About this file
This is a Questions and Answers document from a site visit related to replacing boiler controls at FCI Sandstone. The document addresses technical specifications and requirements for replacing controls on three boilers, including clarification that the scope covers 3 steam flow meters and 3 fuel flow meters at the boilers, but not all plant metering.
Key details include: the requirement for BACNET compatibility (not ModBus) with the Siemens panel; confirmation that controls will remain inside the burner cabinet though existing custom displays need removal and rewiring; the control room is 80-100 feet from the boilers; the project requires new wiring from field devices to control panels; Allen Bradley CompactLogix controllers are not acceptable as an equivalent system to avoid custom/proprietary controls; and the proposal must be turnkey including controls, wiring, installation, commissioning and as-built drawings. Access to the powerhouse will be limited to regular business hours and no federal holidays. The DA tank is excluded from the scope, and the facility cannot have all three boilers down simultaneously.

FCI Sandstone Replace Boiler Controls – Site Visit Q&A’s
Is it just the 3 steam flow meters from each boiler or all of the meters included?
-It is the 3 steam flow meters and the 3 Fuel Flow meters at the Boilers. Not all the metering throughout the plant. The reason we’re setting the boiler up with a fuel flow meter is to make the modulating output equal to the BTU output. In the early stage of the project, the thought was to remove a lot of the maintenance required of our existing steam flow meters. If the BTU output of the boiler is accurate, the master panel will display the BTU output feeding the system.
The Siemens panel comes with ModBus is that acceptable or does it need to be Bacnet?
-Yes it needs to be BACNET. A separate card will need to be purchased.
Is the DA tank excluded from this scope of work?
- Yes. The master panel will have the ability to monitor the DA in the future on a separate project. During initial bidding, this was excluded to keep the cost down.
Is the Power House remote from the prison so we will have unrestricted access?
- Yes, but will still be limited to Regular business days and hrs., and no Federal Holidays.
What type of controls do they currently have?
- Our current building automation controls are Reliant and Metysis external to all the Weishaupt and Siemens boiler controls we have at this point. New wiring would tie into the 3 New Controllers and the New Main Controller, which then can be tied to Reliant BAS at a later Project.
Can all three boilers be down at the same time?
- No
How far away is control room from the boilers for the DTI master remote monitoring panel?
- 80-100 feet
Does the scope include moving the controls from out in the field (by the boilers) to the boiler control room?
- No, the controls will stay inside the burner cabinet. All of the custom displays and controls that we currently have in the burner side cabinet need to be removed and rewired because they are obsolete.
Does this project require new wires to be run from the field devices to the new control panels?
- yes
Can a set of P&IDs, panel wiring drawings, and/or an instrument list for the existing system be provided?
- Wiring Diagram should be posted
The Statement of Work document mentions “installing compatible speed sensors on old blower motors” as well as “re-programming drives for RPM control”. Does this mean we are installing VFDs on the FD Fans?
- The FD fans already have drives present but they are being controlled off of Hertz only.
Siemens requires RPM control. You cannot do it any other way. You’re using a control that is manipulating the load output and controlling the drive. This is not accurate and it’s custom to this location. If that control fails, we cannot replace it because it is obsolete.
The document also mentions “installing compatible belly temp sensors”. Are these meant to be Furnace Temp or Boiler Drum Temp sensors?
- Boiler drum temp
We would like to use Allen Bradley CompactLogix controllers, along with FactoryTalk on 12" touchscreens as opposed to the Siemens equipment described in the Statement of Work. Would this satisfy the requirement for an “equivalent” system?
- No. These panels would need to be custom built by the installer to talk between the Siemens Controllers and the Allen Bradley Main Controller. We’re trying to avoid proprietary and custom controls, that way anybody can service our equipment going forward. So, either all Siemens Controllers and Parts or all the equivalents.
The lead time to prepare the 3 boiler panels, the master panel and the associated wiring would take several months before commissioning could begin. We want to clarify that you are requesting a complete (turnkey) proposal, or would we only be bidding the programming/commissioning portion of the job and providing the new panels and associated controls hardware?
- Yes, proposal is for turnkey. That includes control, wiring, install, commissioning and as built drawing/wiring diagrams.
