Questions & Answers

Question 1: Can the ATF please provide the estimated annual EEO Investigation case volume (quantities) for this contract?

Response: In FY 2022 ATF OEEO investigated 28 formal complaints and FY 2023 ATF OEEO investigated 30 complaints. We estimate FY 2024 investigating 35 formal complaints.

Question 2: In the Anticipated CLIN Structure table provided on page 4 of the Instructions, and on the Attachment 5 OEEO Pricing Table, lists “Preparation of an Analysis (Upon Request Only), CLIN 7 Individual (Optional), and CLIN 8 Consolidated (Optional).”

Can the ATF please clarify what specific type of service(s) they are requesting quotes on for “Preparation of an Analysis (Upon Request Only), and for CLIN 7 Individual (Optional), and CLIN 8 Consolidated (Optional),” ( i.e.‐ Final Agency Decision, Supplemental Investigation, etc.)?

Response: Preparation of analysis is not needed, currently. This is only upon request and no request is needed for CLIN 7 and CLIN 8 currently. Our primary focus is on CLINS 1-6.

Question 3: The Attachment 5 OEEO Pricing Table, lists “Case Estimated Quantities” for the Base Year and each Option Year for the contract. Can the ATF please clarify if Offerors are to leave these quantities blank, or will ATF be providing the estimated quantities for the Base and each Option Year?

Response: ATF will be providing an estimate (see question 1’s response).

Question 4: In the Statement of Work, Section 1.3.7 SECURITY REQUIREMENTS: lists “Top Secret”, while Section 3.0, GENERAL INFORMATION – Background Investigations (BI) state that “Contractors must undergo and receive a favorably adjudicated, Federal background investigation (BI) as determined by the position’s sensitivity designation.”

Can the ATF please clarify what level of security clearance will be required for contractor personnel performing work on this contract?

Response: Top Secret
