About this file
This document is an Award Decision/Determination of Responsibility Memo from the Federal Bureau of Prisons' Federal Prison Camp in Alderson, West Virginia, for Fiscal Year 26, Quarter 2 Dairy Requirements. The Request for Quote (RFQ #15B10126Q00000006) was issued on November 13, 2025, with a bid closure date of November 24, 2025, seeking bids for bakery products including hot dog buns, hamburger buns, loaf bread, and Texas toast. Three vendors submitted bids: Houston Global Distribution, BIMBO, and Federon Procurement Solutions.
The award evaluation considered price, past performance, delivery terms, and specification adherence. BIMBO submitted the lowest total bid at $19,974.00, significantly lower than Houston Global Distribution's bid of $40,794.00. Federon Procurement Solutions' initial bid was $18,721.00, but their revised bid was out of specification and not accepted. The procurement specialist determined all vendors were responsible based on their previous commercial item deliveries to the facility. The memo serves as an official determination of responsibility, following Federal Acquisition Regulation (FAR) guidelines for contractor selection.

Vendors are also accommodating FPC Alderson delivery schedule.
Per FAR 9.103, (a) Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.

I believe each vendor is responsible. Solicitation posted to SAM.gov on November 13, 2025, and closed to all on November 24, 2025. Making this the final date to receive all updated bids for the requirement. Bids provided after this date will not be accepted. Vendors have provided these commercial items to FPC Alderson previously and it is well within their capabilities.
This memo will serve as a determination of responsibility.
All information within this memo is complete and to the best of my knowledge.
