a turnkey project? In other words, is the elevator contractor carrying the required ‘work by others’? (Fire safety and electrical). If that’s the case, it will be impossible to provide an accurate bid by 4/24/2026. Can the bid date be extended by to 5/15/2026?

BOP Response: Clarification or Change Clarification: This is to be a turnkey project to include all work to complete the SOW and a complete elevator modernization. The solicitation has been extended, offers are due on 5/8/2026.

Question 8:

What year was this elevator installed?

BOP Response: Clarification or Change Clarification: Original building construction was 1938, and elevator is assumed to be original.

Question 9:

Will the elevator machine, governor, rope gripper, fixtures, and roller guides be retained? These are items that are normally replaced on the full modernization, along with traveling cable & hoistway wiring. It’s extremely unusual to retain all of these items.

Clarification: Any items not specifically identified as to “Retain, reuse, or refurbish” shall be replaced with new.

Question 10:

Is the existing elevator currently connected to an emergency power source/ATS, and is that connection intended to be reused?

Clarification: Yes, the existing elevator is connected to emergency power from backup generators located in out outside powerhouse.

Yes, that connection will remain.

Question 11:

Is the contractor expected to provide new routing, conduit, or connections between the elevator system and the ATS if not currently in place?

Clarification: Not Applicable

Question 12:

Please confirm whether the existing fire alarm system is compatible with the new elevator controller requirements, or if upgrades/replacement are anticipated under this project or by others.

Clarification: Upgrades/Replacements are expected and will be addressed in a separate scope of work.

Question 13:

If fire alarm upgrades are required, should this be included in the contractor’s scope or will it be handled separately?

Question 14:

Are as-built drawings or one-line diagrams available for the existing electrical and fire alarm systems?

Clarification: Drawings/one-line diagrams are not available.
