About this file

This document is a Questions and Answers file for Solicitation 15A00025Q00000111, issued by the Department of Justice Bureau of Alcohol Tobacco Firearms and Explosives (ATF), concerning mechanical services for backflow preventers, gate valves, and chiller pipe replacement. Key details from the Q&A include clarification on site visit logistics (optional, scheduled for September 11th at 0900 with required police check forms), confirmation that no external permits are needed, and technical specifications about valve and pipe replacements. Specific discussion points address valve sizing (recommending 250 gate valves), backflow specifications, and pipe installation techniques, with the government advising contractors to reflect options and recommendations in their proposals.

The associated solicitation requires furnishing equipment, materials, and labor for three primary mechanical services: installing 8", 4", and 1.5" Zurn/Wilkins backflow preventers, replacing main gate valves and associated components, and conducting chiller pipe replacement. The work involves complex technical specifications, including removing and replacing schedule 40 weld pipe, installing thread-o-lets, reconnecting chemical feed lines, and performing leak checks monitored by building engineers. Contractors must provide fire safety equipment and use a smoke eater during welding and cutting operations, with all work to be completed during off-hours at the ATF facility.

Q&A Backflow, valves and chiller 15A00025Q00000111

Question
Will there be a site visit for this solicitation?
Response
Site visits are optional and will only be on September 11th starting at 0900. Police check forms will need to be completed prior to arrival at 12:00PM by Wednesday 9/11/2025 reach out directly to the Government POC.
Question
Permits required for the work being performed?
Response
No permits are required on Government Facilities. We have our own on-site engineers for inspections and quality control.
Question
Use a 200 or 250 valve, the other side was replaced with 250s. 200s are what was replaced and what is on the side that needs to be replaced.
Response
Contract should start to replace with 250 gate valve
Question
Th 4” Backflows come with the 2 valves that are adjacent
Response
ATF has not experience this in previous backflow projects, and referred to the PWS to replace with same or better quality. Reflect any options, recommendations or necessary requirements in your proposal. Updated statement of work to 1.5” backflow listed on the PWS is a ¾ backflow.
Question
A wielded pipe is not the recommended repair. This would cause corrosion on the seam line and show signs of rusting out within a few years.
Response
ATF should change the verbiage to seamless.
