About this file

This document is a Questions and Answers (Q&A) file for a solicitation involving backflow, valves, and chiller replacement (Solicitation Number 15A00025Q00000111). The Q&A addresses several key technical aspects of the project, including site visit details, permit requirements, and specific equipment specifications. Site visits are optional and will be conducted on September 11th starting at 0900, with police check forms required to be completed by 12:00 PM on Wednesday 9/11/2025.

The technical discussions focus on valve and backflow replacement specifications. The contract requires replacing existing valves with 250 gate valves, with specific attention to the 4" backflow assemblies. ATF has referenced their Performance Work Statement (PWS) for replacement guidelines, noting that contractors should propose options and recommendations. The images provide visual documentation of existing equipment, including 4" backflow assemblies, valve configurations, and equipment tags from manufacturers like Watts. The Q&A indicates that no permits are required, as the government has on-site engineers for inspections and quality control.

Q&A Backflow, valves and chiller

15A00025Q00000111

Question Will there be a site visit for this solicitation?

Response Site visits are optional and will only be on September 11th starting at

0900. Police check forms will need to be completed prior to arrival at 12:00PM by Wednesday 9/11/2025 reach out directly to the Government

POC.

Question Permits required for the work being performed?

Response No permits are required on Government Facilities. We have our own on-site engineers for inspections and quality control.

Question Use a 200 or 250 valve, the other side was replaced with 250s. 200s are what was replaced and what is on the side that needs to be replaced.

Response Contract should start to replace with 250 gate valve Question The 4” Backflows come with the 2 valves that are adjacent Response ATF has not experienced this in previous backflow projects, and referred to the PWS to replace with same or better quality. Reflect any options, recommendations or necessary requirements in your proposal. Updated statement of work to 1.5” backflow listed on the PWS is a ¾ backflow.

Question A wielded pipe is not the recommended repair. This would cause corrosion on the seam line and show signs of rusting out within a few years.

Response ATF should change the verbiage to seamless.

Question We need to know what type of backflows exist. Can the customer

(Government) send us a picture of the tag off the valves with model numbersalso can they send us pictures, and any drawings associated with this project. showing us the location of the valves.
