ATTACHMENT 3 – EVALUATION CRITERIA FACTORS FOR SOLICITATION 15A00024Q00000037

EVALUATION FACTORS FOR AWARD

The Government will award a Purchase Order resulting from this Request for Quote (RFQ) to the offeror whose quote is Lowest Price Technically Acceptable (LPTA). The ATF will award a contract to the lowest priced contractor whose quote meets or exceeds the technical capabilities in the Statement of Work (SOW).

The following factors shall be used to evaluate offers:

Volume 1 - Non-Price Factors:

•Factor 1: Technical Capability
•Factor 2: Past Performance

Volume 2 - Price Factor:

• Factor 3: Price

The LPTA Quote will be reviewed for technical acceptability. If it’s found to be technically acceptable, award will be made to that offeror without further evaluation of the other Quotes received. If the quote is technically unacceptable, then the next lowest priced Quote will be evaluated for technical acceptability until a technically acceptable Quote is found.

Non-Price Factors Evaluation:

Factor 1: Technical Capability - (3 page maximum).

Non-Price Factors:

Factor 1: Technical Capability (OEEO REQUIREMENT)

· The offeror provided an organization structure, including the organizational chart and supporting narrative description of offeror’s proposed investigation personnel, and any major subcontractor(s) and their key personnel assigned to performance of this project.

· The offeror shall provide a proposed Case Assignment and Management, Required Training, and Computation of Time. The offeror must meet the minimum technical capabilities of Section 3 of the SOW.

· The offeror provided proof of ability to provide a timeline as described in Section 4 Deliverables of the SOW.

· The offeror provided proof of ability to evaluate cases within 180 days in accordance with the SOW.

Factor 2: Past Performance

The Government will evaluate an offeror's Past Performance to determine the extent to which their performance demonstrates the likelihood of successful performance in providing requirements similar in size, scope, and complexity of this solicitation.

If the offeror is without a record of relevant and recent past performance, it shall affirmatively state that it possesses no relevant and recent past performance. In such a situation, an offeror lacking relevant and recent past experience that fails to provide an affirmative declaration may be found to have failed to provide a solicitation requirement, the Government may reject their Quote.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

Price Factor:

· Factor 3: Price

· The price quote shall be submitted separately from the offerors technical volume. The offeror pricing quote shall include the following:

· A completed Attachment 5 – Pricing Table

· Copy of the Vendor’s GSA Schedule contract.

· Expiration date of GSA Schedule contract(s) submitted.

· The GSA Schedule pricing and unit pricing must be clearly identified for each line item.

· Any proposed discounts in the form of price reduction.

· SAM UEI Number.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under 52.217-8 will be accomplished by using the prices offered for the last option period, which will be added to the base and other option years to arrive at the total price. Evaluations of options will not obligate the Government to exercise the option(s).

EVALUATION PROCEDURES

The Non-Price Factors packages will be evaluated by the Technical Evaluation Board (TEB) using the factors described above. Technical Capability and Past Performance will be reviewed and scored by the evaluation team consisting of Contracting Officer Representative (COR), and, if necessary, two additional technical Subject Matter Experts (SMEs).

Adjectival Rating: The following adjectival rating tables shall be used to rate quotes. Table 1 will be used to assign a rating to Technical Capability (Management Approach and Personnel Requirements). Table 2 and 3 will be used to assign a rating to Past Performance. The evaluator will use the appropriate table and select one of the adjectival ratings that most clearly reflect the assessment of the proposal’s based on the established evaluation criteria. Price proposals will not receive an adjectival rating.

Factor 1: Technical Capability Evaluation of this factor will be a subjective assessment of the firm's ability to clearly demonstrate their methodology of establishing key personnel and providing the design and installation services.

Quote meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The Quote has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable
Quote does not meet requirements and contains one or more deficiencies. Quote is not awardable.

Factor 2: Past Performance

The Government will rate an offeror's Past Performance using descriptive adjectives that most accurately define the offeror's performance relevancy and performance confidence assessments based on the standards below.

The following weightings apply to relevancy considering all the standards listed above for the past performance rating:

Factor 3: Price Analysis Table 3 Performance Confidence Assessments Rating

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 3: Price Analysis

Pricing shall be entered onto Attachment 5 – Pricing Table. The purpose of the price evaluation is to provide an assessment of the reasonableness of the proposed price in relation to the RFQ requirements and FAR 8.404(d) and 8.405-4.

Price Evaluation: The total price will be evaluated by the Contracting Officer.

The source selection decision will be made by the Contracting Officer.
