ATTACHMENT 2 – SECTION L – QUOTE SUBMISSION INSTRUCTIONS

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a unique, law-enforcement organization within the United States (U.S.) Department of Justice (DOJ). It is dedicated to reducing violent crime and protecting the public. Specifically, ATF is dedicated to protecting its communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and selling of alcohol and tobacco products, the illegal use and storage of explosives, acts of arson, bombings, and terrorism.
The Government may award without discussions with the offeror; therefore, the offeror is cautioned to examine the Request for Quote (RFQ) in its entirety and to ensure that its Quote is complete, containing all necessary information and all required documentation, in all respects. However, the Government reserves the right to conduct discussions and to permit the offeror to revise its Quote.
If the Offer is received after the time and date specified for receipt, it will be considered LATE AND WILL NOT BE ACCEPTED.
The Government will award a Purchase Order resulting from this Request for Quote (RFQ) to the offeror whose Quote is Lowest Price Technically Acceptable (LPTA). The ATF will award a contract to the lowest priced contractor whose Quote meets or exceeds the technical capabilities in the Statement of Work (SOW).
Only the lowest priced Quote will be reviewed for technical acceptability. If it’s found to be technically acceptable, award will be made to that offeror without further evaluation of the other Quotes received. If the Quote is technically unacceptable, then the next lowest priced Quote will be evaluated for technical acceptability until a technically acceptable Quote is found.
QUOTE SUBMISSION
To be considered for selection, offerors must submit a complete response to this RFQ using the sequence and format provided herein.
Questions Due: 04/04/2024 at 1200 (noon) Eastern Standard Time (EDT).
Quote Due Date: 04/05/2024 at 1200 (noon) Eastern Standard Time (EDT).
FORMAT
Offer Volume. The Offeror shall confine submissions to essential matters, sufficient to define the Quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each Quote. The title requirements for each file are shown in the table below.
Vendor submitting quotes shall submit their offer in accordance with their standard commercial practices (on company letterhead, formal quote form, etc.) but shall include the following information: 1) company's complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) UEI and Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors shall meet specifications as noted in the synopsis. ATF will use available sources to access past performance information.
Submissions shall not exceed three (3) pages (the solicitation and pricing documents are not included in the count) and shall be 8 ½” x 11” with: font style Arial, or Times New Roman; font color Black; and font size 10 or 12. Illustrations (graphic figures, graphs, and tables) shall be in portrait format with font colors black or blue allowed and font sizes 8-12 acceptable, provided the information is legible via the computer. Headers, footers, and title/cover pages may be outside the page margins and are not bound by the font, color, and point-size requirements. NOTE: Information not contained within these limitations will not be evaluated.
Quotes submitted in response to this solicitation shall contain the following in separate volumes:
Volume 1 - Non-Price Factors:
· Factor 1: Technical Capability
· Factor 2: Past Performance
Volume 2 - Price Factor:
· Factor 3: Price
Non-Price Factors Description:
Factor 1: Technical Capability (3 pages maximum).
The offeror shall provide an organization structure, including the organizational chart and supporting narrative description of offeror’s proposed investigation personnel, and any major subcontractor(s) and their key personnel assigned to performance of this project.
The offeror shall provide a proposed Case Assignment and Management, Required Training, and Computation of Time. The offeror must meet the minimum technical capabilities outlined in Section 3 of the SOW.
The offeror needs to provide proof of ability to provide a timeline as described in Section 4 Deliverables of the SOW.
The offeror needs to provide proof of the ability to evaluate cases within 180 days in accordance with the SOW.
Factor 2: Past Performance (3 pages maximum):
Offerors shall list and describe three (3) recent and relevant contracts/projects performed for the Federal Government that are similar with respect to size, scope, and complexity of the SOW. For the description, the offeror should include Contract Number, Contract point of contact, the Government contracting and/or technical point of contact (POCs) with current phone numbers, e-mail addresses and titles, project dollar value, and a brief narrative regarding the project’s size, scope, and complexity to allow the Government to verify experience and past performance information contained in the Quote.
The Government may contact those references during the evaluation. Only for the purpose of this factor, recent is defined as EEO investigative services provided and completed within the last three (3) years. Additionally, the Contacting Officer may use other Government sources which may include Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of and previous experience with the service, or any other reasonable basis.
Note: If the offeror is without a record of relevant and recent past performance, it shall affirmatively state that it possesses no relevant and recent past performance. In such a situation, an offeror lacking relevant and recent past experience that fails to provide an affirmative declaration may be found to have failed to provide a solicitation requirement, the Government may reject their Quote. If the offeror has no past performance readily available, it will be evaluated as Not Relevant.
Price Factor Description:
Factor 3: Price
· The price Quote shall be submitted separately from the offeror’s technical Quote.
· The offeror pricing Quote shall include the following:
· Breakout of all unit costs to include (Attachment 5 – Price Table (an excel spreadsheet)):
· Unit (CASE) Quantity (ESTIMATED)
· Unit (CASE) Price (ESTIMATED) – INCLUDING Option Years
· All cost associated should be inclusive within your price (including discount costs).
FORMAL COMMUNICATIONS
(a) The RFQ and amendments will be made available via email from Cheryl L. Hickman, cheryl.hickman@atf.gov.
(b) The offeror is advised to monitor their email continuously to obtain information in a timely manner.
(c) All correspondence pertaining to this RFQ shall be addressed to the Contracting Officer (CO), Cheryl L. Hickman via e-mail at cheryl.hickman@atf.gov. To issue pertinent and timely RFQ amendments, questions must be received by the date and time on the RFQ email from the CO.
CONFLICT OF INTEREST
Any offeror (or member of its team and/or subcontractor) having a conflict of interest as defined under FAR Part 9.5 must identify the conflict as soon as it is known and provide a recommended mitigation plan. Mitigation plans are required whenever a competing contractor has had unequal access to non-public information regarding this requirement and/or competition or has assisted the Government in defining the requirements or evaluation criteria.
